SAN DIEGO (KGTV) - A new report says San Diego Unified School District is losing nearly million a year due to the exploding number of charter schools.School districts receive funding per student. The report by the organization, In the Public Interest, found SDUSD loses nearly ,913 a year per charter school student, largely due to costs that cannot be reduced when a student goes to a charter school. SDUSD is the second-largest district in California.There are about 120 charter schools in San Diego County. Roughly 50 of those schools are in the SDUSD. Elva Barajas’ son attends a local charter school.“I liked what they were offering for the students. There were smaller classrooms… less than 25 kids in the classroom. It was more individualized for the students,” Barajas said.Miriam Rodriguez’s daughters go to traditional schools within SDUSD.“At the end of the day, the schools are in my community,” Rodriguez said.The report, called "Breaking Point: The Cost of Charter Schools to Public School District," analyzed three California school districts including San Diego.Superintendent Cindy Marten and SDUSD trustee Richard Barrera argued that local districts need more control over school charter decisions. Barrera said district leaders need to ask critical questions, including fiscal impact. Currently, he said they are not allowed to do so.“What is it bringing to the table, what is it adding to the mix of schools… but also, what is it taking away?” Barrera said.Michelle Anderson, Regional Manager for the California Charter Schools Association, said districts already have enough oversight. “This is really a misrepresentation of issues that came through from a report that was paid for by special interests. Charter schools are really not the bad guys in this issue,” Anderson said.Both sides agree that education funding goes beyond this particular issue, although they differ in the impact of charter schools. SAN DIEGO (KGTV) — A San Diego hairstylist is suing Governor Gavin Newsom over closures of indoor salons. It comes even after a revised order that allows them to operate outside.Amy Mullins-Boychack doesn’t take just any client.“They might have to pace for 15 minutes before they can regulate their anxiety to get a hair cut,” she said.She’s been cutting hair for children with special needs at her salon “THAIRapy” for eight years. Under restrictions from the state, salons are only allowed to operate outdoors.She says that’s not an option with her clients.“I have clients that don’t have impulse control,” said Mullins-Boychack. “They don’t have the ability to just sit anywhere and get a hair cut.”So she joined a lawsuit filed against the governor in March. The plaintiff, JD Bols, is a landlord to several churches and beauty salons in San Diego.The lawsuit also names Mayor Kevin Faulconer, Sheriff Bill Gore, and the County Board of Supervisors as defendants. It claims the pandemic-related restrictions violate civil rights and have financially crippled businesses deemed non-essential.“This isn’t about vanity," says Mullins-Boychack. “This is a life skill for them, this is routine, this is repetition, this is part of their livelihood, part of their social skills.”In addition to the lawsuit, she’s working to get an exemption from the governor to continue her business indoors. 1398

SAN DIEGO (KGTV) - A new program at the University of San Diego will give students a crash course in cybersecurity, one of the fastest-growing fields in the region.USD partnered with online education company Fullstack to offer the 26-week course. They say people who take it will be ready to apply for the thousands of available jobs that companies in San Diego are having a hard time filling."When they're done, they could go into software engineering, software development, web development, cybersecurity," says Andy Drotos, USD's Director of Professional and Public Programs. "There's a long list of jobs available in all of those areas."According to a 2019 study by the San Diego Cyber Center of Excellence, there are more than 150 cybersecurity firms across San Diego. They create 8,450 jobs -- that's an 11% jump from 2016. And the average salary in the field is around ,000 per year.RELATED: Cybersecurity jobs skyrocket in San DiegoBut, industry experts say they have a hard time finding qualified candidates to fill those jobs. Some estimate there are around 4,000 open positions in the cybersecurity field."There's a demand for staff who have previous work experience and can apply that to new roles," says Andy Haas, a Chief Engineer at Booz Allen Hamilton. He says his company is always looking for people to fill cybersecurity roles."It really is a growing need across companies, across industries here in the region," says Haas.The boot camp-style course at USD has classes that are taken online, twice a week. There's also a Saturday class that meets both in-person and online. Drotos says it's perfect for people looking to make a career change."If you have an affinity for technology, or you have an interest, you don't need a degree," he says. SAN DIEGO (KGTV) - A researcher at the San Diego Museum of Natural History helped identify a new species of dinosaur, which was just added to the Anatomical Record.Dr. Ashley Poust made the discovery 10 years ago while on a research trip to China."There were a couple of features that immediately stood out to me, made me thing maybe we have something new here," he says.Dr. Poust says the shape of the skull and the presence of two long, decorative tail feathers made him think this was a new species."There's not any other dinosaurs that aren't birds, that we know of, who have long feathers like that," he says.Dr. Poust named the dinosaur "Wulong Bohaiensis." The word Wulong means "Dancing Dragon" in Chinese. The other part of the name comes from the area where it was found.A find like this helps fill in the gaps in how dinosaurs and birds evolved differently. Dr. Poust says Wulong was only about 1 year old when it died. That means it grew those long feathers much earlier than birds typically do. He thinks they could be functional, or it shows a major difference between dinosaurs and birds."You can't really answer those questions in California, but you can answer those questions in a place like China," says Dr. Poust.According to a release, the dinosaur was an early relative of the Velociraptor. It lived 120 million years ago and would have been about the size of a crow or raven.Dr. Poust says he's excited to share the new species with the world. The skeleton is on display at the Dalian Museum in China. It likely will not come to San Diego, as the specimen is too delicate for such a long journey. 1628

SAN DIEGO (KGTV) -- A man died after an SUV veered off a freeway in the National City area and crash landed in the Sweetwater River Friday morning.The California Highway Patrol said the incident involving a Lexus SUV was reported just before 5:40 a.m. on the westbound side of state Route 54, near the transition to Interstate 5.ABC 10News learned a woman was walking on a bike path along the Sweetwater River when she saw a vehicle come off the freeway and down an embankment.The woman told authorities that the SUV almost hit her and then crashed in the water.Authorities at the scene confirmed that a man believed to be the driver was pulled from the water but died despite life-saving measures at the scene. The CHP identified the man as a 69-year-old Chula Vista resident.A team of divers was sent into the water to determine if more people were in the SUV, but no other victims were located. The CHP later confirmed the deceased male was the SUV's lone occupant.A tow truck helped pull the vehicle from the water.The cause of the crash is under investigation and anyone who may have witnessed the incident is urged to contact local authorities. 1158
