SAN DIEGO (KGTV) - On Monday, concerns were raised and the release of police body camera video was requested after San Diego police officers reportedly shot a man on Sunday after they arrested him. Police say he managed to get out of his handcuffs and accessed a police gun after he was left in a patrol vehicle.On Monday, SDPD Lt. Andra Brown told 10News that officers were called to the Westgate Hotel on Sunday night for a report of a man who threatened security workers. After officers reportedly took in the 25-year-old Hispanic man, they say he slipped out of his cuffs while in the patrol unit.“It does happen but you know there's a tricky line to walk between having the handcuffs too tight where they can't come off but that also means that they can cause damage to a person that's under arrest and that's not our goal,” said Lt. Brown.She added that the suspect then reportedly broke a divider in the vehicle and grabbed a backup gun from an officer's gear bag that was in another area of the vehicle, all while he was alone in the vehicle and officers were away to process paperwork. “They were in the area of the vehicle. It's not like they were hundreds of yards away. They do maintain visual contact and there are other officers that are in the area,” she told ABC10 News.Once officers noticed, police say he fired a least one round after refusing their commands to drop the gun. They report that they fired back and struck him in the torso, but they say he still got out of the car with the gun and ignored their commands. Officers say a police canine then took him down.Community activist Tasha Williamson said Monday that the suspect should never have been left alone. “It’s not safe for the individual who has been arrested and not safe for the officers who are leaving them in the car with weapons,” she added.She's been demanding the release of body camera video within 24 hours of the shooting, like police did last week after rounds were fired with a robbery suspect.A police spokesperson said Monday that the release of the video will take longer in this case but the department is working hard to get it out and hopes to have it released within a couple of days.“[That’s] not sufficient and what that's telling the public is that when there’s no public outcry, they'll take their time at releasing the video,” added Williamson.The suspect was taken to the hospital with non-life-threatening injuries.SDPD is investigating the officer-involved shooting. SDPD says once its investigation is completed, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Police say the Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers before the Community Review Board on Police Practices reviews the incident. Police say the FBI and U.S. Attorney’s Office will also be monitoring the investigation.The three officers who were involved are on paid administrative leave during the investigation, which is standard protocol. 3161

SAN DIEGO (KGTV) -- Officials with the Marine Corps Air Station Miramar Air Show announced this year's air and ground military event has been canceled citing the coronavirus pandemic.The 66-year-old air acrobatics demonstration is one of the nation's largest military air shows drawing several hundred thousand spectators over the three-day weekend event.MCAS Miramar tweeted, "Due to the continuing spread and health concerns of #COVID19, @MCASMiramarCA must formally announce the cancellation of the 2020 Miramar Air Show. It is a disappointment to us as well as many across the world, but the safety of our Marines and fellow San Diegans must come first."This is the first time the event has been canceled since 2013 when the U.S. Department of Defense slashed budgets due to a government shutdown.This year's event was scheduled for September 25-27. SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. Of those patients, 38% are either COVID-positive or under investigation for COVID-related illness.Emergency Doctor Karrar Ali says it's overwhelming to think about what could happen in the next few months if cases keep rising."If the prediction is that this is going to be another second or third or fourth wave, I don't know if anyone's going to be prepared," he says.Healthcare workers in the South Bay are finding some solutions.Dr. Ali says sometimes it's as simple as reminding everyone to wear a mask and social distance.Bearse says San Ysidro Health has several outreach, discount, and educational programs available. One, "Testing With Care," offers a free telehealth visit to anyone who gets a COVID-19 test."That way, we can help walk the person through all these follow up items that are needed," she says. "We also make sure they can get follow-up care if they get a positive test."Healthcare workers also remind people in the South Bay to get a flu shot so local clinics and hospitals don't get overwhelmed by a double pandemic this fall. 2817

SAN DIEGO (KGTV) - Neighbors renewed their concerns over jets rattling their neighborhood less than a week before the F-35 arrives at Marine Corps. Air Station Miramar.The same concerns from University City neighbors voiced in letters to Miramar date back to at least 2012, according to MCAS Miramar Director of Communications Capt. Matthew Gregory.READ RELATED: Neighbors concerned with F-35 coming to MCAS MiramarHe pulled out a map of San Diego County's air space. He pointed to a gray square and said that entire area over the base up to 10,000 feet is controlled by the Federal Aviation Administration.Right off the end of the flight deck sits University City, where tragedy struck more than a decade ago. An F/A-18 crashed after having engine trouble, killing four and destroying two homes.With the F-35 coming to MCAS Miramar next week, neighbors are concerned the single-engine jet poses a higher risk.Capt. Gregory says the aircraft is arguably safer, "it is much easier to diagnose any issues and fix those issues."Neighbors are also concerned where the F-35 will fly, "the goal is to have flights as much as possible follow the approved flight paths," San Diego Council President Pro Tem Barbara Bry said.She was referencing a map with different colored flight paths. The Marine Corps. stated that map is from 2005, and shows average flight paths based on 5,000 annual operations. They said the map is disproportional and it is solely meant to illustrate the average flight paths for land developers.That came as news to Bry, "I don't think the community understands that. They understand that these are the flight paths they will take."When it comes to noise, "the Navy and Marine Corps have been flying F-18s here in San Diego for the past 30-35 years, so it's going to be very noticeable when the F-35s get here and start taking off," Capt. Gregory said.He added the Navy flew more jets when they ran the base.Overall, the F-35s are expected to make the area slightly quieter.Neighbors are having a meeting later this month, where a representative from Bry's office as well as MCAS Miramar will be present. 2130
