BEIJING, Jan. 7 (Xinhua) -- Vice Premier Zhang Dejiang urged the country's railway departments to make efforts to promote safe railway transport and build quality railway projects to better serve socio-economic development.     Continuous efforts should be made to relieve railway transport capacity shortage and further expand the country's railways network, Zhang told a national railway conference.     "Although shortage of the country's passenger and goods transportation by railways has been eased to some extent, railways are still a bottleneck restricting economic development," Zhang said.     He stressed railway technology innovation, railway project quality and improvement of services for the convenience of passengers.     Zhang also urged railway departments make full preparations to cope with traffic peak during the upcoming holiday, when millions of people rush back home for the Spring Festival, China's Lunar New Year, which falls on Feb. 14.     In 2009, China's railways saw a passenger flow of 1.52 billion and transported 3.32 billion tonnes of freight, both breaking records. BEIJING, Nov. 9 (Xinhua) -- China Merchants Securities, a leading domestic brokerage firm, announced Monday that it has set its A-share initial public offering (IPO) price range between 26 yuan (3.8 U.S. dollars) and 31 yuan.     The Guangdong-based brokerage is scheduled to issue no more than 358.5 million shares, it said in a statement to the Shanghai Stock Exchange Monday.     The IPO price translates into a price to earnings (P/E) ratio between 47.18 and 56.26 times. The subscription of the company starts on Tuesday, said the company.

BEIJING, Dec. 1 (Xinhua) -- Chinese Premier Wen Jiabao on Monday called for more peace efforts from Israel and Palestinians toward a two-state solution.     Wen made the appeal on the occasion of the International Day of Solidarity with the Palestinian People.     In a congratulatory message to this year's UN activities to observe this day, Wen said the Palestinian issue is at the core of the Middle East issue.     "China firmly supports the demands of Palestinian people for the restoration of their legitimate national rights and for the establishment of an independent state," said Wen.     The Middle East Peace process is at a crossroads. China hopes that Israel and Palestinians could guide the peace talks toward a desired direction and work for a two-state solution in accordance with relevant UN resolutions and the "land-for-peace" principle, he said.     An early resolution of the Palestinian issue in a comprehensive, just and permanent manner is not only beneficial to the Palestinian people, but also conducive to peace and stability in the whole Middle East region, said Wen.     As a permanent member of the UN Security Council, said Wen, China remains committed to the Mideast peace process and is willing to play a constructive role, together with the international community, in promoting peace, stability and development in the Middle East.

BEIJING, Dec. 1 (Xinhua) -- Diplomats from the European Union (EU) member states on Tuesday spoke highly of China's recent promise on its greenhouse gas emissions reduction.     "We welcome that national objective of China," EU ambassador to China Serge Abou said at a press conference in response to related questions.     China, as the biggest developing nation, set a good example for the international efforts in emissions reduction, he noted.     China announced on Nov. 26 that it would reduce the intensity of its carbon dioxide emissions per GDP unit in 2020 by 40 to 45 percent from the 2005 level.     Swedish Ambassador to China Mikael Lindstrom, whose country currently holds the rotating EU presidency, told Xinhua that he and his country "have a lot of respect for the series of efforts" that china has made.     "The climate change is really a serious global crisis, we cannot fall into a zero-sum game," he said, noting that "we hope it will be win-win, but if we don't do anything it will be lose-lose".     As the hosting nation of the Copenhagen climate change conference, Denmark's diplomat Soren Jacobsen welcomed Chinese Premier Wen Jiabao's attendance to the upcoming meeting.     China's announcement of its emissions cut promise "is positive", said Soren Jacobsen, Deputy Head of Mission and Minister Counsellor of the Danish embassy to China.     Jacobsen hoped that an agreement would be reached at Copenhagen.     The diplomats from EU's all member states gathered here at the press conference to mark that the Treaty of Lisbon came into effect on Dec. 1.     As stipulated in the Treaty, the Delegation of the European Commission to China was renamed the Delegation of the European Union to China on Tuesday.

BEIJING, Nov. 9 (Xinhua) -- China will raise gasoline and diesel prices both by 480 yuan (70.28 U.S. dollars) per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced on its website Monday.     The benchmark price of gasoline will be 7,100 yuan a tonne and that of diesel 6,360 yuan a tonne, according to the NDRC.     The retail price of gasoline will climb by 0.36 yuan per liter and that of diesel will rise by 0.41 yuan per liter.     The country adopted a new fuel pricing mechanism, which took effect on Jan. 1.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than four percent over 22 straight work days.
