La Mesa (KGTV)- It’s being called one of the most progressive marijuana ordinances in the county. The city of La Mesa plans to unveil its proposed rules this week. City leaders believe lifting limits is the key to defeating illegal pot shops. If passed, the City of La Mesa would be the first in the county to put forth an ordinance without a hard cap on the number of dispensaries within city limits. “We didn’t play that game,” says La Mesa City Council Member Bill Baber. “We’re basically saying they’re in our commercial areas, they have to be regulated, and the market itself will flush out how many get to exist.” Councilmember Bill Baber says the proposed ordinance would weed out illegal pot shops by operating a path to run a legitimate business. It’s a different approach than the one in Chula Vista. City leaders hope a limited number of legal dispensaries will drive customers away from illegal pot shops. Currently, there is only one legally operating dispensary within La Mesa city limits. “We’re proposing our dispensaries that have legally been selling medicinal marijuana to also move one step forward and to sell recreational. It’s the same product.”Under the new laws, the dispensaries will be taxed. The money will go to the city’s general fund. It will help with putting more officers on the street and shutting down illegal operations. Councilman Baber says the city estimates the new ordinance will bring in nearly million a year in city taxes. The funds will also be used to clean up old run-down buildings that once housed illegal dispensaries. “In 4 years our city attorney and our police have shut down 26 of these,” says Baber. West La Mesa Resident, Erik Egelko, says the boarded-up businesses are now bringing in squatters. Behind an old, illegal pot shop on El Cajon Boulevard sits old furniture, trash and the rancid smell of urine. “It just really turned into a slum,” says Egelko. “I see west la Mesa as having this incredible potential.” The La Mesa City Council will be reviewing the ordinance during tomorrow’s city council meeting. There will be public comments for residents to weight in. 2139

LA MESA, Calif. (KGTV) - An Uber driver says she was physically assaulted by a passenger Sunday night in La Mesa after a dispute over a mask."This is definitely the most insane experience driving with Uber that I've ever had," said Tia.Just past 6 p.m. Sunday, Tia, who first started driving for Uber last summer, arrived for a pickup outside the Echo Pointe apartments.Tia says a man and the passenger's sister ushered the passenger into the car with a warning for Tia: the passenger was drunk."She didn't have a mask on ... so I asked her if she could please put on a spare mask, which I had in the back seat. Took her awhile to put it on, but she did," said Tia.As the ride got started, Tia says her passenger wouldn't let it go."She said in a very snarky tone, 'Are you more comfortable now that I have a mask on?' She was very drunk, very belligerent, yelling," said Tia.Tia say she decided to end the ride."I was fed up with the disrespect," said Tia.Tia says she returned to the pickup spot and asked her to get out repeatedly, but the woman refused. Tia recorded some of it on her phone. Tia, who eventually called 911, says when she got out of the car and reached in to remove the woman's belongings, the passenger grabbed her neck from behind.According to Tia, the passenger became violent, chasing her around the car for several minutes, at one point hitting in the right eye. Tia says the passenger's sister and the man came out and subdued the woman, allowing Tia to drive away, and meet police and file a report."I was dumbfounded. I couldn’t believe I was assaulted for essentially wearing a mask ... People need to treat each other with respect. Wear a mask ... We're just trying to keep everybody safe," said Tia.Tia says she's still feeling pain in her eye but she's feeling better. She's hoping an arrest is made so a message is sent: this behavior is not acceptable.A La Mesa Police spokesperson says they are awaiting the report to be turned in by the officer before it is assigned to an investigator. 2030

LA MESA, Calif. (KGTV) — The officer at the center of a controversial arrest filmed in La Mesa is no longer employed with the department, according to the city.City manager Greg Humora said in a release on Friday that former LMPD officer Matt Dages is "not employed by the City of La Mesa in any capacity."The city could not comment on whether Dages resigned or was terminated. In June, video surfaced showing the May 27 altercation that had already started between Dages and 23-year-old Amaurie Johnson at Grossmont Trolley Station. In the video, Dages is seen pushing Johnson into a sitting position on a bench and eventually handcuffing and arresting him. Johnson was told he was being arrested for assaulting an officer.RELATED:Man seen in controversial arrest video files lawsuit against City of La MesaVIDEO: Incident between La Mesa officer, man at trolley station surfacesLa Mesa demonstration highlights several anti-police brutality ralliesFollowing the release of bodycam footage of the arrest, La Mesa Police Department said it had dropped charges against Johnson. Las Vegas police say they have found the body of a young child inside of a duffel bag after a mother told them that her 3-year-old daughter disappeared during a walk to a local grocery store. The woman called police around 9 p.m. local time Thursday. She told police she was walking with her four young children to Albertson’s, across the street from her apartment complex. The child's grandmother also contacted Scripps station KTNV in Las Vegas and told the TV station that her grandchild was missing.Police officers searched the woman’s apartment first, not finding anything, and then the neighborhood. They decided to search the apartment again because parts of the woman’s story did not add up.During the second search, the body of a small child was found in a bag in a closet. Police officers detected a strong odor and it appears the body may have been in the closet for a few days. The woman was placed in custody and the other three children are in protective custody. The missing girl's father was arrested earlier this week after police received a call about a domestic disturbance.   1115
