Some San Diego voters are making a surprising - and alarming - discovery in their mailboxes.They are receiving duplicate mail-in ballots for the November midterm. "Obviously with such a contested election and everything in the news right now, was this actually something bigger?" said April Segal, a Hillcrest resident who received two ballots.Nearly 70 percent of voters in the county say they will vote via the postal service this November. People from Hillcrest to Tierrasanta to Escondido have reported receiving the extra ballots. San Diego Registrar of Voters Michael Vu said there are protections in place to make sure everyone gets one only one vote. He said duplicates are not uncommon and this year is a bit worse than others because of issues with the new voter registration system at the DMV. "Our office and the statewide system runs duplicate checks to determine matches or potential matches," Vu said. "When a duplicate record is identified, the record is merged, with the most recent registration becoming the official record."Vu said no matter which ballot a person submits, it will ultimately be counted. He said anyone who knowingly submits two ballots would be referred to the district attorney for an investigation of voter fraud. Segal said she recently got married, changed her name and registered to vote. A few months later, when applying for a Real-ID at the DMV, she checked the 'yes' box when it asked if she would like to register to vote. That likely led to the duplicate ballot. "I knew I already was registered, but I thought I should just err on yes so that nothing got messed up by saying no," she said. Segal said she would continue to vote by mail, despite the mix-up.  1758

SEOUL, South Korea (AP) — North Korea fired two suspected short-range missiles toward the sea on Thursday, South Korean officials said, its second weapons launch in five days and a possible warning that nuclear disarmament talks with Washington could be in danger.South Korea's Joint Chiefs of Staff said the weapons flew 420 kilometers (260 miles) and 270 kilometers (167 miles), respectively. It said it is working with the United States to determine more details, such as the types of weapons that were fired.South Korea's military said earlier that at least one projectile was launched from the Sino-ri area of North Pyongan province, an area known to have one of North Korea's oldest missile bases where a brigade operates mid-range Rodong missiles. This could be an effort to keep diplomacy alive as U.N. sanctions bar North Korea from engaging in any ballistic activity.Some observers say North Korea may fire more missiles, including medium-range ones, to increase the pressure on the United States. Cha said North Korea isn't likely to fire longer-range missiles, such as its Hwasong-12 intermediate-range missiles and Hwasong-14 and 15 intercontinental ballistic missiles, unless it intends to completely abandon diplomacy since it is certain to invite new U.N. sanctions. According to the San Diego County Sheriff’s Department, detectives found the girl on the 8500 block of Paradise Valley Road Saturday. The department says the 12-year-old was a runaway “who was possibly being sex trafficked.”The two 17-year-old boys were arrested for possession of firearms. “The Human Trafficking investigation is still developing and being handled by Human Trafficking Task Force,” the department added.Marisa Ugarte is the founder of 'Bilateral Safety Corridor Coalition' [BSCC]. For two decades, she has helped victims of human trafficking get back their lives. What startled her about this case was the age of the victim. "The average age that I have seen is 16 and 17. Some 15. Very few 14. But a 12-year-old? You can count them in your hand," Ugarte said. FBI studies show San Diego is one of the highest child sex trafficking areas in the nation. The reason: Tourism. "You have Comic-Con. We have a cyber patrol that we do. In three hours, we had 45 calls of buyers." Ugarte said. These patrollers look for potential buyers on the internet and intercept them before they prey on children. Another reason San Diego's human trafficking statistics are also high is the international aspect. The area's proximity to the border brings in large numbers of sex and labor trafficking. Human trafficking is a billion-dollar underworld operation, with victims so young and trapped, often out of desperation. Ugarte sent a message to the young victim. "Please don't disappear and become one girl on the milk carton. You do not know what is out there. Please. Just think about it.
