BEIJING, Aug. 31 (Xinhua) -- China's banking regulator will strictly implement the central government's macroeconomic policies that aim to curb soaring housing prices, an official said Tuesday.Ye Yanfei, deputy head of the Statistics Department of the China Banking Regulatory Commission (CBRC), said the CBRC will restrain speculative property investment and support the building of affordable housing while controlling risk.China's housing market and lending to the property sector are crucial to the national economy and people's livelihood, as well as to the stable and steady development of the nation's banking sector, Ye said at a seminar in Beijing.Ye's remarks come after the banking regulator said it would further "instruct and monitor" commercial banks' efforts to strengthen the management of lending to home-buyers.Ye's comments echo those of Zhang Ping, director of the National Development and Reform Commission, who said last Thursday in a report to China's top legislature the government will "further implement the measures meant to curb excessive gains in housing prices and resolutely restrain speculative property investment in the second half the year."Ye also said the CBRC has pushed lenders to test the impact of falling house prices, although the regulator said earlier that hypothetical scenarios examined in stress tests do not herald any change in policyHousing prices in major Chinese cities rose 10.3 percent year on year in July, slower than the 11.4 percent growth rate in June, according to official figures.On a monthly basis, housing prices in June fell 0.1 percent from May and July prices were unchanged from June.

Eight Hong Kong tourists were slain during an ill-prepared rescue by the Philippine police against a lone gunman who hijacked a tourist bus in Manila on Aug. 23.Police officers were not told of the time and location of the drill in advance to test the emergency response of the city's police forces, a senior police officer said.During the drill, a group of armed men "hijacked" a bus carrying athletes and gunned down security guards on their way out of the Asian Games Village. After "negotiations" failed, police quickly broke into the bus and seized the attackers.The second part of the drill involved in rescuing "hijacked" foreign athletes in a room in the Village.After finding the hijackers attempted to kill the hostages, the police stormed the room, overwhelming the attackers and freeing the hostages.Chinese authorities have activated over one hundred checkpoints on the roads and waterways linking areas to the hosting cities of the Games on Sunday.A total of 132 checkpoints, scattered in Guangdong Province and five neighboring regions, are responsible for screening people, vehicles and goods, officials with the Ministry of Public Security said.The 2010 Asian Games is scheduled to open on Nov. 12. The events will be held in four cities in Guangdong.

  

HANGZHOU, Sept. 14 (Xinhua) -- China's top political advisor, Jia Qinglin, called for more efforts to step up the transformation of the nation's economic growth mode and ecological protection for better development in the next five years.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks during a five-day inspection tour in eastern Zhejiang Province that concluded Tuesday, visiting rural areas, towns, factories and companies.Jia urged in-depth research over new circumstances for an "elaborate planning" for the five years to 2015.Jia Qinglin (2nd R, Front), chairman of the National Committee of the Chinese People's Political Consultative Conference, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, inspects development of new and clean energy in a company in Changxing, east China's Zhejiang Province, Sept. 12, 2010. XIAMEN, Sept. 7 (Xinhua) -- China's foreign trade surplus was approximately 84 billion U.S. dollars from Jan. to July, down 20 percent year on year, and the year 2010 is expected to see a small trade surplus, said Commerce Minister Chen Deming on Tuesday.Chen made the projection at the ongoing World Investment Forum that runs from Sept. 7 to 9 in southeast China's coastal city of Xiamen.China has seen a trade surplus in recent years, but with a decreasing margin, and the trade surplus takes up a very small proportion of the GDP, noted Chen."China's foreign trade policy aims to stabilize exports and increase imports, which can boost China's economy and also bring positive impacts to neighboring countries," said Chen.Customs statistics show that China's import and export value in the first seven months reached 1,617 billion U.S. dollars, with exports worth 850.5 billion U.S. dollars, up 35.6 percent, and imports at 766.6 billion U.S. dollars, up by 47.2 percent.China's trade surplus in 2009 was more than 190 billion U.S. dollars, down 34.4 percent from the 290 billion U.S. dollars in 2008.The World Investment Forum is the global meeting on investment and development issues organized by the United Nations Conference on Trade and Development. Held every two years, the forum aims to strengthen international cooperation in the interest of promoting international investment and its contribution to economic growth and development.
