BEIJING, May 20 (Xinhua) -- China and the United States Thursday pledged to deepen clean energy cooperation as U.S. commerce chief led a large green power delegation to Beijing."As major energy producers and consumers, China and the United States can work together extensively in the clean energy field," Chinese Vice Premier Li Keqiang told U.S. Commerce Secretary Gary Locke in Beijing.The driving force behind cooperation, Li said, lies in the fact that China is actively pushing ahead with clean energy projects while the United States has green energy expertise and technology.Li encouraged the two countries to work more closely in clean energy,greenhouse gas emissions reduction, technological development to add to the momentum of sustainable development.Locke is leading a delegation of business executives from American clean energy companies eyeing China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."These 24 companies we brought from America represent a cross-section, a variety of different sectors," Locke said at the start of the meeting."But they still represent the best the United States has to offer in terms of clean energy, energy efficiency, electricity generation and distribution," said Locke, who earlier travelled to Hong Kong and Shanghai on the trade mission that started Monday.The diverse trade mission, the first one led by a U.S. cabinet-level official since Barack Obama assumed the presidency, includes leading energy firms like General Electric and First Solar as well as less well-known companies.Locke, on his third visit to China since he became U.S. commerce chief, characterized clean energy as "an extremely promising industry to foster areas of growth and create new jobs."He underscored the U.S.'s commitment to working closely with China in clean energy.Locke will join U.S. Secretary of State Hillary Clinton, U.S. Treasury Secretary Timothy Geithner and other cabinet officials for the Second China-U.S. Strategic and Economic Dialogue scheduled for Monday and Tuesday in Beijing.

GYEONGJU, South Korea, May 15 (Xinhua) -- China on Saturday called on related parties to keep calm, exercise restraint and appropriately handle Cheonan incident.Chinese Foreign Minister Yang Jiechi made the remarks while meeting with his South Korean counterpart Yu Myung-hwan ahead of a trilateral foreign ministers' meeting of China, Japan and South Korea, Chinese foreign ministry spokesman Ma Zhaoxu said.Yang said the sinking of the South Korean navy ship "Cheonan" is an unfortunate incident. Considering the current complicated and sensitive situation on the Korean Peninsula, China hopes all parties concerned should start from the stability and peace of the Korean Peninsula and the region, proceed from long-term interest, keep calm and exercise restraint to appropriately handle the Cheonan incident.As for what the Japanese side said during the two-way meeting between Yang and his Japanese counterpart Katsuya Okada that Chinese marine surveillance ships' enforcement activities on Japan 's scientific research ships east of "medium line" has damaged Japan's sovereignty and interests, Yang stressed that China remains clear and consistent position on the East China Sea issues. BEIJING, March 26 (Xinhua) -- China's health authorities stressed Friday a ban of hepatitis B tests for college admission and employment, saying checks, if necessary due to occupational requirements, are subjected to the Health Ministry's approval.A notice of the ministry reiterated that health institutions are not allowed to give hepatitis B virus (HBV) tests in health checks carried out for college admission and job recruitment, a policy introduced in February to prevent discrimination on HBV carriers.If candidates' liver functions must be tested to qualify special job posts, the checks must get approval from the Health Ministry, the notice said.The notice also said health institutions cannot provide HBV tests in regular health checks unless at the request of testers, in which case reports must be sealed and handed directly to testers or someone they entrust.Clinical tests must seek consent from patients and their privacy should be respected, according to the notice.Previously, an HBV test was a must on the health check list for college admission and job recruitment, and carriers were usually denied the opportunities, which caused complaints of discrimination and calls for a ban of such tests.The World Health Organization says HBV is transmitted from mother to child, through unsafe injections practices, blood transfusions or sexual contacts, and it cannot be transmitted through casual contact.

BEIJING, May 21 (Xinhua) -- China's local governments should step up efforts to close 10 million kilowatts of outdated coal-fueled power station capacity this year, Chinese Vice Premier Li Keqiang said Friday.This year is crucial to completing the country's energy saving and emission reduction goals as set out in the Eleventh Five-Year Plan (from 2006 to 2010), Li said in a letter to a national work conference held in Beijing discussing the elimination of backward production capacity.Official figures show China's unit gross domestic product (GDP) energy consumption fell 14.38 percent during the first four years of the Eleventh Five-Year Plan. But efficiency has to improve if the nation is to meet the 20 percent target set for the five-year period."This move is conducive to optimizing the country's power structure, enhancing energy saving and reducing pollution," Li said.

BEIJING, April 13 (Xinhua) -- The State Council, China's Cabinet, released here Tuesday new regulations on overseas investment, promising good business conditions but restricting funds to environmentally unsound projects.According to the new regulations, China still welcomes foreign investment in high-tech industries, services sectors, energy-saving and environmental protection, but polluting and energy-gorging or projects in industries running at overcapacity are not wanted.According to the regulations, the State Council said China will continue to support Chinese A-share listed companies in further introducing strategic investors from home and abroad, and standardize foreign companies' investment in domestic securities and corporate merger and acquisition moves.A national security examination mechanism will be built as soon as possible for foreign-funded companies' merger and acquisition operation in China, according to the regulations.Qualified foreign-funded companies are allowed to go public, issue corporate bonds or medium-term bills in China.Multinationals are encouraged by the regulations to set up regional headquarters, research and development centers, procurement hubs, financial management and other functional offices in China.Importing items for scientific and technological development by qualified foreign-funded R&D centers will be exempt from tariffs, importing value added tax and goods and services tax by the end of 2010, according to the regulations.Foreign-funded enterprises are also encouraged to increase their investment in China's central and western regions, particularly in environment friendly and labor-intensive companies.
