OROVILLE, Calif. (AP) — A 72-year-old man found dead in a vehicle and two other people discovered on a roadway were among the latest victims of the deadliest wildfire in California this year. The Butte County sheriff's office said DNA testing was used to positively identify 10 of 15 people killed last week in the North Complex fire burning northeast of San Francisco. The victims included three people whose bodies were found in or near a burned vehicle. Gov. Gavin Newsom said more than 17,000 firefighters are battling some 25 major fires that were sparked in the past month. (KGTV) — Neighbors in North County call this "Taking Back Oceanside.""We need to cite, we need to ticket, arrest when possible," said Andrew Andrioff. It's a response to a growing homeless population that's leaving neighbors frightened and frustrated. The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. "I really think what we should be pushing is a blue ribbon committee, the county, the 18 cities, as well as the state."Recommendations made to the council tonight included declaring an Emergency Shelter Crisis and increasing police enforcement. The Taking Back Oceanside group is set to meet with the chief of police on October 24.  1750

On Veterans Day, the National Museum of the American Indian, part of the Smithsonian museums in D.C., unveiled the new National Native American Veterans Memorial.This new memorial stands on the grounds of the National Museum of the American Indian on the National Mall.It features a stainless steel circle balanced on a carved stone drum. There are benches for gathering and remembering, and four lances where veterans, family members, tribal leaders, and others can tie cloths for prayer and remembrance.It does not include veterans’ names or tribal identification; many veterans asked during the design consultation process said they did not wish to have them added, as the memorial is timeless and is dedicated to all Native veterans, past, present and future. 771

(KGTV) - Police are asking the public's help to identify a man suspected of trying to lure a child away from her mother at a North County Walmart.Oceanside Police said the incident occurred on Sept. 6 after a juvenile female and her mom shopping at the Walmart location at 705 College Boulevard reported a stolen cell phone.Police said security footage showed a man following the pair around the store and taking the juvenile's cell phone from their cart when they were not looking. The mother and daughter reported the phone stolen to security, according to police."Shortly after the girl and her mom reported the lost phone to security, the male started conversing with the juvenile and stated he had her phone in his vehicle," Bussey said.The man started talking with the juvenile, police said, and stated he had her cell phone in his vehicle, a white hatchback, possibly a Hyundai Elantra GT."The male was possibly attempting to lure the juvenile to his vehicle to retrieve the phone," OPD said in a release."I watch really closely. I've got a younger guy so he stays attached to my hip; thank goodness but this is gonna make me even more vigilant. OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil.
