SAN DIEGO (CNS) - The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses in San Diego and 34 other California counties that are economically impacted by the coronavirus pandemic.Small businesses, private nonprofit organizations of any size, small agricultural cooperatives and small aquaculture enterprises that have been financially impacted as a direct result of COVID-19 since Jan. 31 may qualify for Economic Injury Disaster Loans of up to million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred, according to SBA Administrator Jovita Carranza."These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can't be paid because of the disaster's impact. SAN DIEGO (CNS) - Two additional suspects were arrested today in connection with a shooting that left a 20-year old man mortally wounded in a Bay Terraces-area neighborhood 16 months ago.Ethan Leland Apan, 28, and Kevin Herrera, 26, were jailed this afternoon on suspicion of taking part in the slaying of Joaquin Ruiz of San Diego, according to police.Another suspect, 26-year-old John Orozco, was taken into custody last Wednesday on suspicion of murder in the case, Lt. Andra Brown said Shortly after midnight on July 13, 2019, patrol officers responding to a report of a possible traffic accident found Ruiz unconscious and suffering from a gunshot wound to his upper body in a vehicle alongside the roadway in the 7000 block of Paradise Valley Road.Paramedics took the victim to a hospital, where he was pronounced dead. Police have not disclosed what led investigators to identify Apan, Herrera and Orozco as suspects in the case and have revealed no suspected motive for the slaying.``The District Attorney's Office is currently reviewing this case, which is still an ongoing investigation,'' Brown said. ``We will not be making any further comments or providing additional information at this time.'' 1216

SAN DIEGO (CNS) - Three men who took part in the shotgun slaying of a Pacific Beach resident late last year pleaded guilty Friday to voluntary manslaughter and assault charges.Carlos Yslas, 25; Pedro Ramirez, 27; and Freddy Sosa, 38, were previously facing murder charges in the Dec. 29, 2018, death of 44-year-old Marcanthony Mendivil, who was killed in a home in the 2300 block of Wilbur Avenue.Yslas, who admitted to firing the shotgun, faces up to 30 years in state prison when he is sentenced Jan. 10.RELATED: Suspects in fatal Pacific Beach shooting to be arraigned; victim identifiedRamirez, who faces eight years in prison, is also due to be sentenced Jan. 10. Weinberger remains out of custody on million bail.Prosecutors have said that Weinberger lived in the residence where Mendivil was shot in the predawn hours of Dec. 29. SAN DIEGO (KGTV) -- A driver crashed his Mercedes-Benz through an underground parking garage gate, causing the gate to fall onto his car and leaving the vehicle -- and himself -- trapped at the entrance.The incident was reported at around 2:30 a.m. Tuesday at an apartment complex in the 4300 block of Menlo Avenue, according to San Diego police.With the large gate on top of the car, responding officers helped the driver out of his vehicle.ABC 10News learned the man was treated by medics at the scene but was also being evaluated for possible DUI. He did not appear to be seriously hurt.It's unclear why the driver was attempting to enter the parking garage since he reportedly told police he does not live in the apartment complex. 743
