"We are very eager to welcome our guests back on board, but we have a lot to do between now and then, and we're committed to taking the time to do things right."The U.S. Centers for Disease Control and Prevention released new guidelines requiring ships to "test cruise ship operators' ability to mitigate COVID-19 risk" with "simulated cruises."One of the main requirements is that operators must inform volunteers in writing that they are "participating in a simulation of unproven and untested health and safety protocols for purposes of simulating a cruise ship voyage and that sailing during a pandemic is an inherently risky activity."The voyages' procedures will include terminal check-in, onboard activities, including dining and entertainment, private island shore excursions if planned, and social distancing. Evacuation producers must also be tested, isolating anyone who tested positive for COVID and quarantining others on board.According to the CDC rules, volunteers 18 and older must have written certification by a healthcare provider, that they don't have any pre-existing medical conditions that could place them at high-risk for COVID-19. 1553

(AP) — A rookie Sacramento police officer was shot during a domestic violence call and lay wounded for about 45 minutes as the gunman kept officers at bay with bursts of fire, authorities said Thursday. She was finally rescued with an armored vehicle but died at a hospital."We are devastated," Deputy Chief Dave Peletta said. "There are no words to convey the depth of sadness we feel or how heartbroken we are for the family of our young, brave officer."Officer Tara O'Sullivan, 26, was shot Wednesday evening while helping a woman collect her belongings to leave her home. As officers swarmed the area, the gunman continued firing in a standoff that lasted about eight hours before he surrendered.Stephen Nasta, a professor at the John Jay College of Criminal Justice and a former inspector with the New York Police Department, said taking 45 minutes to reach a wounded officer is "unacceptable."If officers couldn't immediately get an armored police vehicle to the scene, he said, they should have commandeered an armored bank vehicle, bus or heavy construction equipment."If there's somebody shot, lying on the ground, you have to do everything you can," Nasta said.If no such vehicle was available, he said he would expect police to use a diversionary tactic such as firing at the home, setting off smoke grenades or breaking a door or window in another part of the home to distract the gunman as other officers rescued the wounded comrade. Police said five other officers fired their weapons during the incident.Police identified the suspect as Adel Sambrano Ramos, 45, of Sacramento.His younger brother, Orlando Ramos, told The Associated Press that Adel Ramos is estranged from his family and has a long record that includes convictions for driving under the influence, drug use and domestic violence."It's the drugs, it's always been the drugs," Orlando Ramos said. "If he goes to prison for the rest of his life, I could care less."I'm a lot more heartbroken for seeing the pain in my mother and for the police officer and her family than I am for him going to prison," he said.He said he was sorry the shooting occurred and sent his condolences to the officer's family.O'Sullivan graduated from the police academy in December and was working with a training officer. She was expected to be on her own in a couple of weeks, Peletta said.She and other officers arrived at the home at 5:41 p.m. A half-hour later the first shots were fired, and O'Sullivan was hit, authorities said. The gunman continued firing a rifle-type weapon. At 6:54 p.m., additional officers responded with an armored vehicle to rescue O'Sullivan."Our officers maintained cover in safe positions until we were able to get an armored vehicle in the area," Sgt. Vance Chandler said.Five minutes later, O'Sullivan was taken to UC Davis Medical Center, where she died.The woman she was helping was not hurt. Orlando Ramos said she was Adel Ramos' girlfriend.O'Sullivan grew up in the San Francisco Bay Area and graduated last year from Sacramento State University with a degree in child development.Mayor Darrell Steinberg said on Facebook that O'Sullivan was in the first graduating class of a groundbreaking program at Sacramento State that "emphasizes the importance of inclusion and cultural competence for future law enforcement leaders — of which Tara undoubtedly would have been."___Rodriguez reported from San Francisco. Running out of ideas to entertain your kids? A California writer and performer took his ideas, got crafty on Instagram and it has kids everywhere giggling. Avery Monsen took us behind the scenes of the "Super Secret Secret Club."Monsen has a lot of day jobs these days. He writes and illustrates books for children and adults, he's done some acting and he's been in commercials. But these days, Hollywood isn't doing much. One day a friend of his asked him to make a video to help entertain his own kids, who were quite literally climbing the walls.“He knows that I have this sort of grab bag of circus and magic tricks and skills that are very rarely actually useful in life, but they are useful in entertaining children,” said Monsen.And so, the Super Secret Secret Club was born. You can find it online, on Instagram or on Instagram TV, and it is full of good, clean fun.“It’s just a bunch of cardboard and duct tape, but there’s also all these strings that go everywhere we’re probably going to lose our security deposit on this place, whoops,” said Monsen.There's no market research about what kids like and Avery describes himself as a someone who is quite possibly still a kid.“I think I’m just making things that I like is the truth, and my taste is the taste of a 4 and 9-year-old. The things that I think are funny are the things a 4-year-old thinks are funny,” said Monsen.He also made activity pages for kids. There's puzzles and games and even a Super Secret Secret Club membership card.“I knew that kids were going to get bored and antsy in the quarantine times. I felt the least I could do is make some fun videos for them," said Monsen.Monsen isn't in it for the clicks, likes or comments. He's purely helping kids laugh, for free. And admittedly, he says, he needed a project and he happens to have a garage full of crafts as well as a huge paper maché pet rock named Anthony, who talks, by the way.“Which maybe means I’m a bit of a hoarder. I have a lot of cardboard. We had just moved into this new apartment which had a garage. Before that, I was doing projects in the living room which made my wife very sad,” said Monsen.His content has kids everywhere giggling and Monsen says, “when you’re devoting your entire week to making a silly video and you’re not getting paid for any of it, getting videos of kids enjoying it and doing the activities and laughing really, really makes it worthwhile.”Certainly, it’s a worthwhile effort from a guy who has all the tricks, trades and a huge knack for making all the little ones laugh during a time when giggles are hard to come by. 2603

  

SACRAMENTO, Calif. (AP) — Advocates looking for California to secede from the United States can begin collecting signatures for a longshot initiative asking voters to weigh in, Secretary of State Alex Padilla said Monday.The proposed initiative is the third so-called Calexit proposal since President Donald Trump's election. Previous efforts were withdrawn or failed to gather the required signatures.The latest would ask voters about secession in 2020. If it passed, a second election would be held a year later asking voters to affirm the decision.RELATED: #Calexit: Groups calling for California secession after Trump winMarcus Ruiz Evans, co-founder of the group Yes California, said the second vote would show that Californians are serious about secession and would strengthen the case for foreign governments to recognize the state's independence.Evans and Yes California co-founder Louis Marinelli also proposed independence initiatives in 2015 and 2017. They did not turn in signatures in 2015 and withdrew the 2017 Calexit proposal amid scrutiny of Marinelli's ties to Russia. A rival group, California Freedom Coalition, proposed a Calexit initiative but did not turn in the required signatures.Proponents have until Oct. 17 to collect nearly 366,000 signatures.Previous Calexit initiatives would have deleted a portion of the state constitution that says California is an inseparable part of the United States.
