And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance.After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer.But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. (KGTV) - A local driver is warning of an unusual encounter with a dark SUV Saturday night on a North County freeway.Dashcam video captured on Interstate 15 shows an SUV with a light bar across the top. The driver tells 10News she initially thought it was a police vehicle and then spotted the back windshield, which was lit up by blue lights that resembled audio levels.Not long after, she says she heard a siren noise coming from that same SUV, as it approached a red light.MAP: Track crime in your neighborhood10News showed the video to CHP officer Jim Bettencourt who said he believes the blue light, the light bar, and siren are all vehicle code violations."If they were utilizing that to get people to move out of the way or caused a crash that would be another slew of charges," said Bettencourt.Bettencourt said because the SUV didn't have a symbol representing law enforcement, the driver wouldn't face an impersonating an officer charge. 972

ESCONDIDO (CNS) - An argument between two men at a northern San Diego County gym Tuesday turned into a baseball bat assault that sent one of them to a hospital, authorities said.A bystander made a 911 call shortly after 9 a.m. to report the fracas outside LA Fitness in the 300 block of West El Norte Parkway in Escondido, according to police.Witnesses told officers the dispute started as a quarrel inside the business, Sgt. Mike Graesser said.The bickering men eventually made their way outside the gym, at which point one of them went to his car, retrieved a bat and attacked the victim with it, hitting him on the head at least once, Graesser said. The attacker then got into the vehicle, a black sedan, and drove off.Medics took the victim to a hospital for treatment of injuries that were not believed to be life-threatening.The assailant remained at large Tuesday afternoon, though police had "a pretty good idea who he is," according to Graesser, who noted that a witness videotaped the assault."We have some good leads," the sergeant said. 1056

(KGTV) - People who own chickens in the North County are taking extra precautions to protect their flocks, as a deadly bird disease creeps closer to San Diego County.The California Department of Food and Agriculture issued aquarantine for birds in Los Angeles, Riverside and San Bernardino Counties after reports of the disease. With all three counties surrounding San Diego, officials here have issued warnings to chicken owners to look out for symptoms.According to the San Diego County Department of Agriculture, Weights and Measures, symptoms include:Sudden death and increased death loss in flock.Sneezing, gasping for air, nasal discharge, coughing.Greenish, watery diarrhea.Decreased activity, tremors, drooping wings, twisting of head and neck, circling, complete stiffness.Swelling around the eyes and neck.They say anyone who sees these symptoms in their birds should contact the CDFA Bird Hotline at at 866-922-BIRD. 953
