BEIJING, July 22 (Xinhua) -- The Communist Party of China (CPC) issued a commendation on Thursday to award honorary titles to 36 grassroots Party organs and 30 Party members for their great dedication and sacrifice in providing assistance following the earthquake in Yushu of northwest Qinghai Province on April 14.A statement of the commendation released by Organization Department of the CPC Central Committee said that the Party organs and members had shown leading examples in responding and assisting following the devastating disaster, under the strong leadership of the CPC Central Committee.One of those awarded Party members, Yang Yong, died in a car accident which occurred while returning home after finishing a medical assignment in quake-hit Yushu.Yang served as vice director of the emergency response office with the health department of the Sichuan provincial government.The CPC Central Committee called on Party members and organs to learn from the awarded individuals, to maintain their loyalty to the Party and obey the Party's disciplines so as to make more contributions to the all-round construction of socialism with Chinese characteristics.

LANZHOU, Aug. 24 (Xinhua) -- China plans to spend 2.23 billion yuan (328 million U.S. dollars) to improve disaster prevention systems in a mountainous northwest China town devastated by a landslide earlier this month, local officials said Tuesday.The planned multi-billion yuan project to prevent further geological disasters in Zhouqu County, south of Gansu Province, had passed reviews by experts from the Ministry of Land and Resources, said Guo Yuhu, vice-director of the provincial land and resources department.The plan is scheduled to be carried out in three phases from 2010 to 2012, Guo said.Guo noted that the project includes improving disaster warning systems, drawing up emergency resettlement plans, conducting a thorough study of the geological disaster hazards, and setting up a capable monitoring network.A late-night avalanche of mud and rocks roared down the mountain slopes in the county seat of Zhouqu on Aug. 8, burying villages and blocking the Bailong River, a major regional river.At least 1,447 people were killed and 318 remain missing, according to the latest government information.The mudslide left a thick layer of sludge, about 5 kilometer long and 500 meters wide, in the center of the town. Many bodies are believed to be buried in the mud, but authorities banned their recovery on Sunday due to concerns over public health.

TONGHUA, Jilin, Aug. 10 (Xinhua) -- Rescuers are racing to save 18 miners trapped in a coal mine that flooded due to a deluge that hit the area in northeast China's Jilin Province shortly after midnight Tuesday.More than 2,000 rescuers are pumping water out of the mine through an auxiliary shaft after the entrance of the main shaft collapsed amid rain-triggered floods.Chinese Premier Wen Jiabao has instructed the local government and other related departments to spare no effort in saving the miners' lives.The accident happened at 12:10 a.m. at Hongyuan Coal Mine in the Erdaojiang District of Tonghua, the third largest city in Jilin, said Zhang Dejun, a spokesman for the city government.He said the miners were working below ground to pull out machinery that had been soaked after days of torrential rain, when the flooding occurred.The mine was near the lower reaches of Daluoquangou River, which is swollen after the catchment received 116.2 millimeters of rain Monday."Time is very pressing," Zhang said.Wang Rulin, governor of Jilin Province, arrived at the scene at noon Tuesday to oversee the rescue. Wang visited the families of the trapped miners to hear rescuers' and experts' reports.The Hongyuan Coal Mine has an annual production capacity of 60,000 tonnes and is a township-owned mine. The cause of the accident was not immediately known.Jilin Province has been battered by heavy rain and floods this summer. At least 85 people have died and 66 are missing after floods over the past two months, according to the provincial government.

  

ASHGABAD, June 17 (Xinhua) -- He Guoqiang, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, arrived here Thursday to start an official and good-will visit to Turkmenistan.In a written statement upon his arrival, He Guoqiang said Sino-Turkmen relations were time-tested, and the countries' political trust and economic and trade cooperation has been strengthened since they forged diplomatic ties 18 years ago.The two countries have supported each other in international organizations on issues concerning each other's core interests, he said.He Guoqiang, also secretary of the CPC's Central Commission for Discipline Inspection, had a transit visit to Azerbaijan before arriving in Ashgabad.During his stay in Baku, capital of Azerbaijan, He Guoqiang met with Prime Minister Artur Rasizade on Wednesday.He Guoqiang said he was visiting for friendship and cooperation, and China valued its relationship with Azerbaijan, respected the way of development that Azerbaijan has chosen according to its own situation. BEIJING, Aug. 17 (Xinhua) -- China's Supreme People's Court (SPC) has urged more efforts to clear the backlog of cases as a campaign to complete long-delayed verdicts had seen positive results.Various local departments were urged to be "fully aware" of the importance of the speedy execution of court orders and tackling the backlog of cases, said a statement released Tuesday after a meeting on backlogged cases.The meeting was jointly held by the Political and Legal Affairs Commission of the Communist Party of China (CPC) Central Committee and the SPC.Statistics cited in the statement show that since a campaign on clearing backlogged cases started in November 2008, long-delayed verdicts for more than 333,000 property cases had been completed.In addition, more than 3 million cases not involving properties had also been cleared.The two organizations urged police, banks, financial administrative departments, tax departments and other units that might be involved in case execution to fully support and coordinate the enforcement of court orders.The statement also called for harsher punishments and restrictions in real estate, credit rating and other fields for defendants who refused to follow court orders."The campaign is in accordance with the people's interests... and will have positive effects on promoting social harmony and stability," said Wang Lequan, deputy secretary of the Political and Legal Affairs Commission, at the meeting.
