SAN DIEGO (KGTV) — A new program promises to help San Diegans get high-paying tech jobs without the crippling student loan debt.It's through a partnership between the San Diego Workforce Partnership and UC San Diego Extension, offering students what's called an income share agreement (ISA). With the ISA, tuition is covered and students agree to pay a small proportion of their income for a set period of time after graduating.“If the program doesn’t work for you and you don’t get a high paying job, you pay nothing. If it works, you pay a small percentage of your income back into the fund. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.Dr. Josh Shapiro, UC San Diego Extension Assistant Dean of Research Affairs, says the university wants to extend its reach into the community.“Assuring everyone has access to a world-class education, regardless of where they live, their means, their socioeconomic status," said Shapiro. He says the ISA model is one which could be used for undergraduate programs in the UC System down the line. Shapiro says their ISA is consumer friendly because they're not relying on private equity or venture capital. The program only succeeds if students are successful and put money back into the fund. While ISAs are becoming more popular around the country, Shapiro warns consumers to be cautious and read the terms. SAN DIEGO (KGTV) — A newly discovered comet flew past Earth early on Saturday, giving those who awoke early enough to catch it quite a show.Comet Neowise was spotted by a NASA telescope by the same name on March 27, according to NASA. Since then, the space agency says the comet has been spotted by several NASA spacecraft, including Parker Solar Probe, NASA’s Solar and Terrestrial Relations Observatory, the ESA/NASA Solar and Heliospheric Observatory, and astronauts aboard the International Space Station.NASA says the comet came within Mercury's orbit on July 3, where the sun caused dust and gas to burn off its surface and create an even bigger debris trail.Neowise, which measures about three miles across, will be visible in Earth's Northern Hemisphere until mid-August, when it will change course and head toward the outer solar system, NASA says.For the next few days, the comet will be visible about an hour before sunrise in the northeastern sky in the U.S., NASA adds. Depending on local conditions, Neowise may be visible shortly after sunset on July 11 or July 12."In its discovery images, Comet Neowise appeared as a glowing, fuzzy dot moving across the sky even when it was still pretty far away," said Amy Mainzer, Neowise principal investigator at the University of Arizona. "As soon as we saw how close it would come to the Sun, we had hopes that it would put on a good show."In San Diego County, at least one stargazer was able to catch the comet streak across the early morning sky. SAN DIEGO (KGTV) — A San Diego hairstylist is suing Governor Gavin Newsom over closures of indoor salons. It comes even after a revised order that allows them to operate outside.Amy Mullins-Boychack doesn’t take just any client.“They might have to pace for 15 minutes before they can regulate their anxiety to get a hair cut,” she said.She’s been cutting hair for children with special needs at her salon “THAIRapy” for eight years. Under restrictions from the state, salons are only allowed to operate outdoors.She says that’s not an option with her clients.“I have clients that don’t have impulse control,” said Mullins-Boychack. “They don’t have the ability to just sit anywhere and get a hair cut.”So she joined a lawsuit filed against the governor in March. The plaintiff, JD Bols, is a landlord to several churches and beauty salons in San Diego.The lawsuit also names Mayor Kevin Faulconer, Sheriff Bill Gore, and the County Board of Supervisors as defendants. It claims the pandemic-related restrictions violate civil rights and have financially crippled businesses deemed non-essential.“This isn’t about vanity," says Mullins-Boychack. “This is a life skill for them, this is routine, this is repetition, this is part of their livelihood, part of their social skills.”In addition to the lawsuit, she’s working to get an exemption from the governor to continue her business indoors. 1398

SAN DIEGO (KGTV) - A San Diegan who was killed in the mass shooting at the Borderline Bar was honored Thursday on the anniversary of the attack, both in Coronado and Thousand Oaks.Justin Meek's family attended a large public dedication ceremony for the Healing Garden in Thousand Oaks, a park and permanent memorial site with 12 stone slabs representing the victims."It's not that we are moving on, but that we are moving forward," Meek's father Roger said in an interview.RELATED: Coronado native among victims of the Thousand Oaks bar shootingMeek, a promoter and occasional security guard at the bar, broke out windows so others could escape when gunfire erupted last November, according to family members. SAN DIEGO (KGTV) - A power outage affected thousands San Diego Gas & Electric customers in the Ocean Beach area and SeaWorld late Friday.The outage was reported just before 4 p.m. It wasn't immediately clear what led to the outage.SeaWorld said the power outage was short lived and only affected the central and west areas of the theme park. No guests were trapped on any rides or injured and all animals were okay, according to the park.UPDATED TRAFFIC CONDITIONSThe outage also hit a portion of San Diego International Airport. Officials say power has since been restored but had affected Terminal 2 and the Rental Car Center.In total, about 15,000 customers have been affected, according to the power company. Crews were able to restore all power as of 5:40 p.m., according to SDG&E. 822
