(AP) — A fire at an oil storage facility in the San Francisco Bay Area prompted a hazardous materials emergency Tuesday afternoon that led authorities to order about 12,000 people in two communities to stay inside with all windows and doors closed.Thick plumes of black smoke and flames filled the skyline around the NuStar Energy LP facility in Crockett, California, about 30 miles (50 kilometers) northeast of San Francisco."This is a very dynamic, rapidly evolving situation," said Capt. George Laing of the Contra Costa Fire Department. "We've got two tanks that are releasing chemicals that are still burning."The Contra Costa Health Department posted on Twitter that there was a "hazardous materials emergency" in the towns of Crockett, home to about 3,100 people, and Rodeo, population 8,700. The department urged residents to stay inside and close all windows and doors."Cover any cracks around doors or windows with tape or damp towels. COACHELLA, Calif. (KGTV) -- Another puppy was discovered in a dumpster at Coachella just weeks after a woman was arrested for reportedly leaving seven puppies in a trash can. According to the Animal Hope and Wellness Foundation, the puppy was found badly beaten and burned in a dumpster on the 49000 block of Harrison Street around 1 p.m. on May 5. Someone digging through the trash heard the puppy crying and took her to a nearby jewelry store, where she was rushed to an animal hospital. The weeks-old puppy also had a portion of her tail cut off and can’t walk due to being beaten. The puppy, whose name is Hope, is currently in intensive care and being monitored 24 hours a day. The foundation is offering a ,000 reward for information leading to an arrest of the person responsible. The incident comes after a woman identified as Deborah Sue Culwell, 54, was arrested for reportedly dumping seven puppies in a dumpster at Coachella. The puppies were only about three weeks old. Collin Green sent notice to Chief Petty Officer Edward Gallagher that his status as a SEAL is under review, according to his lawyer.The process, commonly called a Trident Review, could strip Gallagher of his trident pin and remove him from the SEAL teams, though his rank and paygrade in the Navy would not be changed.“It’s ordinarily a procedure used for a substandard performer or somebody who’s committing safety violations,” said Timothy Parlatore, a civilian attorney for Gallagher.RELATED: Trump restores rank of San Diego Navy SEAL following war crimes caseParlatore said Gallagher is planning on retiring as soon as possible, so the move to strip his trident pin would not have any dramatic effect on his current role.“It has no legitimate value for someone about to retire,” said Parlatore. “It is purely a retaliation. (KGTV) -- A man was tackled in the middle of a Southern California Target store for reportedly taking pictures up women's skirts.According to Cypress Police, officers were notified that the man, later identified as Jorge Ibarra, 29, was taking pictures targeting women wearing skirts.The suspect then fled from the scene after being tackled to the ground by one of the women’s father.
