BEIJING -- The Industrial and Commercial Bank of China (ICBC) has planned to open a subsidiary in the United States, as part of its going-global strategy which also involves Russia, Indonesia and the Middle East, Board Chairman Jiang Jianqing said here on Wednesday."Preparations have been going on smoothly. We hope to receive approval from American authorities as early as possible," said Jiang, a delegate to the ongoing 17th National Congress of the Communist Party of China, at a news briefing.Jiang said that next month the ICBC would open a branch in Russia and take over the Bank Halim in Indonesia. Applications to set up new branches in Dubai and Doha have been approved by the banking authorities of China, paving the way for its march into the emerging Middle East market.In its latest overseas expansion, the ICBC clinched an agreement with Seng Heng Bank Limited on August 29 to acquire a stake of nearly 80 percent of the bank in Macao for 4.683 billion patacas (US5 million), according to the bank's website.Jiang said that the ICBC would "cautiously" advance its going- global strategy. "Only when the price, opportunity and place are right will we make a move."The bank has established more than 100 branches so far in 13 countries and regions, mainly through greenfield investment, merger and acquisition. But overseas business only contributed three percent of its total assets and four percent of its profits. The ICBC hopes to raise the proportion to 10 percent in the future, Jiang said.Domestically, the ICBC has more than 16,800 outlets.With a total asset of over US0 billion, the ICBC has been named as the second largest bank of Asia and the most profitable bank with a net profit of over US billion, according to a listing of HK Asia Week of "Top 300 Asia Bank".Apart from expanding its global presence, the bank has been engaged in financial innovations at home. In September, China's banking regulator approved the bank to set up a leading company with a registered capital of 2 billion yuan (US5.96 million), the largest of its kind in the Binhai New Area of Tianjin, which will help improve the bank's performance by shifting its profits from interest income to intermediary services.Jiang said the bank's non-performing ratio would be hopefully kept under three percent this year, much lower than the industry's average of eight percent. Land authorities in six Chinese cities including Beijing have illegally charged 1.1 billion yuan (US6.7 million) on enterprises so far this year, adding fuel to the nation's soaring housing prices. This was discovered by the National Development and Reform Commission, China's top planning body, during examinations of charges on businesses in Beijing, Shijiazhuang, Jinan, Guangzhou, Chengdu and Xi'an, the Beijing News said Saturday. The amount was well beyond the total illegal charges collected by eight departments for the whole year of 2006, said Li Lei, head of NDRC's Price Supervision Department. Quoting estimates by the land authorities, which say land costs account for 20 percent to 50 percent of the housing prices, Li said the behavior of these authorities has made the runaway housing prices worse. CHENGDU: Thick fog continued to blanket parts of western and central China Sunday, causing traffic accidents, flight delays and highway closures.Plunging visibility from the bad weather delayed more than 150 flights and left 12,000 passengers stranded Sunday in the Shuangliu International Airport in this capital of Sichuan Province, airport officials said.The airport was closed for nearly nine hours Sunday morning before a flight to Tibet took place at 11:10 am."Full operations did not return to normal until more than an hour later when the first flight from Shenzhen in Guangdong Province landed here," airport publicity department official Liu Gang told China Daily."It was the second day visibility in the airport had been at about 10m."On Saturday morning, a heavy fog fell on Chengdu, shrouding its downtown areas and six suburban counties with a visibility of under 50m.The airport itself was closed for eight hours that day, with 121 flights delayed and 11,000 passengers stranded.Sichuan weather bureau deputy chief Zhong Xiaoping said environmental pollution was a major cause of the fog.Zhong advised citizens to take buses more often, save energy, cut car exhaust, and play a part in the recycling of waste materials.More than 10,000 vehicles were stranded from the fog on highways Sunday, about 4,000 more than the day before, the Chengdu Transportation Bureau said. WASHINGTON -- The special US envoy on Sudan affairs said Wednesday that important progress has been made toward peace talks on Darfur and China plays a "constructive" role in facilitating such progress."I am very happy with the role the Chinese are playing," Andrew Natsios said in a speech at the Center for Strategic and International Studies, a Washington-based think tank."It is a constructive role," Natsios said. "I think the Chinese are like a locomotive that is speeding up."With mediation by China, he said, the Sudanese government has accepted a UN Security Council resolution adopted in July to authorize a hybrid UN-African Union peacekeeping force for the Darfur region.He said the major obstacles to the peace talks now come from the rebel groups rather than the Sudanese government.In a related development, China's Special Representative on African Affairs Liu Guijin said in Beijing on Tuesday that China will send a military liaison officer to Sudan's Darfur.Liu, who has just wrapped up a seven-day visit to the United States and the United Nations, said China has informed the UN of its decision.China also pledged to send a 315-member multi-functional engineering unit to Darfur in early October, which would be the first batch of UN-AU peacekeepers in place, and China will stick to its commitment, Liu said.Liu reiterated China's constructive and unique role in finding a solution to the Darfur issue, saying China has provided much aid and help with regard to the reconstruction and development of Darfur."The US and UN both hold positive views on China's role in resolving the Darfur issue, and hope China will play a bigger role in this regard," said Liu.

SHENZHEN: The first group of doctors from Taiwan took the National Qualification Examination for Physicians on Friday, three months after the Ministry of Health announced their eligibility to sit the annual test. The 262 medics were all tested in South China's Guangdong Province: 137 in Guangzhou, 120 in Shenzhen and five in Zhuhai. Cheng Hsiao-wei, who runs a cosmetic surgery clinic in Taipei, said he was a little nervous at the start of the exam but soon calmed down. "We don't have to operate medical equipment or take an oral test in Taiwan," Cheng told reporters after leaving the exam room at Shenzhen People's Hospital. Friday's exam focused on clinical procedures. It will be followed by a written test on medical theory in September. "There are many opportunities ahead as more and more Taiwanese are moving to or doing business on the mainland," Cheng said. "Therefore, the demand for Taiwanese physicians is also on the rise. But before entering the mainland market, we have to become familiar with the environment and learn from our counterparts there." Thomas Lin, a 33-year-old physician with the Mackay Memorial Hospital in Taipei, said he hoped the mainland would open up further to Taiwanese doctors. "It will be more attractive if we are allowed to open private clinics on the mainland after acquiring our qualifications, just like our peers from Hong Kong," Lin told China Daily. The government recently allowed permanent Hong Kong residents, who have practiced as physicians for at least five years and acquired the appropriate qualifications, to open private clinics on the mainland. Since April, Taiwanese doctors have been allowed to apply for a one-year work permit for the mainland. At the end of the 12 months they can apply for a renewal.
