SAN DIEGO (KGTV) -- It is a trend that happens around election time—an increase in hate crimes.“The weeks before and after, particularly the presidential elections, we do see a pretty marked increase in hate crimes,” said Leonard Trinh with the hate crime unit at the District Attorney's Office. “In 2016, the two weeks after the election were very busy. In fact, I think the busiest day for hate crimes was the day after the 2016 election. But that was true in 2012 and 2008 and before.”In June, a man was caught on cell phone video punching a Black Lives Matter demonstration in Imperial Beach. The DA’s office filed felony assault and battery charges and hate crime allegations against two men, Jeffrey Brooks and Henry Brooks Jr.In September, the St. Peter’s Chaldean Catholic Cathedral in El Cajon was vandalized with a mix of graffiti. Swastikas, “BLM,” and “Biden 2020” was spray painted on the exterior.Last month, Rabbi Yonatin Helevy said he was attacked by a teenager on a bicycle, who hit him over the head and yelled a racial slur. A 14-year-old was arrested.Trinh said as of Friday, there were 42 potential hate crime cases this year. Six of them were reported in the past few weeks. 17 people have been charged so far.He said they are currently reviewing two more potential hate crime cases that came in this weekend. “We work very with our law enforcement partners and with community leaders,” Trinh said. “We encourage them to report hate crimes and hate incidents whenever they happen.”Trinh said the pandemic has also affected the local Asian-American community. Two hate crime cases were filed in connection to anti-Asian sentiment. In the two previous years, there were no hate crimes filed involving hate against this community.Trinh explained the difference between a hate crime and hate incident.“A hate incident is the use of a racial slur or a homophobic slur or anti-Semitic slur where there’s no threat of violence directed at any person or group of people and no ability to carry out that threat,” Trinh said. A hate crime involves physical harm and actual threats.People should not dismiss hate incidents as harmless, Trinh said.“Those are still concerning because incidents are oftentimes precursors to hate crimes.” Trinh added.Imam Taha Hassane with the Islamic Center said they have seen an increase in reported hate incidents.“We’re working basically at this moment with our local law enforcement to secure our houses of worship,” Hassane said.He said they are preparing for the worst, but hoping for the best.“We don't want people to be at risk or threatened just because of this election,” Hassane said. “The whole world is watching. The whole world is observing and we want to show our civility, our respect to one another, no matter what the result of the election will be.” 2821

According to Bloomberg, Valero Energy Corp's refinery in the Bay Area, Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants have all seen shut downs and halts in oil production this month due to various problems.Nationally, gas has been averaging .73 a gallon. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. Among other advantages, he said they free up schools to be used as polling places.But state holidays won’t give many voters the day off from work. 2381

  

SAN DIEGO (KGTV) - Members of a newly formed Guardian Angels chapter in Pacific Beach went on patrol for the first time Saturday night.Members of the Sacramento Chapter traveled to San Diego to train the new volunteers. Administrator Sarah Bonesteel joined after a neighborhood crime walk, saying "crime is getting out of control, we've lost our parks, and our library and things like that."RELATED: Guardian Angels look to start street patrols in Pacific BeachThe Guardian Angels are a national crime prevention nonprofit organization that started in New York in 1979. The group said it created chapters in over 130 cities in 13 countries.While the group has several programs to prevent crime, the most visible are its street patrols. The Pacific Beach Chapter hopes to provide a safe environment after the bars close.Guardian Angels patrol in groups of at least two while wearing red berets and uniforms, and say the patrols are meant to serve as a visual deterrent and aim to avoid violent confrontations.Angels on patrols are unarmed but trained in self-defense to protect themselves in case a situation becomes physical. They hope they do not have to use their training.The organization conducts background checks on new members to ensure everyone's safety. 1270
