SAN DIEGO, Calif. (KGTV) -- Sixteen people are dead and hundreds are still hospitalized as the City of San Diego continues to battle a Hepatitis A. The majority of them are homeless.Tents belonging to the homeless were back up in downtown just two days after the city sprayed down streets and sidewalks to control the outbreak. David Ross is known as "the waterman" in downtown. He is an advocate for the homeless and regularly passes out water to those living on the street. Right now, the homeless don't have a place to wash their hands or go to the bathroom. (KGTV) -- Three people are dead following a crash on Interstate 805 in University City.The California Highway Patrol says the crash happened in the northbound lanes of I-805 at Miramar Road around 4:30 p.m.According to CHP, the crash happened after a wrong-way driver drove onto the road at a high rate of speed."Through the investigation, we will try to determined where this individual, if they got on the freeway the wrong way, where they got on," CHP Officer, Jake Sanchez said. Hector Puga was on his way to Los Angeles when the car in front of him combusted. He somehow managed to escape the crash and flames. "All I can do is hold onto the steering wheel and run over everything that exploded," Puga said. He escaped with just a flat tire and broken windshield.10News also spoke to a pair of sisters who had just finished up a fun day of shopping at UTC Mall when hopped into their car. Minutes later, they endured a near-death experience. "It was like a scene from a movie," she said. "All the cars were stopping. There was smoke. Fire. Loud noise. As soon as I look up in front of me, that car other there was flying and tumbling down the freeway."They said the driver of the flipped over SUV managed to crawl out of the car.  The survivors carried him to the shoulder, where an ambulance later picked him up. CHP said he endured broken bones, but is expected to recover. All lanes on the interstate were closed for several hours following the crash. Click here for traffic updates. Though it remains unclear if police are investigating the scene as connected to the incident on I-805, Thursday night police investigated a scene at Ashley Falls Elementary School in Carmel Valley. That's where a car rammed a campus gate, according to police. Students tell 10News the driver of a sports car tried to drive onto the soccer field before peeling out of the parking lot. 10News asked the CHP and SDPD whether the cases are connected, but have not gotten confirmation.Watch live video from the I-805 scene below: 2107

SAN DIEGO, Calif. (KGTV) - A new rule from the California Air Resources Board could wind up costing San Diego MTS hundreds of millions of dollars.CARB announced a series of regulations last week, all aimed at making bus fleets more environmentally friendly.One rule says all buses need to be zero-emission by 2040.That could be costly.Right now, SDMTS uses Compressed Natural Gas in their buses, which they say burns much cleaner than diesel fuel.Those buses cost 7,000 each, and MTS buys about 50 new buses each year.New electric, zero-emission buses will cost about 2,000 each.Replacing the entire fleet with electric buses will cost 7.5 million more than CNG buses."The technology is relatively new, the costs are high right now," says MTS Spokesperson Rob Schupp. "I think CARB is looking into the future. As we encourage more and more manufacturers to build these buses, the costs will come down."San Diego MTS is already putting six electric buses in their fleet this summer as part of a pilot program.They'll use those to test how the electric buses operate across several terrains and distances in San Diego.They also received a grant to help buy 11 more for a South Bay Bus Rapid Transit line that will open in 3 years.Beyond that, MTS says they may use a combination of state funding, grants and possibly rate increases to pay for the new electric buses.Schupp says the state has plans to chip in about 0,000 per bus.The cost of new buses isn't the only concern about going electric.MTS says they need to look into how much electricity will cost compared to natural gas.They also may need to build and install charging stations around town, because the buses may not be able to go as far as they would using gas.Despite all that, Schupp says the MTS Board fully supports the change. 1812

  

SAN DIEGO, Calif. (KGTV) -- A group of University City residents is suing the city of San Diego over its plan to pump sewage under their neighborhood to be turned into tap water. The nonprofit University City Community Foundation filed the lawsuit after raising ,000 from residents to challenge the environmental impact report for the city's Pure Water pipeline. The suit doesn't challenge the city's goal of making heavily treated reclaimed water one-third of its supply by 2035. The city says that will protect against future shortages and price increases. The lawsuit, however, says the city did not explore alternatives and did not adequately notify the public of the project's pipeline. It will pump sewage from the Morena Area, through Clairemont and University City, to a treatment plant at UTC. "There's no 100 percent guarantee that there could not be a leak, there could not be some discharge," said U.C. resident Barry Bernstein, who supports the lawsuit. "There could be some discharge. There may be some problems with the purification system."Ruth DeSantis, who heads the foundation, said the city and foundation are now in settlement talks. A city spokesman declined to comment on the lawsuit, but said there are multiple protections in place - including a system designed to immediately cut off to avoid sewage geysers. He said the city still plans to break ground on the project by early next year.  1476

  

San Diego (KGTV) One plate at a time, a San Diego couple is hoping to help those living on the streets with no food to eat. They’re using their new food trailer to do just that. ‘#FeedingEveryone’ is the goal for the Duwara Consciousness Foundation. “Our foundation is about serving anyone and everyone,” says co-founder Harisimran Khalsa. Through donations from the community, couple Davinder and Harisimran were able to purchase a food trailer to help feed the homeless. The couple says they’re committed to helping others. They left their jobs, sold businesses, and are now living a simpler lifestyle. “When your passionate about something, you have to live the life of and see how it is,” says Davinder Singh. “We decided that we would give up the house that we were living in.”The 16-foot trailer is equipped with a griller, 2 part stove, refrigeration and prep space. Every food item made is plant-based. Donations and volunteers strictly power the organization. They are serving at least two locations every week. They hope to grow the non-profit and eventually purchase a shower bus for the homeless.  The organization has partnered with the Jewish Family Service to feed the homeless on Thursdays and Fill-A-Belly to serve those in need on Tuesdays. They are also working on a partnership with the Alpha Project in Downtown. Serving locations and times, as well as a donation page, is listed on the Duwara Consciousness Foundation website.  1507
