SAN DIEGO (KGTV) - Gusty Santa Ana winds and dry conditions prompted the National Weather Service to declare a Red Flag Warning for parts of San Diego County.A Fire Weather Watch was initially set to take effect Thursday, but NWS officials -- citing Santa Ana winds and low humidity -- updated the declaration into a Red Flag Warning.The warning is scheduled to take effect Thursday at 10 a.m. and will expire at 10 p.m. Friday. SAN DIEGO (KGTV) - Driving on roads in San Diego during the holiday season can be a headache, as residents and tourists alike deal with increased traffic caused by extra congestion. This year, during Thanksgiving week, the roads have been a little bit safer, according to statistics released by the California Highway Patrol. San Diego County DUI arrests and auto fatalities were both down from last year, for the time period between Wednesday at 6:00 p.m. and Friday at 6:00 a.m. Going into the weekend there have been a total of 21 DUI arrests recorded in San Diego, a decrease from 27 arrests from 2017. RELATED: Check 10News?traffic updatesThe results are also reflected across the state, where the 294 DUI arrests are down from 386 a year ago. There have been no fatal car accidents in San Diego, compared to one at this time last year. Across the state there were 17 car accidents resulting in death, compared to 19 in 2017. The CHP reports that of the 13 fatalities that occurred in their jurisdiction, five were not wearing seat belts.  1142

Other websites may also claim the same.The FBI also warned of phishing emails regarding the government stimulus checks many Americans are expecting. The emails could be seeking personal data in order to deliver the stimulus relief, only to steal that data. SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said.
