Several crews were seen assessing the area. However, Amtrak later posted that all train travel between Oceanside and San Diego will be canceled and a bus bridge will be used from 6 a.m. Saturday to 4 a.m. Sunday due to "unscheduled track work."North County Transit District added that, "The heavy rainstorms over the last 48 hours have caused a washout adjacent to the coastal railroad tracks along the Del Mar Bluffs just south of Coast Boulevard which support COASTER, Amtrak, and BNSF operations. At this time, all trains can safely operate at restricted speeds through the area based on site reviews and inspections conducted by railroad engineers."NCTD also planned bus service starting 6 a.m. Saturday. She was seriously injured in an accident more than 10 years ago and then hit by a car while running 18 months ago."Twenty-one surgeries in total, (Black) was told she may never walk again," says McCann Black, Whitney's brother. "I’m just so proud of her, watching her set these goals and then blow through them has helped our family a great deal."Today, 13.1 miles into her very first full marathon, Black married her “sole mate,” Phillips. Phillips, by the way, has had quite a journey of his own, losing around 100 pounds.Friends and family waited near the 13.1 mile marker with balloons, a veil, rings and an officiant until Black and Phillips ran up to the makeshift altar."I promise to trust you even when we deviate from our grocery list," Black vowed."I will choose you every day, not because I have to, but because I want to," Phillips said.Their vows were short and sweet. The ceremony lasted about five or six minutes. DENVER, Colorado — While authorities said the suspicious package found outside the Colorado State Capitol Wednesday morning was not an issue, they are still investigating where it came from, what it is and why it was placed on the Capitol steps. Around 8:30 a.m. Wednesday, authorities responded to the west steps of the Colorado State Capitol after a suspicious package was located. The steps were taped off for about half an hour while authorities, including a bomb squad, examined the scene. All nearby streets remained open.By 9 a.m., Colorado State Patrol confirmed the situation had been resolved and was a "non-issue."Trooper Gary Cutler with CSP said an American flag had been wrapped around the package and there were visible wires sticking out of it.
