JAPATUL VALLEY (CNS) -- Firefighters today worked toward full containment on the smoldering remains of the Valley Fire, which was 87% contained after blackening 17,665 acres in rural eastern San Diego County, authorities said."Fire activity was minimal overnight as firefighters continue to mop up hot spots and secure the fire perimeter," according to a U.S. Forest Service news statement. "Structure defense remains a priority for values at risk. Every day the fire stays within its current perimeter, the threat to the adjacent communities continues to diminish. High pressure over Southern California will result in a warming trend into the middle of the week."The Valley fire, southeast of Alpine, has destroyed 30 residences and 31 outbuildings, damaged 11 other structures and injured three firefighters.RELATED: Resource event gets Valley Fire victims back on their feetAs of Sunday evening, the resources dedicated to battling the fire included 48 engines, four water-dropping helicopters, two bulldozers, 15 water tenders, 13 hand crews and a total of 609 personnel, according to Cal Fire.At noon Friday, Cal Fire announced that all evacuations and road closures necessitated by the conflagration, dubbed the Valley Fire, had been lifted.Saturday morning, the county announced the reopening of the Lake Morena and Potrero campgrounds that had been closed during the evacuation orders.Campsites were available to book at http://reservations.sdparks.org.However, the Cleveland National Forest remained closed to the public until further notice "to protect natural resources and provide for the safety of the public and firefighters," Cal Fire advised."This closure will stay in place until conditions improve and we are confident that national forest visitors can recreate safely," officials with the state agency said.The blaze erupted for unknown reasons early Sept. 5 off Spirit Trail and Carveacre Road and spread rapidly through tinder-dry vegetation amid sweltering heat and high winds, Cal Fire officials said.The agency cautioned those returning to the fire-ravaged area to "use extreme caution around trees, power poles and other tall objects or structures that may have been weakened" by the blaze.The San Diego County Sheriff's Department was increasing its patrols in the area to ensure public safety and prevent looting.Officials advised that motorists in the area could face traffic disruptions due to the continued presence of firefighters, law enforcement personnel and utility workers still in the area.Non-residents were asked to avoid locales in and around the burn zone if possible.Gov. Gavin Newsom declared a state of emergency for San Diego County on Sunday Sept. 6 due to the Valley Fire, a move intended to free up federal relief funds.County officials encouraged people who have lost their homes or other property to the wildfire to call for assistance at 858-715-2200 or email valleyfirerecovery.@sdcounty@ca.gov.Additionally, a county assistance center for victims of the blaze will be in operation at Rancho San Diego Library, 11555 Via Rancho San Diego, on Saturdays and Sundays from 10 a.m. to 6 p.m. and Mondays from 11 a.m. to 7 p.m. until further notice.Those who would like to help victims of the fire can make donations to a disaster-relief fund implemented by the San Diego Foundation, which can be accessed online at sdcountyrecovery.com. 3392

JULIAN, Calif. (KGTV) - Caltrans will shut down all lanes of State Route 78 in Julian Friday night following a rock and mudslide. The freeway closure, which affects all lanes between Wynola Road and Great Southern Overland Stage Route (S2), may continue into the weekend. The area experienced a slide late Thursday that sent large rocks and debris into lanes. Crews limited traffic to one direction and determined rock scaling was needed to remove any more hazards. Residents will be allowed access through closures when conditions are safe, Caltrans said. Kentucky Gov. Matt Bevin issued an apology Sunday for remarks he made Friday that suggested a state-wide teachers' strike left schoolchildren vulnerable to harm, sexual assault and drugs, saying his remarks had "unintended consequences.""Many people have been confused or hurt or just misunderstand what it was that I was trying to communicate," Bevin said in a video posted to his Twitter page."For those of you who have been hurt, it is my absolute, sincere apology to you," Bevin said. We are Kentucky."The Republican governor made the controversial comments to reporters Friday afternoon, according to CNN affiliate WDRB.Expressing concern for schoolchildren who were unable to attend school on Friday because of the strike, Bevin said: "I guarantee you somewhere in Kentucky today a child was sexually assaulted that was left at home because there was nobody there to watch them.""I guarantee you somewhere today, a child was physically harmed or ingested poison because they were home alone because a single parent didn't have any money to take care of them," he said, adding that "some were introduced to drugs for the first time because they were vulnerable and left alone."His remarks faced harsh criticism from both Democrats and Republicans, with Republican state Sen. Max Wise, who serves as the chamber's Education Committee chairman, calling them "disgusting" and "reprehensible.""I don't agree with these comments & I find them repulsive," Wise said Friday on Twitter.In his apology video, Bevin thanked people who "understood what I'm saying."But, he said, "The responsibility for communicating things falls on the person, in large measure, who's doing the speaking. Jerome Corsi is suing Robert Mueller in federal court in the District of Columbia.Previously, the Roger Stone acquaintance testified before the Mueller grand jury and publicly released a draft version of a criminal false statements plea with the Special Counsel's Office -- to which he refused to agree.Now in the lawsuit, Corsi says federal authorities have unconstitutionally searched his electronic records and his phone.The lawsuit is the latest example of pushback from individuals called upon by Mueller to provide information in the Russia probe.Corsi claims that because he investigated Hillary Clinton's missing emails in 2016 and guessed Wikileaks would leak hacked emails from Clinton's campaign chairman, Mueller has unfairly targeted him."Defendant Mueller has threatened to indict Plaintiff Corsi and effectively put him in federal prison for the rest of his life unless Plaintiff Corsi would provide the false testimony that they demanded, even after being informed that the testimony desired would be false," Corsi wrote in the lawsuit.Corsi, who has talked about his experience with the investigation to media and on his own show, also claims that Mueller has leaked grand jury secrets without providing any specific evidence beyond an article where sources are not described.As an example, Corsi cites an ABC News article detailing how he has become a "central figure" in the Mueller probe and says Mueller spokesman Peter Carr periodically meets with journalists at the Paul coffee shop at 8th and Pennsylvania Avenue to leak information at Mueller's direction. Corsi provided an email between Carr and a journalist as proof, though it did not indicate any specific topic that was discussed or include any evidence of reporting from the journalist to prove a leak."These leaks are meant to pressure Plaintiff Corsi into providing the false testimony that Defendant Mueller and his staff seek by portraying Plaintiff Corsi negatively through the media, as well as to destroy him if he does not comply," Corsi writes in the lawsuit."These leaks are also intended to send a message to other supporters of the president that they had best comply with the unlawful demands of Defendant Mueller and his prosecutorial staff or be indicted or at the least irreparably smeared and destroyed in the public domain."The lawsuit was filed Sunday night by Corsi's lawyer, the conservative freedom of information advocate Larry Klayman. Klayman previously won access to a collection of emails between the Special Counsel's Office and reporters, and attached some of these as exhibits in the case.Mueller himself, as well as the Department of Justice, FBI, CIA and National Security Agency are named as defendants.Corsi, who has connections to the far-right conspiracy theory website Infowars, is asking for more than 0 million in damages.
