SAN DIEGO (KGTV) -- A brief pursuit involving a stolen BMW ended Wednesday morning near a nursing home parking lot.The incident began shortly after 10 p.m. Tuesday when a new model BMW was reported stolen in Santee.Two hours later, San Diego police spotted the BMW traveling westbound on state Route 94 near the Euclid Avenue exit.When officers attempted to stop the car, the driver refused to pull over and sped away. With police in pursuit, the BMW made its way onto northbound Interstate 805, then transitioned to Interstate 15.The driver exited on Adams Avenue, crashed into a wall, and then got back on northbound I-15.After exiting Camino Del Rio South, police said the driver parked the stolen BMW in a nursing home parking lot in Mission Valley and ran away. Police found him a few blocks away and arrested him.The driver's name and the charges he faces were not immediately confirmed. 901

SAN DIEGO (CNS) - Violent crime dropped in San Diego County in the first half of the year for the first time in six years, even though the region saw a spike in the number of homicides, according to a report released Tuesday by the San Diego Association of Governments.The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,356 in 2020, down from 5,545 last year.Mid-year violent crime totals from recent years were 5,510 in 2018; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounted to a 4% bump in violent crime.The report found there were 52 homicides in the first half of 2020, a dramatic increase from 38 homicides measured at the halfway point last year.A month-by-month breakdown of the homicides this year showed that seven were recorded in January, three in February, 11 each in March and April, and 10 each in May and June. In 2019, January had five homicides, February had six, March and April each had six homicides, May had eight and June had seven.Among homicides in which motive could be determined, 22% were attributed to robbery -- compared to 4% last year -- and 3% were attributed to gangs -- down from 19% last year, according to the report. No homicides were attributed to domestic violence this year, while 19% of last year's homicide were considered domestic violence-related.The report also found that overall domestic violence cases reported to law enforcement in 2020 increased each month from January through March, then decreased slightly in April and May before rising 3% in June, compared to the same time in 2019."The zig-zag percentages of reports in domestic violence regionwide could be attributed to the pandemic," SANDAG director of research and program management Cynthia Burkem said. "When you factor in social distancing, including families isolating together during stressful times and with less contact with mandated reporters, it could affect an individual's willingness to report a crime to police."Reports of rape fell to 432 after reaching 539 at the midway point of 2019. Further analysis showed the biggest month-to-month changes from this year compared to last year were seen in April and May.The number of reported robberies dropped 10% -- from 1,410 in 2019 to 1,268 this year -- while the number of aggravated assaults increased 1% -- from 3,572 in 2019 to 3,604 this year.Reports of property crime totaled 24,512 in the first half of this year, down from 27,239 during the same period in 2019.In 2020, 3,624 burglaries were reported throughout the county, a 3% drop from the first half of 2019. SAN DIEGO (CNS) - The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.Sessions will be held in spaces "with adequate air exchange, including MERV-13 air filters and/or portable ventilation units," according to the district.Students will be identified by their teachers for participation based on several factors:-- Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card-- Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open-- Special education students not meeting their IEP goals-- Special education students with intense support needs-- Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility"We remain committed to following the science in designing our response to the COVID-19 crisis, including all of the recommendations we received from our expert panel of UCSD science and health professionals that included a phased return to in-person instruction," said District Superintendent Cindy Marten."This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community," Marten said."Online learning has created new challenges for every student. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038
