SAN DIEGO (KGTV) -- A 36-year-old man riding an electric scooter suffered severe head injuries when he collided with an SUV at an intersection near Liberty Station.According to San Diego police, the crash was reported around 10:40 p.m. Sunday at the intersection of Byron and Rosecrans streets in Point Loma.Investigators determined the man was riding an electric scooter westbound on Byron Street when he traveled through a red light at the intersection, directly into the path of a Volvo SUV driven by a 20-year-old woman.The victim was taken to a hospital with multiple facial fractures, which Police say are life-threatening.The Volvo driver remained at the scene and cooperated with investigators.Drugs or alcohol were not a factor for the Volvo driver, but Police say the scooter rider was under the influence of alcohol at the time of the crash. 861

SAN DIEGO (KGTV) --  A federal judge ordered that the Trump administration reinstate the Deferred Action for Childhood Arrival program, also known as DACA. The DACA program - which protects nearly 800,000 undocumented immigrants brought to the United States as children from being deported. While the decision has been made, it won't be an easy road for the people involved. The restart is delayed until August 23, to allow the government time to appeal Judge John Bates' decision.  For Dreamers like Ali Torabi, Friday's win is just the latest in the political tug of war.RELATED: San Diego Dreamers heading to the Capitol“I was preparing for, in the next four days, the complete opposite," Torabi said. He believed he might be deported. "I was actually working on my med school applications, and I was like, ‘I need to get my things together now.’”Torabi is a DACA student from Iran and a 22-year resident of San Diego.  He said Judge Bates' decision is huge for the undocumented immigrants protected by the program. But being in constant limbo can be emotionally draining. "Having this back and forth, where one day we don’t know if we’ll have any protection and were up to be potentially deported or detained, to telling us, well yea we’ll keep the protections...it’s difficult," he said. "I’m not going to lie to you, it’s emotionally difficult.”It isn't over yet. Judge Bates ruling could conflict with another decision on the program -  expected to be ruled on by a federal judge in Texas by as early as next week.The Texas Attorney General calls the program unconstitutional because it came from an executive order.“It invites future presidents to ignore the law, ignore the will of the people, and set their own policies on the second amendment, privacy rights, drug laws, or any other important issues debated in Congress," said Texas Attorney General Ken Paxton. Torabi said he has hope. Gavin Newsom ordered thousands more body bags for distribution to morgues in three counties, including San Diego, state health authorities reported a new high for coronavirus-related deaths and cases.California recorded 53,711 new COVID-19 cases and 293 additional deaths on Wednesday. The state's previous high for deaths was set Saturday with 225.On Tuesday, Newsom ordered 5,000 body bags during a surge in deaths over the past week, averaging over 160 per day."This is a deadly disease, a deadly pandemic, and we're in the middle of it right now," Newsom said Tuesday. "We're near the end, but we're in the middle of the most acute peak as it relates to what we refer to as the third wave -- the third and what we hope is the final wave of this disease."Newsom also said that 60 refrigerated storage units are ready to be mobilized across California should hospitals become overwhelmed with virus fatalities."We just had to order 5,000 additional body bags ... and we just distributed them down to San Diego, Los Angeles, Inyo counties," he said. SAN DIEGO (KGTV) - A 2-year-old-boy died and three other children became ill as a result of E. Coli linked to contact with animals at the San Diego County Fair, health officials said Friday. Four cases of infections have been confirmed in children ranging from 2 to 13 years old, according to the County Health and Human Services Agency.1st case: A 13-year-old girl visited the fair on June 8. Illness onset began on June 10. The girl is currently recovering and was not hospitalized.2nd case: A 11-year-old girl visited the fair on June 8 and 12. Illness onset began on June 12. The girl is currently recovering and was not hospitalized.3rd case: A 9-year-old boy visited the fair on June 13. Illness onset began on June 16. The boy is currently recovering and was not hospitalized.4th case: A 2-year-old boy visited the fair on June 15. Illness onset began on June 19. Boy suffered from hemolytic uremic syndrome (HUS) and was hospitalized. The boy died on June 24.The 2-year-old boy, identified by family members as Jedediah Cabezuela, died from Shiga-toxin-producing E. Coli (STEC). Health officials said Saturday there were no other clusters of Shiga-toxin in the county.E. Coli can cause the complication HUS.
