DAMASCUS, Oct. 31 (Xinhua) -- China's top political advisor Jia Qinglin on Sunday vowed to promote political, economic ties and people-to-people contact with Syria.Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, made the pledge when holding talks with Suleiman Kaddah, vice chairman of the National Progressive Front.Jia hailed the traditional friendship and current cooperation between China and Syria in political, economic, cultural and education sectors and on international affairs, saying the similar experience of the two states in history helped to facilitate mutual understanding and support.China appreciates Syria's adherence to the one-China policy and its support to China on issues related to China's core interests and major concern, Jia said.China also supports the just cause of Syria for safeguarding its national sovereignty and territorial integrity, and backs Syria in resuming the exercise of full sovereignty on the Golan Heights at an early date, Jia said.Jia suggested the two sides strengthen political exchanges and mutual trust, and expand economic and trade cooperation."China encourages qualified Chinese enterprises with good credits to invest or set up factories in Syria, and supports Syria to export more to China," he said.Jia also proposed the two sides increase consultation on regional and international affairs, jointly safeguard the legitimate rights and interests of the two states and of other developing countries, push for a new, fair and reasonable international political and economic order, and promote the friendly cooperation between China and Arabian and Islamic countries.Jia suggested the two nations boost exchange at people-to-people and local levels, and promote cooperation in such fields as media, culture, education, academy and tourism.Kaddah, in his turn, applauded Syria's friendship and cooperation with China, saying China is playing an important role in safeguarding the world peace.Syria appreciates China for its long-standing position of settling international disputes through dialogue and enhancing mutually beneficial cooperation among all countries, he said.Kaddah reiterated Syria's stance on issues that concern China's core interests, saying Syria will constantly abide by the one-China policy.Jia and Kaddah both pledged to promote exchanges and cooperation between the CPPCC and the National Progressive Front.

HAIKOU, Oct. 17 (Xinhua) - More than 100,000 people have been evacuated as a new round of torrential rains battered China's southernmost island province of Hainan, local authorities said Sunday.Floods have inundated more than 200 villages in the cities of Haikou, Wenchang and Qionghai, said Sun Wei, deputy director of disaster relief and public services department with the provincial meteorological bureau.Residents who have been displaced are living in government buildings and school classrooms, or at the homes of relatives and friends, Sun said.A pedlar works on the rain flooded street in Qionghai, south China's Hainan Province, Oct. 17, 2010. TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." She also urged all the participants to make concerted efforts to reach a consensus during the climate talks.  

BEIJING, Sept. 26 (Xinhua) -- The Chinese government Sunday released a white paper on human rights in China in 2009, highlighting the role of Internet freedom and the country's efforts in safeguarding citizens' legitimate civil and political rights."The overall cause of human rights has been promoted in an all-round way," says the white paper, published by the State Council Information Office under the title "Progress in China's Human Rights in 2009."Chinese netizens' right to freedom of speech on the Internet was protected in 2009 and the Internet has become a new channel for the Chinese government to gauge public opinion, and consequently improve its governance, the report reads.It has become "common practice" for governments at all levels to consult the public via the Internet before formulating some policy, it says.It adds government agencies have set up special websites to facilitate the public's reporting of corruption and dereliction of duty among officials.In 2009, the Chinese government promulgated and implemented its first national action plan with human rights as the theme.The National Human Rights Action Plan of China (2009-2010), which applies the Constitutional principle of respecting and protecting human rights to the various fields of politics, economy, culture, social construction, etc., has been "effectively implemented", according to the white paper.Chinese people's standard of living "has been further improved on the basis of economic and social development" after the country put forward a 4-trillion-yuan (596.6 billion U.S. dollars) stimulus package in the wake of the international financial crisis, it says.In 2009, the per capita net income of rural residents was 5,153 yuan, and the per capita disposable income of urban residents was 17,175 yuan, an increase of 8.5 percent and 9.8 percent respectively over the previous year.The white paper is China's 9th report on human rights since the country began releasing the document in 1991.
