VISTA (CNS) - A man who fatally beat his cousin in the front yard of an Oceanside home was convicted Thursday of second-degree murder.Joel Cardona, 37, was found guilty for the Aug. 2, 2018, death of Nestor Jurado, 37, following a trial that began last week at the Vista courthouse. A sentencing date has not yet been set, but the second-degree murder conviction means Cardona faces at least 15 years to life in state prison.Cardona was arrested on the morning of Aug. 2 during a tussle with Jurado in front of a home on Arthur Avenue, according to police and prosecutors. Neighbors tell 10News that a husband was arrested for shooting his wife and the two had a troubled history. A suspect in this case was arrested Saturday night by members of the San Diego Sheriff's Homicide Unit. Deputies report that he has been identified as fifty-seven-year-old Andrew Thomas Smith of Vista and he has been booked for murder at the Vista Detention Facility. He is being held without bail. The victim's family has been notified of her death. Deputies report that she has been positively identified as Jean Moore Smith, a fifty-nine-year-old resident of Vista and she was Andrew’s wife. Neither the Presidential Transition Act nor federal regulations specify how that determination should be made. That decision greenlights the entire federal government’s moves toward preparing for a handover of power. It includes millions of dollars in funding for the new team, office space, and makes administration officials available. The administrator of the GSA, Emily Murphy, was appointed by President Donald Trump. She has not given any indication on when she would start the process.The General Services Administration is a government agency that is in charge of federal buildings. The GSA’s leadership is supposed to act independently and in a nonpartisan manner, and at least some elements of the federal government already have begun implementing transition plans. Aviation officials, for instance, have restricted the airspace over Biden’s lakefront home in Wilmington, Delaware, while the Secret Service has begun using agents from its presidential protective detail for the president-elect and his family.The most notable transition delay in modern history was in 2000, between outgoing President Bill Clinton and incoming President George W.
