(AP) — The owner of a North Carolina speedway advertised "Bubba Rope" for sale on a social media marketplace page days after NASCAR found a noose in the garage stall of Black driver Bubba Wallace. DENVER – Travis Reinking, the man suspected of killing four people at a Waffle House outside of Nashville on Sunday, was carrying a Colorado ID card with him when he was arrested Monday, Tennessee authorities said, and may have lived here for some time.The card is presumably the same Colorado ID card that Reinking, 29, was carrying last July when he was arrested for breaching a White House security barrier.An incident report obtained by Scripps affiliate KMGH-TV in Denver from the Metropolitan Police Department in Washington, D.C. shows that Reinking was carrying a Colorado commercial driver’s license, along with a debit card, an iPhone and 7 in cash when he was arrested in July 2017.In the incident, Reinking allegedly told a U.S. Secret Service officer he needed to get into the White House to “speak with POTUS.”He had been blocking one of the pedestrian entrances, and said he was “a sovereign citizen” who “has a right to inspect the grounds,” according to the report. When the officer told Reinking again to stop blocking the entrance, he took his tie off and “balled it into a fist” before walking past the officer and the security guard, according to the report.“Do what you need to do. Arrest me if you have too [sic],” he told the officer, according to the report.But the officer grabbed him and escorted him outside, where he was arrested for unlawful entry.Additionally, Reinking appears to have lived in Salida, Colo. for some time in early 2017 and possibly in 2016.A “Word on the Street” column published in the Salida-based Mountain Mail in January 2017 shows that Reinking, who described himself as being from Salida, was asked, “What makes you happy?”He responded, “True love. Just because it’s the best thing that can happen in life.”On Monday, The Mountain Mail published another story confirming that Reinking had a Salida connection and that he was the man interviewed in the “Word on the Street” column.Reinking’s Facebook page also shows that several of his just 13 “friends” live in Salida and work for a crane service. Reinking’s father also owns a crane rental service in Illinois, where Reinking was living before moving to the Nashville area last fall, according to law enforcement authorities.Nashville Police Lt. There have been some questions raised about Reinking’s mental fitness stemming from the Washington, D.C. incident and other incidents in Illinois.In the Illinois incidents, Reinking’s parents had told police that their son believed Taylor Swift was stalking him and that he’d made suicidal comments.After the White House incident, Illinois law enforcement took away four of his guns, then returned them to his father, who in turn passed them back to the younger Reinking, according to the FBI. Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision.As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said.The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. Tate Reeves has invited local lawmakers and other officials to the state governor's mansion for Christmas parties in the coming days, according to Mississippi Today and the Washington Post.According to Mississippi Today, Reeves, a Republican, has issued executive orders that limit indoor gatherings to no more than 10 people, limit outdoor gatherings to 50 people and require the use of masks or facial coverings indoors for 54 of the state's 82 counties. Those orders include Hinds County, home of the state capital of Jackson and the governor's mansion.But despite those orders, Reeves has reportedly sent invitations to state and district elected officials throughout the state to attend three separate Christmas parties at the governor's mansion, including parties for both the state Senate and House of Representatives.While it's not known how many people are invited to each party, it would appear that more than 10 people would be attending. The State House has 122 members, and the Senate has 52 members.Mississippi Today also reports that Reeves attended a fundraiser hosted by a hospital executive last week that included more than 20 guests.Bailey Martin, a spokesperson for the governor, told Mississippi Today that the events will follow Reeves' orders."The Governor and first lady have canceled or delayed many mansion events this year including the 1st Friday Christmas Candlelighters event and their daughter's 16th birthday party, and have only continued with those events that can be conducted safely," Martin said.Reeves' wife, Elee, said on Monday that she would not be opening the governor's mansion for public tours of the Christmas decorations, as she had in years past. 1794
