SAN DIEGO (CNS) - A parolee accused of sexually assaulting an 88-year- old woman at a Hillcrest nursing home just days after being released from jail for an unrelated drug offense was charged Wednesday with rape, elder abuse and other felonies.Lusean Arline, 48, was arrested Monday in connection with the alleged Oct. 27 sex assault at the Balboa Nursing & Rehab Center. Deputy District Attorney Scott Pirrello alleged that Arline entered the nursing home around 3 a.m. and was found completely nude on top of the victim in her bed. Police then tracked down Arline with help from the state Department of Corrections and Rehabilitation, SDPD Lt. Duncan Hunter criticized Navy officials Monday for their plans to possibly remove a Navy SEAL acquitted of murder charges from the service against the wishes of President Donald Trump. Hunter commented Monday outside San Diego federal court regarding the Navy's handling of the war crimes case of Navy SEAL Chief Edward Gallagher, who was acquitted by a military jury this summer of stabbing a wounded teenage ISIS fighter to death in Mosul, Iraq, as well as other charges of attempting to kill unarmed Iraqi civilians. Hunter discussed the Gallagher case for about five minutes with reporters, but did not comment regarding his ongoing campaign fraud case, in which he's accused of misusing 0,000 in campaign funds for personal use. Hunter was indicted along with his wife on five dozen criminal counts, including wire fraud, conspiracy, and falsification of records. SAN DIEGO (CNS) - A Julian man was behind bars Tuesday on suspicion of fleeing after the car he was driving struck and fatally injured a bicyclist on a rural road east of El Cajon.Craig Wendell Nelson, 56, was heading east on Dehesa Road near Singing Hills Golf Course when his 1993 Mitsubishi Mirage veered into a bike lane east of Willow Glen Drive and hit Kevin Wilson of La Mesa from behind about 10:45 a.m. Monday, according to the California Highway Patrol.Medics took Wilson, also 56, to Sharp Memorial Hospital in San Diego, where was pronounced dead.Following the crash, Nelson allegedly kept driving to the east and south before pulling over on Sloane Canyon Road and fleeing on foot, CHP public- affairs Officer Travis Garrow said.Officers eventually found the abandoned vehicle, and a helicopter search crew spotted Nelson in a nearby brushy area. Gavin Newsom announced Friday that the city of San Diego is one of four cities in the state that will receive 0,000 in state funding to support residents affected by power shutoffs due to the threat of wildfires.While visiting Sonoma County emergency responders, local officials and residents affected by the Kincade Fire, Newsom announced the establishment of the Local Government Public Safety Power Shutoffs Resiliency Program, which will provide funding to local governments to maintain power service to high- risk areas affected by power shutoffs.San Diego, Los Angeles, San Jose and Oakland will each receive 0,000 in state funding through the program and all 58 counties in the state will receive at least 0,000 each. An additional million will be made available through a competitive grant process for incorporated areas of the state and .5 million will be available for tribal governments.The state included million in one-time funding in the state's 2019 budget to maintain public safety and limit the effects of power shutoffs by companies like San Diego Gas & Electric and Pacific Gas & Electric.
