VISTA, Calif. (KGTV) - Kellen Winslow Jr. affirmed his innocence to 10News Thursday as he appeared in court to face a third charge of rape.The son of a Chargers legend, Winslow pleaded not guilty to the alleged rape a 17-year old girl in 2003.  10News was able to capture a few words with Winslow as he walked to his car in the parking lot outside court. When reporter Jim Patton asked about the new rape charge, Winslow responded it would all come out in court. Then asked if he was innocent of the other allegations of raping two women in Encinitas, Winslow said, "I'm advised by my lawyer to not speak on much. But yes, I am innocent." The new charge involves a woman who was 17 years old at the time. Winslow was 19. She claims he raped her while she was unconscious. Winslow Jr.'s attorney has previously said their relationship was consensual.  Thursday, the defense repeated a request for the woman's psychological history.Thursday's court hearing lasted no more than 15 minutes as attorneys debated whether this new case should be tried along with the other two rape allegations. Winslow Jr.'s attorneys argued the new charge could prejudice the other two.The judge allowed the cases to remain joined for now for efficiency but said the trial judge would make the ultimate decision.  Winslow is currently free on a million bond, while required to wear a GPS monitoring bracelet. His trial date was set for March 19th, 2019. 1507

WASHINGTON — After months of on-again, and off-again negotiations, a bipartisan economic stimulus deal appears to be on the horizon. While nothing is official, optimism swept Capitol Hill Wednesday that something could be passed by the end of the week. The bill would not only provide economic relief but also keep the government open through 2021. Funding for the federal government officially runs out Friday night at midnight. STIMULUS CHECKS INCLUDED The biggest news is that stimulus checks appear to be included in the bill. While nothing is confirmed, Republican Senator John Thune of South Dakota told reporters that the checks would be around 0-0 per person, which is about half as much as last time. Whether or not you are eligible for a stimulus check will likely depend on your income, just like last time. WHEN COULD YOU GET IT? If Congress is able to pass a bill by Friday night, checks could theoretically be deposited into millions of accounts by New Year's Eve. That's because unlike last time, the IRS has already built the computer program to distribute checks and staffers have experience. This is what Treasury Secretary Steven Mnuchin said back in August about how quickly he could send out the checks. "I can have them out immediately," Mnuchin said. "If I could get that passed tomorrow. I could start printing them the following week," Mnuchin told reporters at the White House in August. "I can get out 50 million payments immediately," Mnuchin added. Just like last time, if the federal government does not have your bank information on file, debit cards and paper checks would likely take several more weeks. 1651

VOLUSIA COUNTY, Fla. -- Michael Yager says he was outraged after learning his son, Jacob, bullied multiple classmates at New Smyrna Beach Middle School in Volusia County, Florida. "I figured I would teach him a lesson that would embarrass him and make him feel the way kids feel," he said.Wanting to teach his 13-year-old a lesson the frustrated father took an unorthodox approach. "I wrote the sign, I'm a bully. Honk if you hate bullies." Yager drove his son to nearby State Route 442 and parked him on a busy corner.His son had to hold the sign high."Embarrassed and kind of nervous," Jacob admitted.He says it did not take long for people to start honking.  Some even stopped to talk to father and son."I had Edgewater Police stop by, I had Volusia County Sheriffs. I had a good response from the neighborhood," Jacob's father said.But he acknowledged not everyone agrees with his parenting. "I had one woman come up and call me every name in the book. "How do you respond to parents who say putting your son out on the road is, in fact, bullying your own son?" he was asked."In my mind, I was doing the right thing, but I guess you cannot please everybody," Michael Yager said. A recent staggering statistic shows one out of every five students report being bullied. Jacob said he has learned a valuable lesson. "You never know what someone can be going through. WASHINGTON — Control of the Senate won’t be decided until the new year after Republicans won a seat in Alaska.Neither party is able to lock the majority until January Senate runoffs in Georgia. Republicans added to their ranks Wednesday when Alaska GOP Sen. Dan Sullivan defeated Al Gross, an independent running as a Democrat. Sullivan's win means the Republican caucus are guaranteed 50 of the 100 seats in the Senate chamber. As of Wednesday, Democrats only controlled 48 seats.With Democratic President-elect Joe Biden’s victory, Republicans are still short of the 51 seats they need for majority control. That's because the vice president of the party in power, which on Jan. 20 will be Kamala Harris, is the Senate tie-breaker on votes. That means if Republicans only have 50 seats, Democrats can control the Senate.Control of the Senate will come down to a pair of run-off elections in Georgia, which will be held on Jan. 5. In a regularly-scheduled race, Republican Sen. David Perdue, currently seeking re-election for the first time, nearly missed out on the 50% needed in order to avoid a runoff. With 49.7% of the vote, he'll need to fend off Democrat Jon Ossoff to serve a second term.The second race is a special election to replace Republican Sen. Johnny Isakson, who retired due to health problems in 2019. Kelly Loeffler, who Gov. Brian Kemp tapped as Isakson's temporary replacement upon his retirement, will square off with Rev.
