Hurricane Laura is expected to create an “unsurvivable storm surge,” of up to 15 feet in some places, according to the National Hurricane Center.Here is an explanation of what storm surge is, and why it can be so deadly.“Storm surge is the rise in seawater level caused solely by a storm,” says NOAA. It is measured as the height of the water above the “normal predicted astronomical tide,” caused by the storm’s winds pushing water onshore.A “storm tide” is the total observed water level during a storm that includes storm surge and astronomical tide. If you are filing for divorce, it could take much longer than you think. There is a backlog in family court of about four months, according to the Court Executive Officer, Michael Roddy.  Sherman McEachern found that out as he was going through his divorce process. He and his soon to be ex-wife filed for divorce in October. McEachern said it should have been finalized in April. When he tried to find out why divorce documents were not mailed back to him yet, he learned it was going to take much longer. “I called the clerk’s office. That was the first time, I realized they were telling me we’re eight to ten months behind,” McEachern said.  It’s affecting him both personally and financially. “I can’t change health insurance until I have the signed divorce decree. She doesn’t want to use my health insurance because we’re separated, getting a divorce, so I’m paying for coverage no one’s using,” McEachern said. “We’re hearing a lot of complaints from people,” Roddy said. “They want to get divorced.” Roddy said this fiscal year, they’ve had to make million in budget cuts on top of a million deficit.  “That’s a million dollar hit to the court. We lost about 100 employees and we had a hiring freeze,” Roddy said.  In small claims court, Roddy said it takes about a year to set your case for trial.  When asked who is at fault for the backlog, Roddy said it started with the recession. “The recession hit California very hard, hit the courts very hard, and we have not bounced back to that level,” Roddy said. “It’s just very frustrating because every day, I’m still being tied to a marriage that we both have left from,” McEachern said. He added that it is “disheartening” that people pay for a process and the service isn’t being delivered. Roddy said they are hoping for more money in this next fiscal year, which they can use for personnel. He is expecting a flood of new orders in family court as the new tax law could affect divorce cases, with the changes in alimony payments. 2076

The outlet reports that the demonstrators at times blocked traffic and set off fireworks, but the protests remained mostly peaceful.WRC-TV in Washington reports that three people were arrested in connection with the demonstrations on Tuesday night. One person was charged with disorderly conduct, while two others were arrested following an "assault incident." It's unclear if or how that assault was linked to the protests.The Washington Post reports that the D.C. protests included one incident where a man tussled with police at Black Lives Matter Plaza.The rest of the U.S. was also largely free of civil unrest. The Associated Press reports that there were "scattered protests" in large cities, including in New York City and Seattle.Officials in some major U.S. cities feared protests would grow violent as returns trickled in. (KGTV) - Residents in one Imperial Beach neighborhood are hoping surveillance video will help put an end to an "endless" cycle of graffiti.In an alley off 14th Street, Gary Copeland looks at his neighbor's brand new fence and can only shake his head."It's disgusting we have to look at all this graffiti," said Copeland.On Monday around 4:30 a.m., a neighbor's motion-activated camera captured a man in a cap shaking a can of spray paint. In the next video recorded, one can hear the sound of spray paint before the man emerges from the dark. Hours later and blocks away, a camera in another alley captured a man without a cap spray-painting a similar tag on the wall of another home."It's a nuisance is what it is," said Copeland.Copeland's family has lived at his home for some four decades."You can see they've tagged my wall a few times. We've repainted, but they came back and re-tagged it," said Copeland.Copeland says his wall has been hit three times in the past six months."It's never-ending deal ... there's always tagging. Up and down the alley all these fences are tagged ...
