ISTANBUL, Turkey, March 21 (Xinhua) -- The World Water Council (WWC) is ready for China's membership, WWC President Loic Fauchon said here Saturday evening.     During his meeting with Chinese Minister of Water Resources Chen Lei on the sideline of the 5th World Water Forum, Fauchon said he welcomes China to "the WWC family," and "we are ready to sign the agreement" which just need a few days to finalize the details of the pact.     "We need your experience and your tradition, It will be a nice relation," he added.     Chen said China is willing to participate WWC activities and China will shoulder the obligation and responsibility when it becomes a member.     Chen invited the president to visit Beijing. Fauchon said he is glad to visit the Chinese capital in May or June, when the both sides are expected to ink the pact.     WWC, created by a number of key water institutions in 1996, unites over 300 member organizations from more than 60 countries. It is an international multi-stakeholder platform "to promote awareness, build political commitment and trigger action on critical water issues at all levels."

BEIJING, Feb. 21 (Xinhua) -- All unemployed urban residents in China will have access to medical insurance this year as the country plans to expand the coverage of an insurance scheme to all cities and towns, according to a government official Saturday.     Li Zhong, vice director of Health Insurance Department under the Ministry of Human Resources and Social Security, said at a forum that the program, which has benefited residents in more than 300 cities as of 2008, is expected to be promoted to all cities and towns this year.     The program, introduced in 2007, aimed to bring urban children, students and jobless adults under the umbrella of medical insurance.     China established a medical insurance system for urban employees in 1998 and implemented a new cooperative medical care system for rural residents since 2003.     If the program is successfully implemented, it means all Chinese residents can have access to medical insurance.     Under the program, the premiums are paid by households, instead of individuals. The government gives each participant a subsidy of at least 40 yuan annually, and grants extra subsidies for low-income families and disabled ones.     Residents have to pay a share of premium in the program and their participation is based on their free will. Urban residents with only temporary jobs could also participate in the program.     Li said the program will gradually increase its reimbursement rate and include more common diseases for compensation. The program currently mainly covers expenses of residents for hospitalization and major illness.     There are more than 240 million unemployed urban residents in China. Among them, more than 100 million have joined the program so far.

CHANGSHA, March 30 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for faster construction of affordable housing.     "In the affordable housing projects lie the immediate interests of the people, especially low-income families," said Li at a working conference on the issue in Changsha, capital of the central Hunan Province.     He said affordable homes could increase investment and stimulate consumption, and were an important measure to deal with the global financial crisis and to maintain economic growth.     The government has pledged that 7.5 million affordable homes will be provided in cities, and 2.4 million in forest districts, reclamation areas, and coal-mining regions by the end of 2011. This year, 2.6 million urban and 800,000 rural homes would be built. Another 800,000 rural homes in poor condition will be renovated.

VALLETTA, Feb. 22 (Xinhua) -- Chinese Vice President Xi Jinping concluded his six-nation tour here Sunday and left for home. Xi arrived in Valletta on Saturday for a two-day official visit to Malta. BEIJING, April 1 (Xinhua) -- China's top political advisor Wednesday called for a more transparent and modern information system for donors to promote the integrity of charity organizations.     Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference, was speaking to delegates at the 20th anniversary conference of the China Foundation for Poverty Alleviation (CFPA).     Jia said the foundation should work harder to create a public service platform for donors to easily contribute while being able to track where and how their donations were used.     Charity organizations should make better use of modern telecommunications and the Internet to promote transparency, so that people could be proud of their contributions, he said.     Jia said charity organizations should further improve their administration and promote public credibility, by fully implementing tax break policies for donors.     The CFPA has poured almost 2.4 billion yuan into poverty relief over the past 20 years, benefiting 7.18 million people.
