CHESTERFIELD COUNTY, S.C. — The body of an 11-month-old girl whose disappearance prompted an Amber Alert has been found dead in a diaper box, her mother is reportedly in custody. According to WBTV, the mother, 19-year-old Breanna Lewis, had initially told officials that she was walking to her mailbox carrying her daughter when a man violently stole the baby out of her arms. The baby, Harlee Lane Lewis, was found dead a few hours later.Chesterfield County Sheriff Jay Brooks told The Associated Press on Tuesday that the body was found inside a diaper box in a field about 1,000 yards behind a home in Chesterfield, South Carolina.Brooks says the Amber Alert was canceled “because we don’t think there was a kidnapping.” The mother was then taken into custody and is being questioned, along with other family members, according to WCIV. The mother has been charged with filing a false police report, according to WSOC. (KGTV) - A brush fire on base at Camp Pendleton was visible above North San Diego County Monday afternoon.Camp Pendleton officials reported the vegetation fire was located on range 409, at the northeast end of the base.The smoke was reported in the Fallbrook area near the base, according to North County Fire. SDG&E's Alert fire camera showed a large plume from the Red Mountain viewpoint."There is no threat to our district at this time," North County Fire tweeted. Air Stations in the Southwest took flight Monday.The goal is to ensure Marines and Sailors are ready if they need to move hundreds of troops and supplies fast. The exercise is comprised of about 1,300 troops, from MCAS Miramar, Camp Pendleton and Yuma. It took three months of planning."It really stretches all the muscles for all of the units to support something big like this," Lt. Col. Storm said.This particular mission is to take over an airbase and secure it as a supply route, "not that we’re necessarily planning for anything like that but we always have to be ready and be lethal for that eventuality," he said.Dozens of aircraft were meticulously coordinated to come in and take off in waves. Rows of MV-22 Osprey sat on the flight deck loading up Monday afternoon. Earlier two of the Marines' biggest assault support helicopters, the CH 53E Super Stallions, loaded up with dozens of troops and took off.The flights Monday were the crux of the past two weeks of training for the Marines and Sailors. "Fantastic! It is absolutely great to see these all of these different communities come together the way that they are supposed to, the way that they’re designed in the Marine Corps to support the war fighters of the 1st Marine Division," Lt. Col. Storm said.The aircraft will all meet in Twentynine Palms, near Joshua Tree, where they will train in a mock town, in scenarios similar to what they would see overseas. CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. And if you’re in the market for a new two-wheeler, it may be months before you can wrap your fingers around some handlebars.Bicycles seem to be everywhere, unless you’re trying to buy one.At Edgebrook Cycle & Sport in Chicago, bikes have become a hot commodity during the pandemic.“It has been off the charts. It's unprecedented,” said owner Jim Kirsten.So much so that there’s a critical shortage, not just in the Windy City, but everywhere.“We have about 10% of our usual inventory and our service work which you see kind of surrounding me here is about 300% where it normally is,” said Kirsten.In fact, bike racks at retail giants like Walmart, Target and Dick’s Sport Goods are almost completely bare.Online vendors like Torrance, California-based Sixthreezero say demand for their bikes has jumped 800%. They’ve had to triple their staff to handle the increased interest.April sales for traditional bikes, indoor bikes, and other accessories grew by 75% compared to the same time last year and reached billion for the first time in a single month.Industry experts say commuters abandoning public transportation, gym closures and the search for socially distanced recreation created a perfect storm.Today’s bike boom, they say, is one not seen since the oil crisis of the early 1970s.“Mid to low price bicycles are just wiped out across the country,” said Jay Townley, a consultant with Human Powered Solutions. Townley spent much of his 60-year career at Schwinn and as president of Giant Bicycle Company.“Along with new bike sales, bicycle repair has skyrocketed. There are a lot of shops if you call around the shops in your area, you'll find a lot of them are weeks out for repair,” he said.Townley says the U.S. bicycle market is import dependent with more than 90% coming from China.Punitive trade tariffs, supply chain disruptions and lackluster 2019 sales caught manufacturers off guard and forecasts didn’t predict the increased demand accelerated by the pandemic.“Now, we're in a phase where we're trying to get that pipeline to replenish those inventories and that's going to be extremely difficult as we go forward,” said Townley.It could be late fall before supply catches up to demand.
