EL CAJON, Calif. (KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. He's hoping the judge's ruling will convince TRICARE to conform its benefits with other federal agencies, so more veterans can get the procedure. 1746

EL CAJON, Calif. (KGTV) - A man accused of a hit-and-run crash on Highway 57 in Ramona pleaded not guilty Thursday. A judge set the bail at million for Chase Richard. Richard is accused of swerving into Michelle Scott and driving with her bicycle attached to his car for more than two miles during Tuesday’s crash. RELATED: Man arrested, vehicle seized in Ramona hit-and-run crashWitnesses said Richard ran red lights and stop signs before pulling into his driveway five miles from the scene. In court Thursday, prosecutors said Richard removed the front hood and bumper and spray-painted the rear of his Ford Edge. Investigators said Richard appeared to be making a run for it when they arrived. He had a large suitcase and backpack in a running vehicle when he was arrested. Richard faces up to nine years in prison if convicted. EL CAJON (KGTV) - After 50 years of service, the well-known San Diego Highway Man is retiring. Thomas Weller has been helping thousands of people stuck on the side of the road since 1966. He tells 10News he started helping after a man helped him in a blizzard when he was a teenager living in Illinois.“I was on my way home about one or two in the morning and the blizzard put me off the road into a snow bank," said Weller.Weller says he never forgot that moment and hoped to be that saving grace for many others. Turns out he tells us he’s lost track of how many people he’s helped.“More than ten thousand, it's just I never keep track.” Weller had a stroke back in March and since then decided it’s best given his limited capabilities to retire.“I’ve lost my strength and my agility, not my judgment yet because I’m still driving.” He tells 10News it’s for the best that he retires because of how increasingly dangerous distracted driving has made the roads."It’s just extremely dangerous out there, more so now than it used to be.”While he is giving up one of his favorite passions in life, he isn’t giving up his outlook on life, “the most beautiful compensations of this life you cannot sincerely help another without helping yourself in the bargain.” 1266

In the weeks leading up to the November 2020 election, data provided by the Postal Service indicated a noticeable drop in on-time mail delivery as millions of Americans used the agency to vote-by-mail. To understand these delays, I sent a letter to the Inspector General of the United States Postal Service to request an investigation into the origins of the delays, and more importantly, what needs to be done to reverse these trends. Unfortunately, during the Holiday season—the Postal Service’s busiest time of the year—the combination of record mail volume and surges in COVID-19 cases have further hampered the agency’s ability to promptly deliver mail. In fact, as UPS and FedEx prioritize the distribution of vaccines, the Postal Service has taken on much of their package volume, adding more stress to an already overwhelmed system. Last week, it was reported that thousands of Postal Service employees were quarantined due to the pandemic, creating employee availability shortages across the country.For the duration of the pandemic, Postal Service employees have reported working each and every day to ensure mail delivery continued as states across the country enacted stay-at-home orders. As COVID-19 vaccines become more widely available, I am fighting to ensure these heroic Americans are classified as essential workers, therefore enabling them to be among the earlier recipients of the vaccine. Last Friday, I spoke with Postmaster General Louis DeJoy regarding the ongoing delays associated with mail delivery and stressed the need to rectify the situation as millions of Americans continue to rely on the Postal Service. Let me be clear—the more than 600,000 Postal Service employees nationwide are among the most dedicated public servants in our government workforce, and I have no doubt that they are doing everything in their power to move the mail as quickly and safely as possible. This country owes them a debt of gratitude for their commitment, dedication, and perseverance over the last 10 months.
