(KGTV) - 10News got to ride along with the CHP Thursday in the middle of “Distracted driving awareness month.”Despite new laws, crashes attributed to distracted driving went up between 2013 and 2015 by nearly 12 percent.“It’s been a law for so long now, there’s not many people that don’t know you’re not supposed to have your cell phone in your hands,” said Officer Travis Garrow.But he said people who he pulls over are often confused if they had been using their phone at a red light. That is still illegal he says.“Our message is just to put the phones away, just turn them off. Put them in the center console, put them in the glove box,” he said. “Somewhere that won’t distract you.”The cost of a distracted driving ticket is determined by a judge, but first time offenders typically pay around 0. Dozens of trucks and thousands of volunteers delivered more than 260,000 Christmas wreaths to Arlington National Cemetery to honor fallen heroes.The rain Saturday didn't stop the day of service, which was made possible by the Wreaths Across America organization.  "If you look across this field of stones, it's massive, but we want to make sure that every individual receives a wreath and their name is spoken out loud,” says Karen Worcester, executive director of Wreaths Across America.Larry Landon, a Boy Scout troop leader, donated his time, unboxing and placing wreaths with 14 of his Boy Scouts.“Our troop unloaded trucks,” he says. “Over 36,000 wreaths were laid here at Arlington, with the help of these boys.”It’s a tradition in its 27th year, spanning all 50 states and into 26 countries. EL PASO, Texas (AP) — As many as 2,000 U.S. inspectors who screen cargo and vehicles at ports of entry along the Mexican border may be reassigned to help handle the surge of Central American families coming across, the Trump administration said Monday.The temporary reassignments, up from the current 750 inspectors, threaten to slow the movement of trucks bringing TVs, medical devices and other goods into the U.S. and cause delays for cross-border commuters who come for work or school.The inspectors are instead being put to work processing migrants, taking their applications for asylum and transporting them to holding centers.Homeland Security Secretary Kirstjen Nielsen said the reassignments are necessary to help manage a huge influx of migrants that is straining the system and overflowing border facilities."The crisis at our border is worsening, and DHS will do everything in its power to end it," Nielsen said.The effects of pulling inspectors from ports of entry were on display in El Paso, where thousands of border crossers lined up Monday, waiting about an hour to cross into the U.S. They included vendors, U.S. citizens and students with visas.Sergio Amaya, 24, a student at the University of Texas-El Paso, is an American citizen who lives in Juarez. EL CAJON, Calif. (KGTV) - A young trick-or-treater sorting through her candy made a stunning discovery."They were excited. Loved Halloween and candy," said Jean Bilbrey.As with so many other families, Halloween night for the Bilbrey's three children - ages 11,9 and 4 - was a blur of costumes, front doors and a steady flow of treats. Their family started around Falmouth Drive and Virgina Court and walked for several hours, stopping by 30 to 50 homes. In all, they filled about six buckets' worth. This past weekend, the kids went about the task of sorting the candy."My middle daughter, who is nine, said 'Mom, Mom, I found something in my candy' and brought me a ring," said Bilbrey.It was a woman's ring, possibly a precious one. "Looks like a wedding band similar to mine. Possibly an anniversary band ... somebody wears on a hand that means something to somebody ... my first thought was we need to get this back to the owner. As a woman, my jewelry, I don't have much but what I do have is very important to me," said Bilbrey.The piece of jewelry likely slipped off while someone was handing out candy. Like any good mystery, there are a few clues, including the candy found next to the ring. "Candy corn and the Sour Patch candies. That's what she had in her hand was the candy corn," said Bilbrey.Bilbrey spread word of the ring on social media, but so far, she's come up empty."I'll keep it safe. I've got it here. EL CAJON, Calif. (KGTV) - The pilot of a small plane made an emergency landing at a field and playground next to W. D. Hall Elementary School in El Cajon.The emergency landing happened around 4 p.m. Friday.The pilot says he took from Gillespie Field for a practice flight and was headed back to Gillespie for a landing when he ran out of fuel. He says his engine stopped, and he had to look for a place to land. He was able to glide onto the field safely.The plane hit a fence on the way down causing damage to a wing.The pilot says he has been flying for decades.No injuries were reported. 598
