Her disputes with Mattis preceded her time as deputy national security adviser, going back to the presidential transition when Ricardel sought to block Mattis from hiring certain people who had been critical of Trump or were viewed as insufficiently loyal to Trump.Tensions have also been rising between Ricardel and chief of staff John Kelly and his deputy Zach Fuentes in recent weeks, according to people familiar with the matter. Kelly and Fuentes believe Ricardel was leaking negative stories about them to the press, the people said.The dispute made it difficult for Ricardel to land in a top post in the Trump administration, though she was ultimately tapped for the position of undersecretary of commerce for export administration. A group of California lawmakers is raising new questions about what the state is getting in return for the billions of dollars it has spent combating its homeless crisis.The seven lawmakers, all Republicans, are calling for an audit that will need bipartisan support to get going. In the last two years, California has invested .7 billion on homelessness, and Gov. Gavin Newsom is budgeting an additional .4 billion in next year's budget. Meanwhile, the Federal Department of Housing and Urban Development says California's homeless population increased by 16 percent last year, or 21,306 people. "I don't know where that money is going, and it's being approved by the legislature," said State Sen. Brian Jones, Republican of San Diego County's 38th district, who is calling for the audit. "So if I don't know where it's going, how can the taxpayers know where it's going?"Newsom's office did not immediately respond to a request for comment. Last week, Newsom unveiled a proposal for .4 billion to overhaul medi-cal and create a new fund that would serve in part to help people on the brink of homelessness make rent. San Diego homeless advocate Michael McConnell, who is not a member of a political party, said he has been asking many of the questions those seeking the audit are raising. A judge ruled Tuesday the City of Omaha must release a video showing the death of a TV crewman during a shootout at Wendy's in 2014.Bryce Dion, a sound mixer on a shoot at a Wendy's in Omaha for the reality TV show "Cops," was shot and killed Aug. 26, 2014, after Omaha Police returned fire on a man who shot a pellet gun at officers. Officers were called to the restaurant on a report of a robbery.In the video, someone could be heard repeatedly asking, "Bryce, are you alright?" He can be seen slumped against a glass wall in the vestibule of the restaurant.Dion was wearing a bulletproof vest, but was hit with a bullet under his armpit. The suspect, Cortez Washington, who was using an airsoft pellet gun, was also killed.In 2016, Dion's brother, Trevor Dion, filed a wrongful death lawsuit against the city, which had asked a Douglas County District judge to bar the release of the video, according to the Omaha World-Herald. The lawsuit says Dion was doing as instructed when he was hit by gunfire from an Omaha police officer.“Bryce positioned himself where told, when told, and acted in accord with police officer instructions. The perpetrator drew what appeared to be a pistol, but proved to be a pellet gun that simulated discharge. Police responded with live rounds of ammunition. They shot and killed the perpetrator. As they did so, they also shot and killed Bryce who was positioned as directed between at least one police officer who arrived at the scene belatedly, other police officers, and the perpetrator.”Brian Jorde, Dion's attorney, says he plans to use the video and other evidence at trial.
