SAN DIEGO (KGTV) - A San Diego insurance agent who cheated 15 victims out of nearly .5 million was sentenced Wednesday to nine years in prison.Shawn Heffernan, 43, pleaded guilty in February to 29 felony counts of fraud and other charges, according to the San Diego County District Attorney’s Office.Heffernan would often convince clients to surrender existing life insurance policies and purchase new ones. The practice, known as “churning” or “twisting”, led to hefty commissions for Heffernan and steep penalties for clients, prosecutors said. Heffernan also collected investment funds and spent them on personal items including a Maserati, jewelry, and a lavish wedding, according to the District Attorney. Eight of Heffernan’s victims were senior citizens.“Stealing money from investors, and defrauding them out of their hard-earned savings, especially when some of the victims are senior citizens, is disgraceful and will not be tolerated,” District Attorney Summer Stephan said.  1011

SAN DIEGO (KGTV) - A handful of minor city code violations have forced the Hillcrest Farmers Market to make changes to their layout, resulting in a handful of vendors losing their spot.Market officials tell 10News they didn't get any officials citations or warnings, but they heard from police and the fire marshal in the past few weeks about the problems, and have worked with the city to address all of them.One, in particular, has led to the most disruption. Fire officials told the market they needed to keep a 20-foot buffer between the booths and the median on Normal Street, to allow enough room for a fire truck to drive through. To accommodate that, the market had to remove about 30 of its 200 vendor spots. Some of the booths were put in the north parking lot of the DMV, but 13 vendors still haven't returned to the market.Also, market officials say they had gotten complaints from local churches and business about parking and people crossing the street without using crosswalks near the vendor parking lot. To change that, they've hired a parking attendant to oversee the lot. The attendant also directs non-vendors to the free parking areas at nearby schools."All these changes have made things better," says Market Manager Mark Larson. He says it's been an adjustment, but the feedback has been great from both customers and vendors."Sales are up," Larson says while pointing out that the extra walking room has made it easier for families and people with strollers to navigate the market.The market also plans to expand onto Harvey Milk Street to make room for the vendors who lost their spot. They're also looking into adding a concert stage for live music. To do that, they need to re-submit their permit to the city. SAN DIEGO (KGTV) – A pilot suffered minor injuries Wednesday after a small plane landed hard at Fallbrook Airpark and skidded off a runway.The incident involving a small aircraft was reported just before 9:55 a.m. at the Fallbrook Airpark on 2155 Air Park Rd., authorities said.According to a North County Fire Protection District official, the plane was in the air when it experienced mechanical problems. The pilot landed at the airport, but the plane skidded 50-70 feet off the end of the runway and came to rest in a dirt area.The plane did not catch fire, the department said.The department said the pilot, who was the only person on board, suffered minor injuries and was taken to Palomar Medical Center for treatment.ABC 10New learned the FAA will investigate the incident. 788

SAN DIEGO (KGTV) — A record number of Americans filed for unemployment for the first time last week, leading to increased competition for the jobs that are available.The Labor Department reported Thursday that nearly 2.9 million workers are now seeking weekly payments from the government amid coronavirus-related closures. In San Diego County, the Workforce Partnership reports that it has received notice from 92 companies totaling roughly 12,000 workers — those notices, however, are voluntary, so the actual number could be much higher. Those workers could receive up to 0 per week from the state of California, plus an additional 0 from the federal government's stimulus package. "I'm in an industry that is vulnerable to situations like this in the future, so what do I have to do about it to guarantee that this doesn't happen to me and my family again in the future? Medical Marijuana Inc., based in Sorrento Valley, already has a line of CBD products but has to import the raw hemp from outside the United States. That will soon change. On Tuesday, President Donald Trump signed the 2018 Farm Bill. Inside the bi-partisan, 7 billion bill was a revision to the federal laws on hemp, which had largely outlawed commercial production since the 1930s. The bill also removed hemp from being classified as a schedule 1 drug, the DEA category for substances with “no currently accepted medical use and a high potential for abuse.” “We really think this is going to be a tremendous growth market over the next three to five years,” said Stuart Titus, president and CEO of Medical Marijuana Inc. Founded in 2009, the company has several lines of CBD-based products for both humans and animals.
