PARIS, May 11 (Xinhua) -- The efforts made by China on its course of development has made it a successful example for other emerging countries, the UN Educational, Scientific and Cultural Organization's chief said to Xinhua in an exclusive interview here on Tuesday, four days before her trip to China and the Shanghai Expo.The UNESCO Director General Irina Bokova will pay a working visit to Shanghai and Beijing from May 16, during which she will have a two-day stop for the Shanghai Expo, which has opened doors to the public on May 1."We've seen the efforts of China, which are spectacular in all areas of development ... it also shows that with political will, with the efforts of an entire people to focus on development, it is possible to overcome certain difficulties," she said.She praised China's "very impressive" development and said China should also share its experience with other developing countries because it "is a good example that can bring millions of people out of poverty by adapting to a globalized world."Additionally, she encouraged China to engage more into UNESCO affairs in Africa and in Asia on educational domain.As to the Shanghai Expo, the UNESCO has set up its own pavilion at the Expo site and Bokova herself has personally planned diversified activities, lectures and conversations at the pavilion to provide platforms for idea exchanges with Chinese people and foreign visitors, the veteran diplomat told Xinhua.The Shanghai World Expo "gives an opportunity for all countries and all organizations to make a sort of communication on their values and their activities," she said, seeing it "a great event for China and for the entire international community."Bokova is expected to launch a UN report on cultural diversity at the UNESCO pavilion, which is specially designed to focus on material and immaterial cultural heritages, education issues and scientific topics including climate change, water management and etc.She spoke highly of the great effort made by the Chinese authorities to organize the World Expo in Shanghai."I know that the 'motto' of this exhibition is about urban ( Better City, Better Life). We already know that 60 percent of the world population live in cities, the figure rises almost all the time. BEIJING, April 7 (Xinhua) -- The Chinese government encourages Chinese businesses to set up economic and trade cooperation zones in member states of the Association of Southeast Asian Nations (ASEAN) to deepen cooperation, a senior commerce official said Wednesday.Vice Minister of Commerce Gao Hucheng, speaking at a preparatory meeting for the seventh China-ASEAN Expo, said China and ASEAN members have strengthened economic and trade cooperation since the China-ASEAN Free Trade Area (CAFTA) came into effect on Jan. 1 this year.Customs data showed that bilateral trade totalled 39.12 billion U.S. dollars in the first two months of 2009, up 66 percent from a year ago.Chinese exports to ASEAN states rose 52.9 percent to 18.69 billion U.S. dollars while imports from ASEAN jumped 80.2 percent to 20.43 billion U.S. dollars.Gao called upon "eligible" Chinese enterprises to "go overseas" to ASEAN countries to set up economic and trade zones with infrastructure and industrial chains.He also said the two sides should implement the agreement on trade and expand trade, calling for an increase in the trade of high value-added products, including mechanical and electrical products and other hi-tech products.The two sides' enterprises should further expand cooperation and deepening ties in the agricultural, manufacturing, infrastructure, resources, and processing sectors, he said.The CAFTA, covering a population of about 1.9 billion, is the world's third largest trade agreement in terms of trade volume, after the European Union and the North American Free Trade Area.The ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.Under the CAFTA, the average tariff on goods from ASEAN countries entering China has been cut to 0.1 percent from 9.8 percent, while the six original ASEAN members - Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand - slashed the average tariff on Chinese goods entering ASEAN states from 12.8 percent to 0.6 percent.The seventh China-ASEAN Expo will be held in Nanning, capital of Guangxi Zhuang Autonomous Region, from Oct. 20 to 24 this year.

BEIJING, May 23 (Xinhua) -- Chinese Premier Wen Jiabao has called on authorities to ensure earthquake survivors in Qinghai Province receive adequate food and financial assistance to maintain their livelihoods. Rebuilding projects should be finished within three years, with a priority on residential buildings and public facilities such as schools and hospitals, Wen said.Wen made the call in a speech, which was published Sunday by the State Council General Office, at a meeting to discuss relief work on May 1 during his second visit to the quake zone in Yushu prefecture.Wen said supplies of food, cooking oil, vegetables, fuel and relief allowances should be provided to ensure living standards, and schools should resume as soon as possible in tents or temporary buildings.Debris should be cleared quickly, and the disposal of garbage, human waste and livestock carcases must be properly carried out, Wen said.Adequate disinfectant chemicals and equipment should be prepared, and authorities should be alert for outbreaks of disease, Wen said.Damaged roads and bridges should be repaired and airport operations should be guaranteed to maintain efficient transport. Water and power supplies should also be restored rapidly, Wen said.Agricultural production should be restored, and the government must help farmers buy seed and fertilizers. Markets should be rebuilt and goods supplies and prices stabilized, Wen said.Psychological assistance should be provided to people suffering from trauma problems.Reconstruction planning should be scientifically evaluated on the basis of the surveys of the area's geological, hydrological and ecological conditions, and reconstruction sites should avoid earthquake fault lines, Wen said.He urged authorities to take into consideration the environment, economic and social development, poverty alleviation and livelihood promotion in the reconstruction.The work should also be carried out with concern for the prefecture's distinctive ethnic characteristics and geological conditions.Wen stressed in particular the protection of Tibetan culture during reconstruction work, and he promised the government would support the repair of damaged temples and protect key cultural relics.Because Yushu's ecosystem is fragile and sensitive to human activities, rebuilding work must be environmentally friendly, with a high recycling rate of building materials, he said.The reconstruction fund would be provided by the central government and supported by public donations. Favorable taxation, employment, finance and land use policies would also be enacted, Wen said.The premier praised ethnic and religious groups who had played important role in relief work. He said efforts should be intensified to maintain ethnic unity and avoid disputes.He also urged local authorities to care for the relief workers, and guarantee their basic working and living conditions.Wen first visited Yushu on April 15, the day after the 7.1-magnitude earthquake, which killed at least 2,200 people and left more than 100,000 homeless.

BEIJING, April 10 (Xinhua)-- China's trade balance turned red in March with the country's first monthly trade deficit in six years, the General Administration of Customs (GAC) said Saturday.China exports were valued at 112.11 billion U.S. dollars in March, up 24.3 percent year on year, while the imports surged 66 percent to 119.35 billion U.S. dollars, resulting in a deficit of 7.24 billion U.S. dollars.The deficit was China's first since it posted a 2.26 billion deficit in April 2004, according to a report released by the GAC.China's total foreign trade rose 42.8 percent year on year to 231.46 billion U.S. dollars in March, according to Customs statistics.In the first quarter, foreign trade rose 44.1 percent to 617.85 billion U.S. dollars, with a surplus of 14.49 billion U.S. dollars though it was down 76.7 percent from the same period of last year.The country's trade surplus hit 23.7 billion U.S. dollars in February.Li Jian, a research fellow with the Research Institute under the Ministry of Commerce, said China's trade surplus had been falling since the start of the year."The deficit in March was just an extension of this trend," Li said.He said China did not purposefully pursue a trade surplus and had adopted a policy of encouraging imports and achieving a trade balance over the years.As the economy improved, any shift in people's expectations towards macro economic policies on liquidity and investment would influence importers' decisions and imported commodity prices, he said."Externally, we need to prudently monitor the world economy to avoid risk of a double-dip recession," he said. "Domestically, we need to focus on economic restructuring and transformation of economic growth pattern based on the stable growth of foreign trade."The GAC attributed the March deficit to shrinking exports of labor-intensive products, surging imports and rising commodity prices."The deficit in March is neither a recession, nor can it be sustained," the GAC said in its report, adding the deficit was small and China had maintained a "basic balance" between imports and exports.
