CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. To be fair, the city says businesses will be selected in a lottery format.“Small businesses are the backbone of Chula Vista’s economy and are a critical part of our community’s economic recovery from the ongoing COVID-19 pandemic. (KGTV) -- The City of Chula Vista is teaming up with local high schools to help beautify one of its most important corridors.Students from High Tech High began painting a mural Tuesday on a business near Broadway and E Street, the first of five new student-painted murals planned along the Broadway corridor this year.Broadway is the highest revenue-producing corridor in the city, said Chula Vista councilmember Jill Galvez, but a 2019 survey by the Institute for Public Strategies highlighted community concerns with graffiti and vandalism. In the survey of 160 businesses along Broadway, more than 70 percent said graffiti and vandalism were a top concern.Galvez challenged high schools to paint city utility boxes last year and says it’s been successful at deterring graffiti.“Artists respect other artists’ work,” she said.“We’ve already seen the delight of people driving by to see beautiful artwork. It brightens your day. This is going to be the first of many projects along Broadway,” she added.In addition to High Tech High, she said Castle Park High School, Chula Vista High School, Hilltop High School and MAAC Community Charter School are working on murals.Two classes of seniors led by art teacher Chelsea Smith. She said students came up with designs then voted on their favorites as a class. Local businesses then voted on the finalists.High Tech High students are covering two sides of Wild Woolly's Saloon, a frequent target for taggers. One side will depict a floral scene, the other will feature beach imagery and a classic car."I think it's great. I hope it puts a stop to the graffiti," said Autumn Hammer, the bar's manager. Among the student painters is Conner Boggan.“I live in this side of Chula Vista, so it’s definitely really exciting to see this happening in my community,” he said. “A lot of what people think of Chula Vista, especially this side, is that it’s dirty. CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916

(KGTV) -- The Port of San Diego and City of Chula Vista reached a milestone today, approving the financial agreement for the Chula Vista Bayfront resort hotel and convention center project."It's taken us 30 years to get to this day, and it's certainly worth it," Chula Vista Mayor, Mary Casillas Salas said. Officials also authorized a revenue-sharing agreement between the two agencies.The entire project will cost .1 billion. Of that, RIDA Developement will invest 5 million. The city and the port authority will pay for a combined 0+ million. Port commissioners said it is a large investment for an even larger long-term reward. "As far as what we'll get back, we will see an immediate impact by the fact that it's going to create 10,000 construction jobs, and it's going to put about a billion dollars in the local and regional economy," Moore said. RELATED: South Bay residents get an idea of massive bayfront developmentIn August of 2017, the City gave residents a better idea of what the Bayfront will look like in the next 20 years.The anchor for the Bayfront is set to be a .1 billion resort hotel and convention center that the city says will be built by Houston-based RIDA Development.The current Chula Vista RV Park will also move roughly a mile away to make room for construction.
