SAN DIEGO (KGTV) San Diego Police are investigating the discovery of three bodies found in the trunk of a parked car in Bay Terraces. Police found the bodies in a car parked on Jaime Avenue at Doti Point Drive after a neighbor reported a suspicious vehicle just before five pm Sunday. According to police, the bodies are that of two women and a man, possibly in their late teens or early twenties. They say the bodies were in such poor condition. They were unable to determine race. The medical examiner is working to determine the cause of death and their identities. Neighbors say the car was parked on the street for three days, but that's not uncommon.“A lot of people will park and they will walk to those apartments behind here or they park and they go to someone’s house over here, so it’s not really that suspicious," said Kevin Totten. He said it's usually quiet and is home to mainly families."It seems like someone did what they did, to these three innocent people and drove around and was looking for a spot to dump a car with three bodies in it," said Totten. After neighbors started noticing an odor, one of them called police Sunday evening."Once the wind would kind of blow, you can smell like, it’s hard to explain. I’ve never smelled that before. I thought well maybe it was like trash, but then a more pungent odor than that," said one mom who didn't want to be identified.The woman said once police arrived she noticed fluids coming from the car. "Once the police were here and they were kind of looking to see what was going on you could see the car and what looked like blood dripping from it. I’m like do I need counseling? Do my kids need counseling? It’s a lot to take in,” said the woman. Police aren't releasing any information about the investigation. Neighbors say the car was an older model BMW either silver or gray in color. They also said it had out of state plates. SAN DIEGO (KGTV) - San Diego County is nearing a move into the state's most restrictive tier of COVID-19 regulations.California launched a tier system in late August to measure COVID-19 risk within a county. San Diego County is now moving into the so-called purple tier, or widespread tier. Moving into that level would trigger stricter regulations, including the indoor closure of several businesses like restaurants and gyms.Some restaurant owners say if San Diego County moves into that tier and they are ordered to close their indoor dining areas, they will not follow the orders."We really want to push against it. There's no other way of making it nowadays," said Nick Kacha, the manager of Rudford's Restaurant in North Park.On Thursday, they put up a sign outside the restaurant that says, "Stand Up Small Business. #Defy""We're hoping other businesses will stand up with us and join the wave," Kacha said. He says nearly a dozen other businesses have said they will also stay open.Restaurant owner, Todd Brown, says he's still deciding what to do. SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer says the city's Get It Done mobile app has led to thousands of tons of trash being removed.In the app's first three years, more than 7,000 tons of trash, debris, and waste has been removed from public spaces around the city.The city broke that number up into:Illegal dumping/litter removal - 4,440 tons of wasteEncampment debris cleanup - 2,528 tons of wasteThe app was made available in 2017 to encourage residents to report trash and other concerns in their neighborhoods. Since then, city crews have responded to more than 6,500 reports and conducted more than 32,000 proactive cleanups.The average response time has also shrunk from 25 days in 2017 to five days in 2020, the city says.Council members have also been able to use the data received from the app to identify hot spots in their districts.The app is part of the city's "Clean SD" program. The program was born out of a need to clean unsanitary areas in the public, including homeless encampments, according to the city. Since 2017, the city has sanitized and power washed 18,000 city blocks, or about 1,800 miles of sidewalk."Clean SD is all about restoring a sense of pride in our communities and making sure our neighborhoods are clean and safe for everyone. SAN DIEGO (KGTV) - San Diego Police are looking for two suspects witnesses say were part of a brutal attack where a man beat another man to the ground and hit him in the head with a sledgehammer.Robert Kern was driving on his way to run errands around 2:45 p.m. when he saw a man with long blonde hair pulled into a ponytail, wearing a black shirt and jeans, start attacking another man.He said the men were in the middle of the intersection of the Westbound 94 on-ramp at Kelton Road. Kern said the man punched and kicked the other man to the ground, then used a sledgehammer, hitting the man's head.Kern said a good Samaritan stepped in and broke up the fight, that's when Kern snapped a couple photos for police and called 9-1-1.The man who was attacked was taken to a local hospital. Inside the ambulance the man was writhing in pain.
