SAN DIEGO (CNS) - A public hearing regarding the proposed placement of a convicted sex offender at a supervised home in Pauma Valley is scheduled for July 31, officials said today.Joseph Bocklett, 75, was convicted of three sexual offenses over a 19- year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Bocklett is classified as a Sexually Violent Predator, a designation for those convicted of sexually violent offenses and diagnosed with a mental disorder that makes them a danger to the public.Bocklett petitioned the court last year to be granted release into the Conditional Release program and on Monday, the Department of State Hospitals proposed that Bocklett be housed at 15077 Adams Drive.Sexually Violent Predators are monitored via GPS ankle devices and are typically placed in low population areas.Members of the public may submit comments regarding the proposed placement location until July 14. Comments will be forwarded to the Department of State Hospitals and San Diego Superior Court prior to Bocklett's hearing.Comments may be submitted by emailing sdsafe@sdsheriff.org, calling 858-495-3619, or mailing SVP Release/SAFE Task Force, 9425 Chesapeake Drive, San Diego 92123.The court hearing is scheduled to be conducted at 9 a.m., July 31 over Zoom. 1476

SAN DIEGO (CNS) - Authorities today identified a 19-year-old woman who was fatally shot following a parking lot fight in the Bonita area. Sheriff's deputies responded at 7:40 p.m. Saturday to a report of shooting at an apartment complex in the 5100 block of Cedarwood Road, according to Lt. Thomas Seiver of the Sheriff's Homicide Unit.The initial investigation revealed a fight took place between several women in the parking lot before the victim, identified as Janessa Delvalle, was fatally shot, Seiver said. When deputies arrived, they found people giving her CPR.She was transported to a local hospital, where she was pronounced dead. SAN DIEGO (CNS) - Authorities asked the public to keep an eye out for a missing Lemon Grove teenager with a history of running away from home.The last known sighting of Alonna Wintland, 15, was on July 31, when she left her home in the 8000 block of Lemon Grove Way in a car driven by an unidentified man, according to sheriff's officials.At the time, Alonna, who did not take her cellphone or debit card with her when she disappeared, was wearing beige shorts, a white shirt and sandals. Her whereabout since have been unknown.Alonna is white, 5 feet, 2 inches tall and weighs about 235 pounds. She has blue eyes and blond hair, which recently has had purple-dyed highlights.Anyone spotting a girl matching her description is asked to call the San Diego County Sheriff's Department at 858-565-5200. 807

  

SAN DIEGO (CNS) - An Arizona man who carried out a series of knifepoint rapes in the city of San Diego 24 years ago, as well as two rapes in Riverside County in 2002 and 2004, was sentenced Thursday to 50 years to life in prison.Christopher Vanbuskirk, 47, of Goodyear, pleaded guilty last year to six rape counts for attacking the women on four occasions between August and November of 1995 in San Diego, as well as two women in the Coachella Valley area of Riverside County in March 2002 and November 2004.Prosecutors said the four San Diego cases occurred twice in the Tierrasanta neighborhood, once in Pacific Beach and once near San Diego Mesa College. Vanbuskirk was identified as a suspect through public-access genealogical databases, which prosecutors described as similar to the technology used to identify and capture Joseph James DeAngelo, otherwise known as the Golden State Killer.RELATED: Suspect in San Diego, Riverside County rape series pleads guiltyPolice said DNA evidence previously linked the San Diego and Riverside county cases, but the identity of the perpetrator was not established until last year.Vanbuskirk was arrested in his home state in May.Two of his victims from the San Diego area spoke at his sentencing hearing, as well as the mother of his first victim.Jane Doe 1's mother said her daughter was attacked at age 18 while jogging on Clairemont Mesa Boulevard, while Jane Doe 2 and Jane Doe 3 said they were attacked in their homes.All the victims described being attacked by a masked Vanbuskirk who threatened to kill them if they screamed, leaving them with emotional trauma that rendered them constantly in fear.Jane Doe 2 said, "The rapist lived free for 24 years, while the victims were imprisoned in our own minds."Vanbuskirk spoke on his own behalf, saying "I do apologize sincerely" to the victims and that he hoped "that they can find it in their hearts to one day forgive me." He also apologized to his family "for the shame I've brought them." 1998

  

SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Wednesday that more than 2,000 businesses in the city have received grants from San Diego's COVID-19 Small Business Relief Fund, impacting nearly 10,000 full-time jobs with half of the recipients operating in underserved communities."Across the nation, small businesses are closing in alarming numbers because of the pandemic. We're doing everything we can to stop the hemorrhaging of small businesses in San Diego," Faulconer said. "We've been able to help 2,000 businesses survive for another day, but we know the need is great so I encourage San Diegans to do what they can to support their favorite local businesses during these trying times."Faulconer created the fund in March to offer support to local employers so they could sustain operations, retain employees and address unforeseen reductions in consumer demand and production. The fund is backed by emergency relief funding under the federal Coronavirus Aid, Relief, and Economic Security Act, private donations and available federal funding already accessible to the city."When COVID shocked the entire world, leaving many without income, our business took an enormous hit financially, yet we insisted on providing free food for anyone in the food and beverage industry who had lost their jobs," said Anderson Clark, co-owner of Common Stock restaurant in the Hillcrest neighborhood. "Despite the steep drop in sales, bills for rent, electricity, and for the nine employees whose schedules and insurance we maintained were piling up -- yet the grant from the San Diego Small Business Relief Fund allowed us to keep our team employed, our rent paid, and allowed us to weather this storm."Nearly 10,000 small businesses submitted applications in the initial application period. To date, the fund has topped more than million. Some of the top-aided industries include hospitality and food services, technical and scientific services, health care and retail. Remaining funds will be awarded to existing applications as made available."As a former small business owner and current chair of the city's Economic Development and Intergovernmental Relations Committee, this year was originally intended to be one in which we sought to develop and expand economic opportunities for all San Diegans," City Councilman Chris Cate said. "Due to COVID-19, it has become one in which we are trying to save businesses, jobs and the livelihoods that come with them."The City Council approved the reallocation of 0,000 from the Small Business Relief Fund to create a non-profit partnership aimed at helping businesses in historically underserved communities through direct grants ranging from ,000 to ,000, specialized outreach and technical assistance. 2766
