WASHINGTON — The number of Americans filing for first-time unemployment aid fell to 860,000 last week, according to the Department of Labor. That is down about 33,000 from the week before.The Labor Department also said Thursday that 12.6 million are collecting traditional unemployment benefits, compared with 1.7 million a year ago.However, it does not include claims filed under other federal aid programs, including a program that provides benefits to those usually ineligible like the self-employed or gig workers.Before the pandemic hit the economy, the number signing up for jobless aid had never exceeded 700,000 in a week, even in the depths of the 2007-2009 Great Recession.The economy and job market have recovered somewhat from the initial shock of the coronavirus pandemic and safety measures. VISTA, Calif., (KGTV) — The man accused of killing his girlfriend in Cardiff pleaded not guilty Wednesday at his arraignment.Henry Cowen, 41, stood stoically inside the defendant's box, watching Deputy District Attorney Marnie Layon accuse him of murdering 43-year-old Sabrina Lukosky. Friends at the courthouse said Lukosky was a beloved butterfly breeder, who was "so lovely."The investigation began when Lukosky's mother requested a welfare check in early October, after not hearing from her daughter for several days. Officers came to the gray flat the couple shared on Cowen's mother's property in Cardiff. They saw Lukosky's car but noticed a foul smell coming from the residence. A few days later, they executed a search warrant and found Lukosky's dead body and signs of a violent struggle inside the bedroom. "There was a broken stick, a bottle that had been broken, some amount of blood, and the victim had a 1.5-inch vertical gash to her forehead," Layon said. But that was not what killed her. The Medical Examiner said Lukosky died of strangulation and blunt force trauma. Prosecutors believe Cowen then left North County, first to got to Los Angeles. Then they said he took a Lyft to Riverside County, where he met with his children's mother. Investigators believe it was then that Cowen took steps to escape the country."That woman and her father, at his request, took him to the Israeli Consulate there, so that he could make arrangements to obtain a visa to get out of the country to move to Israel," Layon said. "They learned when they were going through the process, that would take six to eight months, and an expression was then made that the preference would be to go to New York."But before he could leave, officers with the Fugitive Task Force arrested Cowen in Riverside County on Oct. 11. He remains in custody with no bail.Cowen has an extensive violent criminal record, including assaulting an ex-girlfriend in California and kidnapping and torturing a man in Washington State. Because of that, if convicted, Cowen faces a maximum sentence of 55 years to life in prison. 2106

(KGTV) — Two brothers are behind bars after deputies say they got into a road rage incident and robbed a driver in Vista.On Tuesday, just before 9:30 a.m. near the 1300 block of Melrose Way, San Diego Sheriff's Department says Matthew, 29, and John, 23, Giordano were driving in a lifted grey Silverado pick-up truck. Deputies say for some reason, Matthew became angry and began to follow another vehicle and displayed a weapon to the driver.At one point, the truck cut off the driver and came to a stop, deputies say.Deputies said Matthew got out of his truck and started punching the driver's side window. Once the driver opened the door, Matthew took about ,000 worth of jewelry and money from the driver, deputies added.During the confrontation, John used a metal tool to smash the driver's windshield and the windshield of a second car not involved in the original incident, deputies say. The brothers then drove off.One of the victims suffered minor injuries from broken glass. Yale denies the allegation, calling it “meritless” and “hasty.” The findings were detailed in a letter to the college’s attorneys Thursday. The letter was obtained by the Associated Press. It marks the latest action by the Trump administration aimed at rooting out discrimination in the college application process. The Justice Department says the two-year investigation concluded that Yale “rejects scores of Asian American and white applicants each year based on their race, whom it otherwise would admit.” 711

(KGTV) - The mother of a 14-year-old girl sexually assaulted by a San Diego Deputy filed a civil lawsuit citing negligence and invasion of privacy.Deputy Timothy Wilson pleaded guilty to lewd acts on a minor and two counts of unlawfully taking computer data. He’s serving jail time. The victim’s mother, Jennifer Tanis, says Wilson accessed her daughter’s police file 44 times. He was able to get her home address, videos, and pictures of her daughter. She tells 10News she’s suing the county, not for money, but change. Currently, all deputies are allowed to access police files, but she thinks the only person who should have access to them is the lead investigator.She says the county failed her.“There was no system in place to protect my daughter, her story or the pictures they took of her during the investigation," Tanis said.Tanis is pushing for change not only in the county but the entire country. She reached out to Congressman Mike Levin’s office for help. San Diego County has said they have the capability of making police reports private, but only in some cases.
