SAN DIEGO (KGTV) - Recent changes at the border are being felt as President Trump considers a total border shutdown to combat the immigration crisis. Customs and Border Protection officials announced the reduction of the commercial lanes at Otay Mesa from 10 lanes to 8 Tuesday. “4 to 5 hours,” said one driver who added another man in his fleet took more than 6 hours to make it across Wednesday. Companies say drivers are missing deadlines or just skipping the day altogether to avoid the delays. “They lose millions,” said driver Benjamin Alfaro on the already cumbersome process taking even longer, “so if they don’t do that in the normal time of course they lose money. SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. SAN DIEGO (KGTV) — San Diego health officials are worried about a recent uptick in out-of-towners testing positive for coronavirus locally ahead of the holiday weekend.In San Diego, health officials have seen increases in positive COVID-19 cases diagnosed locally in people who live in nearby counties or states. Throughout the pandemic, there have been 16 Arizona residents have tested positive while in the region, seven of those were in the last week. So far, 330 Imperial County residents have tested positive while in San Diego and 61 of those were in the last week, as cases grow in that county.RELATED: San Diego County to close bars that don't serve food to slow COVID-19 spread"We have looked specifically at nearby county residents. Certainly, the number of individuals who live in Imperial County who are diagnosed in San Diego have increased in the last number of weeks," said Dr. Eric McDonald, director of the county’s epidemiology and immunization department. "The number of cases who have Arizona as their primary residence have also increased in the last number of days."With Monday's decision to close bars that don't serve food ahead of the July 4 weekend, the hope is the move will deter out-of-county residents from coming to San Diego."If you go back to some of the restrictions that were announced today, so that we are more consistent with our neighboring counties in terms of bar closures, it somewhat addresses that," McDonald said. SAN DIEGO (KGTV) -- San Diegans will soon have four new restaurants for dining along the San Diego Bay, as Mayor Kevin Faulconer joined Port of San Diego officials and The Brigantine Inc. for the ribbon cutting ceremony Monday for Portside Pier. Portside Pier is an over-the-water dining complex that has been years in the making. It will have four restaurants -- Brigantine on the Bay, Miguel's Cocina, Ketch Grill & Taps and Portside Coffee & Gelato. The dining complex replaced Anthony's Fish Grotto, a staple for 52 years along the bay. The dining complex is now owned by The Brigantine Inc. The restaurants are opening amid the COVID-19 pandemic. The design of the restaurants have plenty of outdoor space to seat about 500 people, with all social distancing guidelines in place. The complex has capacity for about 1,000 people, once pandemic restrictions are lifted. Portside Pier is the first of several projects along the waterfront, to improve and update the embarcadero. The coffee and gelato bar are already open. The other restaurants officially open on July 28. 1090

SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563
