SAN FRANCISCO (AP) — A California man convicted five years ago of defrauding several local governments in the state has been charged with trying to steal million from the Paycheck Protection Program. Federal prosecutors announced Friday that Attila Colar of Richmond submitted nine loan applications and falsified payroll tax documents. He received .1 million from one of the applications, but his defense attorney said the money was never spent and was later seized by the FBI. Colar, who goes by several aliases including Dahood Sharieff Bey, is the former leader of a Black Muslim temple in Oakland. SAN DIEGO, Calif. (KGTV) -- Homeless people in San Diego woke up Tuesday morning to find San Diego Police officers going street by street, offering resources.  Police officers lined the streets of the East Village. They were going street by street approaching the homeless in their tents. At one point there were at least eight patrol cars on one block.  SDPD says their efforts are a part of their ongoing outreach to let the homeless know about the resources available to them in hopes of ending the cycle of homelessness.  Most of the homeless received warnings about their property blocking the street or other violations. A few were detained for previous violations. One person was arrested for an outstanding felony warrant. Two people were transported to county mental health. Officers were also letting people know about the new bathrooms installed by the city in hopes of stopping the spread of Hepatitis A.  965

SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. As you can imagine space is limited on board, nearly every inch is utilized, especially in the command area. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained. SAN FRANCISCO (AP) — A California police officer who was killed in the line of duty was hailed Saturday as a "Fiji-born American hero" who made the ultimate sacrifice for his adopted country.At a funeral held for Cpl. SAN DIEGO (KGTV)- Thieves hit a well-known business causing thousands of dollars worth of damage. Bill Howe Plumbing, located on Aero Drive, had their work trucks vandalized as thieves steal gas from the gas tanks. Fleet manager Rhett Wheeler says the business has been targeted at least three times in the last month. “Its a shock that someone will crawl underneath a car with a drill, drill a hole in a gas tank, to steal a couple of gallons of gasoline,” says Wheeler. Thieves have damaged at least 10 vehicles, costing the family-owned company around ,000 in damages. “We end up losing a truck for two or three days per occurrence,” says Wheeler. Wheeler is urging everyone, including businesses, to check their vehicles of leaking gas before driving off. The company has reported the incidents to police. Managers are also working on more security measures for the future. 889
