DETROIT, Michigan — At his annual State of the City address last year, Detroit Mayor Mike Duggan applauded his police department for continuing to drop the average response time for 911 calls inside the city."It's a far cry from the days when 911 calls averaged 30 minutes," Duggan said to applause. Now, according to police officials, officers arrive on the scene in about 12 minutes, sometimes sooner.But don't tell that to the mother of a young woman who called 911 again and again last month, only to have police show up days later."It failed for us," she said through tears.The mother asked that we conceal her face to protect the identity of her daughter, who she says is the victim of a crime.The trouble started on the afternoon of September 15. The mother, who we'll call Sandra, was visiting her young adult daughter on Detroit's west side when she heard screaming as she stepped out of her car."I run up to the door because I realized it was my daughter," she said. "She comes to the door and he's behind her, he's attacking her."Her daughter's boyfriend, who she said has been abusive in the past, was pounding her with his fists. Sandra ran up to the door and called 911. It was 1:29 PM."Detroit 911, what's the address of your emergency?" asked a dispatcher, according to recordings obtained by WXYZ television station."My daughter's boyfriend was beating the (expletive) out of her," she said breathlessly into the phone before providing her address.The dispatcher said she'd send a car that way, but 40 minutes went by and no one showed up.Sandra called again, but this time she received an automated message. She hung up and dialed 911 once more."Another automated message," she said.At 2:17 p.m., she made her fourth call, this time reaching a dispatcher."I already called it in 45 minutes ago and I still haven't had a police officer come yet," she told the woman on the other end of the line. Again she was told officers would be dispatched, and again she waited. No one came.Finally, at 3:01 p.m., she called once more. This time, she asked to speak to a supervisor."I already called it in twice now," she said, "It's been an hour and a half and nobody shows up."The dispatcher responded: "Hold on, let me see what's going on here," before transferring Sandra to a supervisor.No one from DPD, according to the family, showed up on Saturday.Around 5 p.m. that same day, Sandra said, her daughter's boyfriend returned."He had climbed back through her window and attacked her again," she said.Detroit police didn't arrive at the west side home until the following Wednesday afternoon, a full four days and 34 minutes after the first call to 911.Assistant Chief James White made no excuses when he spoke with WXYZ television station about the delay last week."It absolutely disturbs me, if that's actually what happened," White said, adding that the department is still investigating the incident.White said the investigation has "has already found some failures and there will be accountability for those failures."A police spokeswoman tells WXYZ that officers were, in fact, nearby on the Saturday Sandra called 911 and should have been directed to the home. Assistant Chief White says an internal investigation is still ongoing but said everyone deserved a prompt response from 911 in Detroit."She's already been contacted. She was issued an apology from the commander, and I will personally talk to her if she would like to talk to me," White said.An apology is something, says the young woman's mother, but it won't solve what she now says is her biggest fear: the next time her daughter needs 911, she won't bother to call."She's not feeling protected," Sandra said. (KGTV) - The City of El Cajon is working to revitalize its main street, with the Magnolia Theater at the centerpiece of the effort.The theater used to be the El Cajon Performing Arts Center. In 2009, during the latest recession, the city shut it down to save money.Over the last few years, the city spent more than million to renovate the building and turn it into "The Magnolia."The building got new air conditioning and heating, new carpet, new seating and more modern amenities."We've rebranded it," says City Manager Graham Mitchell. "We have a new name, a new management company and a new way of doing things. There's a new philosophy of how we operate the facility."RELATED: East County Performing Arts Center to Re-Open as "The Magnolia"As part of the renovation, city leaders entered into an agreement with Live Nation to handle booking for the newly refurbished venue. Live Nation will provide up to 70 acts per year. The city will pay them a flat fee and then keep 100 percent of the proceeds from the shows.The venue reopened in October of 2019, and Mitchell says he's already seeing the impact it's having on the downtown area."My office is right across the plaza from the Magnolia, and pre-show, watching people spill into El Cajon, people that have not ever been here or haven't been here for a while, you can see the enthusiasm that this venue is building," he says.Business owners in the area agree.RELATED: Construction problems delay renovation of East County concert venueLupe Marrujo's family owns two restaurants on Main Street, the Downtown Cafe and Por Favor. She says business picks up on the nights when The Magnolia has a show."Before the show and after the show," she says. They hope those people will come back, even when there isn't a show."There's a lot of revival, a lot of renewal, and this project exemplifies the things that are happening in the city," says Mitchell. EL PASO COUNTY, Colo. -- Paul and Jenny Fisch can't even step inside their home without wearing a breathing mask. Their dream home was destroyed after they thought the house was sold."I mean, there was just no words...the feces and the urine spread all over our white cabinets, all over our hardwood floor, it was even on the ceiling —10-foot ceilings," Jenny Fisch said.The Fischs put their home on the market for 0,000, and the first offer they received was for full asking price. They were elated, but there was a catch: The buyers wanted to rent the home with the promise they would close in three months."We were told these people were 100 percent qualified, there was no question about it," Jenny Fisch said.Everything seemed to be fine, and they had no reason to doubt the offer. The realtor drafted up a contract with information about the loan and a closing date of January 31, 2018. The deadline came and went without the buyers closing on their home even though they were already living in it."What do we do? The only thing we have left to do is start an eviction," Paul Fisch said.The couple even attempted to work out a new deal with the would-be buyers so they could continue renting and eventually purchase the home. The buyers stopped paying rent and they had no choice but to evict them. It wasn't a quick process. Paul and Jenny Fisch weren't prepared for what they were about to find when they showed up to their home with a sheriff's deputy to finally kick the renters out."When she walked out her face was like, 'it's bad," said Paul Fisch.Floors were covered in urine, there was feces everywhere and the smell was overwhelming. The house was absolutely filthy and completely trashed."And I lost it, I just lost it. I was like, 'I don't understand why we have to go through this.' I mean we hired people and now my beautiful dream home is covered in feces and I don't know how we're going to fix it," said Jenny Fisch.Records show the buyer was pre-approved for a loan, but only if he completed a program and improved his credit score. The lender said that never happened. This information was not made available to the Fischs, and they only found out after the deal fell through.The couple said their agent and the buyer's agent assured them everything was good when they agreed to let the buyers rent. A spokesperson for RE/MAX, the buyer's realtor, said realtors don't qualify buyers and it is up to the lender."It's their fault and nobody wants to help us," said Jenny Fisch.The Fischs tried to filed a report with the El Paso County Sheriff's Office, but they were told it was a civil matter. They also tried to contact Child Protective Services and animal control because a child, seven dogs and three cats lived in the home with the renters.The Fischs' insurance also won't cover the damage. A spokesperson for Auto-Owners Insurance said they had no comment on the situation.Now the couple is paying a mortgage on a home they can't live in and trying to figure out how to come up with the funds to pay for repairs. The would-be buyers are nowhere to be found, and Scripps station KMGH in Denver has not been able to make contact with them."It was insane to me how somebody could live in such a nice home and in a matter of months, destroy everything," said Paul Fisch. 3382

Dr. Robert Redfield, the director of the Centers for Disease Control and Prevention, insisted Thursday that his agency would not be issuing new guidelines for reopening schools.Instead, Redfield said the CDC would be issuing additional resources that will assist schools as they attempt to reopen in the fall.During an interview on CNN, Redfield said that among the resources the CDC would be releasing in the next week were guidelines on spotting symptoms in students. He later added that the guidance was not a requirement that schools would need to complete in order to reopen.Redfield made similar comments on ABC's Good Morning America, saying upcoming guidance for schools was "not a revision of the guidelines, it's just to provide additional information to help the schools be able to use the guidance that we put forward."Redfield's comments contradict those of Vice President Mike Pence, who said in a briefing on Wednesday that the CDC would be issuing new guidelines in reopening schools.
