SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday that the biggest threat to U.S. security is the terrorist groups like al-Qaida.     "I do continue to believe the greatest threat to United States security are the terrorist networks like al-Qaida," Obama said during a dialogue with Chinese students in Shanghai.     He said U.S. troops moved into Afghanistan because al-Qaida wasbeing hosted by the Taliban in Afghanistan but the terror group has now moved over the border of Afghanistan and has networks with other extremist groups throughout the region.     The United States now has 68,000 troops fighting in Afghanistan. Obama is going to decide on whether to grant a request by the top U.S. commander in Afghanistan, Stanley McChrystal, to send 40,000 more troops.     "I do believe it is important for us to stabilize Afghanistan, so that the people of Afghanistan can protect themselves, and they can also be a partner in reducing the power of those extremist networks," he said.     The U.S. president admitted that defeating al-Qaida is a difficult task and is not just a military exercise.     Obama flew into Shanghai from Singapore on Sunday night to kickoff his four-day visit to China, his first trip to the Asian country since taking office in January.     Later Monday, he will fly to Beijing, where he will hold talks with Chinese President Hu Jintao and meet with other Chinese leaders.

PORT MORESBY, Papua New Guinea, Nov. 3 (Xinhua) -- Chinese Vice Premier Li Keqiang on Tuesday discussed bilateral relations and other issues of common concern with Papua New Guinean Prime Minister Michael Thomas Somare. Li said Papua New Guinea, as the largest developing country in the South Pacific, has great influence over regional issues.     He said China attaches great importance to bilateral ties with the Pacific island nation, which China has always regarded as a reliable friend and partner.     In recent years, Li said, the two countries have conducted frequent high-level exchanges, deepened political mutual trust, broadened exchanges and cooperation in an extensive number of sectors. Both countries, he said, should broaden their areas of cooperation to agriculture, manufacturing and high-tech, apart from energy and resources.     Somare said Papua New Guinea would like to strengthen cooperation with China in trade, investment, agriculture, infrastructure, manufacturing, education and healthcare.     He also said the preferential loans China has provided to Pacific island nations over the past three years have greatly helped the overall economic and social development of these nations.     Li arrived here on Tuesday on an official visit to Papua New Guinea, the last leg of his three-nation tour. BEIJING, Dec. 18 (Xinhua) -- Chinese President Hu Jintao recently called for the whole nation to make further advancement in reform of the cadre and personnel system.     Vice President Xi Jinping, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the indications on the issue as well, noting that more achievement should be made in building a scientific cadre's selection and appointment system.     The CPC central committee has approved the outline of deepening the reform of cadre and personnel system (2010-2020) and it has been formally released.
