SAN DIEGO (KGTV) - Military families sent 10News letters discussing a myriad of issues their students faced when they transferred from out of state into San Diego Unified School District.One student, who didn't want to be identified, sent a letter that read in part, "I would dread getting up everyday knowing that this was going to be a continuous process," explaining he didn't get the same treatment in an assistance program here, compared to where he previously lived.Another letter discusses a woman's special needs children, "It took over a week to even get my children placed in classrooms to start school with no updates as to why. After calling several times we were able to get placements for our children. I know that special needs children have to be placed in certain classrooms and things like that, but for it to take that long is a little excessive." She continued stating in the letter, "two of our children are waitlisted (with no foreseeable date of service) for speech therapy with a letter stating that it is because there is a "lack of available therapists" in the area."Erika Bradley said her daughter had trouble transferring AP and Honors credits, and once she was pulled out to be home schooled, she was told her daughter couldn't participate on the Varsity Soccer team."It put her in a tailspin... We had many instances of panic attacks," she said."We have upwards of 8,000 military dependent students within our district," Jennifer Coronel, Program Manager of Children and Youth in Transition at SDUSD said. That's about 7% of the district's student population.On SDUSD's website, you can find numerous resources for military families. The district gets anywhere from ,000,000 to ,000,100 in military student funding per year. "We have four Intervention Counselors that work out of the Department of Children and Youth in Transition and all of them have a specific area within San Diego Unified and assist with all matters related to military students," Coronel said. She says rules and maybe even federal laws need to change to make a smoother transition for military students.Bradley says many military families pull their students for homeschooling to get around transfer issues, but Bradley says she wants more oversight to ensure military families are taken care of in the future. 2327

SAN DIEGO (KGTV) - A baby hippo was born Saturday night at the San Diego Zoo and is now freely exploring its habitat, although always under the watchful eye of her mother. The calf, the 9th birthed by Funani since she arrived at the Zoo, is yet to be given a name."Less than ten minutes after it was born, it was already on the beach," Senior Wildlife Care Specialist Jennifer Chapman told 10News. "Out of the pool, on the beach, so right away we knew this was a strong calf."Funani can already be seen exhibiting the behaviors of hippo mothers, including licking sand off her calf, nudging her into the water, and making sure she is coming up to the surface for air. "That bond is already starting and she can start to train the calf immediately," Chapman said. "This is where you go. This is where you don't go. Listen to me. And she goes through all of that with the calf and it's really from minute one."Because Funani is very protective of the calf, the father, Otis, is being kept in a separate area from the other two. They will eventually rotate into the publicly-facing part of the habitat.The last calf born at the Zoo was a male named Tony in 2017. Because hippo mothers typically lose interest in their offspring when they begin preparing to resume mating, Tony was sent to a different zoo in 2019. 1318

SAN DIEGO (KGTV) - A California Highway Patrol officer was taken to the hospital Thursday after a crash on SR-163 near Interstate 5 in Balboa Park.The officer was driving south on the highway approaching I-5 when he saw a pedestrian on the right shoulder.He slowed his patrol vehicle to make contact but was involved in a collision with another car.CHECK TRAFFICCHP officials said the veteran officer was disoriented and taken to Sharp Hospital as a precaution. There’s no word on the condition of the other driver.The CHP was not sure why the pedestrian was on the highway.Officers shut down one lane of south 163, backing up traffic in the area. 655

SAN DIEGO (KGTV) - "It's not fair and it's not right," says Warren Peters of Spring Valley. He says he's been watching his son, Jahmes, spend several months fighting for his federal tax return. "People need this money. People have worked for this money. People have earned this money," says 24 year-old Jahmes.The young man tells Team 10 that he filed online in February and received his state refund, but not his federal refund. It's now been more than 7 months. A return summary shows he's owed almost ,200 from the IRS.Jahmes says he's between jobs and burning through his savings. His father tries to help but says he's retired and on a fixed income, so his means are limited."It doesn't feel too good depending on your dad at 24-years-old," Jahmes tells Team 10. Jahmes says he has repeatedly called, emailed and written to the IRS. He adds he was once asked to appear in-person to verify identity, which he says he completed. However, he says his efforts didn't yield clear answers from the IRS.On the IRS website, he showed us what he says is his filing status. "Your tax return is still being processed," is what it reads. "If the circumstances were different, [the IRS] would be knocking on [our] door looking for their money," says Warren Peters. "The IRS is just understaffed and overworked," says tax attorney Ronson Shamoun, CEO of Downtown San Diego's RJS Law Firm. He says long delays are not uncommon. SAN DIEGO (KGTV) -- A 25-year-old was arrested Wednesday following an officer-involved shooting sparked by a chase late Saturday night. According to police, Alfonso Flores, 25, was arrested and charged with two counts of assault with a deadly weapon on a police officer, one count of evading and one count of possession of a stolen vehicle. Officers tried to pull over a Ford F-150 that was reported stolen around 10:30 p.m. Saturday on the 1900 block of Dairy Mart Road.Police say the driver didn’t stop, instead driving into a cul-de-sac, making a u-turn and driving toward officers.RELATED: Chase leads to officer-involved shooting in Imperial Beach“Believing his partner was going to be run over, one officer fired his service weapon to defend the other officer,” police said in a news release.At some point during the pursuit, police say Flores threw a handgun out of the truck.RELATED: One shot, killed at Linda Vista recreation centerThe suspect eventually stopped on the 1200 block of Holly Avenue in Imperial Beach and ran away from the scene with a female passenger.Police say the officer who fired at the suspect is a three-year veteran of the department.
