BEIJING, Dec. 28 (Xinhua) -- Chinese Premier Wen Jiabao Monday asked auditors to keep a close eye on public investment projects to help avoid embezzlement and waste of public funds.     Jerry-built projects and vanity projects should be strictly forbidden with the help of closer follow-up scrutiny of public funds, said the premier in a meeting with participants at a national auditing conference.     The National Audit Office (NAO) statistics showed that altogether 234.7 billion yuan (34.51 billion U.S. dollars) of public funds have been misappropriated and 16.3 billion yuan wasted during the first 11 months this year. As for now, special attention should be paid to fiscal and financial risks, he said.     He also called for giving full play to the role of auditing in the fight against corruption and severely cracking down on corruption.     China carried out audit among more than 20,000 government officials including provincial level cadres and bosses of large state-owned enterprises this year. Cases involving 67 senior officials and 164 others were handed over to judicial authorities, said the NAO.

Some Chinese have taken advantage of drinking and wining opportunities to seal business deals or seek political favors.     A modest reception could make visitors think that they are not important to the host.     Zhao blamed the social tradition as part of the reason, but added that the lack of supervision and legal loopholes had made the practice continue to prevail.     China has no laws governing the excessive drinking and wining at public expenses.     In October, Fu Pinghong, head of a hospital at Gaoting township in east Zhejiang Province, was sentenced to 11 years in prison on corruption and bribery charges. He had allegedly spent 440,000 yuan (64,433 U.S. dollars) of public funds on drinking, wining and entertaining guests.     Zhao believed that lavishing public funds equalized to embezzlement of state assets and laws should be amended to add the criminal offence of extravagant and wasteful spending.     Laws should be established to regulate banquets at public expenses and the local governments' budgets on banquets should be approved by legislatures, he said.

U.S. President Barack Obama has also stressed on several occasions that U.S.-China relations would shape the 21st century.     Compared to the past, the current China-U.S. relations have shown new characteristics.     Bilateral communication has been expanded geographically against the backdrop of globalization, and the contacts involving China and the United States occur everyday at almost every corner of the world, not just between the two countries.     Moreover, the content of the China-U.S. communication has been expanded to every area, including politics, economy, military, culture and environmental protection, which is not limited to a certain field.     It's worth noticing that after entering the 21st century, the relationship between China and the United States has been increasingly intertwined with global issues, and the two nations have to face various global challenges together, not just problems of their own.     "The major challenges of the 21st century, from climate change to nuclear proliferation to economic recovery, are challenges that touch both our nations and challenges that neither of our nations can solve by acting alone," Obama said in Beijing after meeting the Chinese president on Tuesday.     As the China-U.S. Joint Statement issued after the meeting of the two leaders pointed out, under the circumstance of the international situation undergoing profound and complex changes, China and the United States have common responsibilities on regional and global security issues.     China-U.S. relations, the relationship of the world's largest developing and developed countries, reflect a new character along the evolution of world structure in this new century, that is, developing countries have been gaining more say and influence in the world, with their status on the international political and economic stage becoming more important.     In a changing world, the trend of China-U.S. ties has impact on the well-being of the future world.     Through Obama's Asia tour and his first visit to China, it is easy to see that cooperation between China and the United States will not only benefit the two countries and the two peoples, but also conduce to peace, stability and prosperity of the Asia-Pacific region and the world as a whole. Such consensus has been reached by the leaders of the two countries.     Obama described China as both an important partner and a friendly competitor, saying the United States seeks cooperation, instead of confrontation, with China. He said the United States does not intend to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     It is on the basis of such consensus that Obama's China visit turned to be fruitful. The two countries reaffirmed the new definition of their ties -- a positive, cooperative and comprehensive relationship in the 21st century -- as established by their heads of state, and enriched their relations and cooperation with more strategic connotation.     The cooperation between China and the United States is indispensable for the world's development. It is presumable that the two countries' interests are to further intertwine and bilateral cooperation is to make continuous progress. However, the two sides must soberly deal with differences and contradictions at the same time.     Just as President Hu said, "it is normal for China and the United States to have some discrepancies since the conditions in the two countries are different, yet the most critical part lies in the respect of common interests and major concerns."     According to Hu, for an enhanced China-U.S. relationship, it is primarily necessary to establish strategic mutual trust, and politicians of the two countries are required to "have enough strategic insight and political wisdom" and to make joint efforts, improve understanding, expand cooperation and deal properly with discrepancies so as to push China-U.S. ties onto a new level.     "The Chinese side is willing to work with the U.S. side to push for the sustained, sound and stable development of China-U.S. ties so as to better benefit the peoples of the two countries and the world as well." These remarks by Hu conveyed not only the will of China, but also the expectation of the world. 

  

BEIJING, Dec. 30 (Xinhua) -- China is making concrete steps in pushing forward with its low-carbon economy by curbing overcapacity on one hand and boosting strategic emerging industries on the other.     CURBING OVERCAPACITY     At a press conference held here on Wednesday, Li Ningning, a senior official from the National Development and Reform Commission (NDRC), the country's top economic planner, said the overcapacity problem in a few industrial sectors such as coal chemical industry and vitamin C must be tackled.     China is the biggest producer of coal chemical industry. From January to November this year, China produced 314 million tons of coke, up 8.2 percent year on year, Li said.     In 2009, production capacity of coke expanded by 30 million tons while the export down 96 percent from a year earlier to 480,000 tons. Utilization rate of the capacity was 80 percent in 2008, he said.     "China is a country comparatively rich of coal while lack of oil and gas, the mature technology and low investment threshold in the coal chemical industry seems conducive to the investment," said Li.     Restructuring of the coal chemical industry involves in eliminating outdated coal chemical production capacity, supporting technological innovations and strengthening policy guidance, according to Yuan Longhua, an official from the Ministry of Industry and Information Technology.     Wang Jian, secretary general of China Society of Macroeconomics, had said in an article published by the Xinhua-run Outlook Weekly that 17 industries in China were faced with excessive capacity in 2008, rising from 11 in 2005. And the number of industries with excessive capacity is still rising, Wang added.     Chinese Premier Wen Jiabao told Xinhua on Sunday that overcapacity was a result of the long-existing problem of an imbalanced economic structure in China.     "To resolve the problem of overcapacity, the most important thing is to take economic, environmental, legal and, if necessary, administrative measures to eliminate backward capacity and, in particular, restrict the development of energy-consuming and polluting industries with excess capacity," Wen said.     BOOSTING LOW-EMISSION INDUSTRIES     Also at the press conference on Wednesday, Shi Lishan, another official with the NDRC, said the government needed to guide the development of high-tech industries such as wind and solar power equipment manufacturing as China rushed to build a low-carbon economy.     Earlier this month, Premier Wen had listed seven high-tech emerging industries as new energy, energy-saving and environmental protection, electric vehicles, new materials, information industry, new medicine and pharmacology, as well as biological breeding.     Development of emerging high-tech industries could not only bring about a low-carbon economy, but also help China tide over the financial crisis.     "The key to conquer the global economic crisis lies in people's wisdom and the power of science and technology," Wen said.     Boosting low-carbon technologies was crucial for the transformation of the nation's economy, Wen said.     New energy, energy-saving, environmental protection and electric vehicles industries were on the government's priorities among the seven emerging industries that needed particular attention.     By the end of 2008, China's energy-saving and environmental protection industries totalled 1.55 trillion yuan (227 billion U.S. dollars), accounting for 5.17 percent of the country's GDP, according to the NDRC.     He Bingguang, another NDRC official, forecast at a forum on the low-carbon economy held in Beijing last week that due to government policies the two industries would account for 7 to 8 percent of China's gross domestic product (GDP) by 2015.     In fact, financing of low-carbon industries has been part of the government's stimulus package.     Liu Mingkang, chairman of the China Banking Regulatory Commission, said that Chinese banks would continue to play positive roles in energy conservation and environmental protection, as well as helping adjusting the economy's structure.     "Banks should be part of the concerted efforts to make a low-carbon economy," he said at a financial forum here last week.     Liu said to control risks, banks should create more low-carbon financial products to benefit the "green economy".     Besides shutting down high emission enterprises, environmental experts have predicted increased investment on technological innovation, energy-saving and environmental protection, especially in the field of new energy.     China would stand on its own feet to develop low-carbon technologies, predicted Jin Jiaman, head of the Global Environmental Institute.     "China must develop in a low-carbon way not just to be part of the global trend but rather because it's an inevitable choice given the current economic conditions and future prospects," Jin said.

  

RIYADH, Jan. 10 (Xinhua) -- China and Saudi Arabia convened Sunday the fourth meeting of their joint committee on economy and trade in the Saudi capital, co-chaired by Chinese Minister of Commerce Chen Deming and Saudi Minister of Finance Ibrahim bin Abdel Aziz al-Asaf.     Chen hailed the rapid growth of bilateral economic and trade ties since the third meeting of the joint committee in 2006, noting that bilateral trade have realized two years in advance the goal of 40 billion U.S. dollars by 2010, and Saudi Arabia has been China's biggest trade partner in West Asia for eight consecutive years.
