SAN DIEGO (KGTV) – The San Diego Unified School District on Thursday released new information on the next phases of its plan to reopen schools for in-person learning.The first phase of the district’s plan, which began Oct. 13, included appointment-based, in-person instruction for elementary school students identified as having “the greatest needs.”The district is looking to expand Phase 1 to include grade 6-12 students and children in infant/toddler and early-learning programs.In a news release issued Thursday morning, the district outlined details on Phases 2-4. Fridays would be set aside for “live” online check-ins and independent asynchronous learning.Secondary (6th to 12th grade) students would return to campus two days a week. Students would be split into two cohorts, with Cohort 1 attending on Mondays and Tuesdays and Cohort 2 attending on Wednesdays and Thursdays. Fridays would be dedicated to on-line learning for all students. Secondary students would follow a similar bell schedule with morning minutes dedicated to class period instruction and afternoon minutes would be dedicated to flex time for asynchronous learning or appointment-based services.Phase 3Elementary (Prek to 5th grade) students would attend classes on site four days a week Monday through Thursday. Fridays would be set aside for “live” online check-ins and independent asynchronous learning.Secondary (6th-12th grade) students would attend classes on site four days a week, Monday through Thursday. Fridays would be set aside for online learning. Morning minutes would continue to be dedicated to class-period instruction and afternoon minutes would be dedicated to flex time.Phase 4Elementary (PreK to 5th grade) students would attend five days a week with one modified day.Secondary (6th to 12th grade) students would attend five days a week. SAN DIEGO (KGTV) — Tommy Bahama is known for its selection of tropical clothes and button-up shirts, but will soon add exotic drinks and dishes to its list in Mission Valley.The retail chain says it's set to open a Tommy Bahama Marlin Bar at Fashion Valley Mall in Spring 2020. SAN DIEGO (KGTV) — The San Diego Registrar of Voters is revising down its expected turnout numbers for the March primary from earlier projections. With an estimated 290,000 ballots still outstanding as of Thursday evening, turnout is now expected to fall between 47 and 52 percent of the county's registered voters. This means turnout will look similar to 2016's primary, which had about 50 percent participation. Original projections in January from the Registrar of Voters showed expectations of turnout between 55 and 60 percent. That number was revised in February to between 50 and 55 percent."It looks like turnout in this primary is about what it was in 2016 in San Diego," said professor Thad Kousser, department chair of the UC San Diego political science department. "We didn't see the spike we were expecting."However, Kousser points out that using turnout percentage can be misleading. Because of California's new Motor Voter law, there are more than 300,000 more registered voters in San Diego County than there were in 2016. Therefore, a matching 50 percent turnout would actually mean tens of thousands of new voters cast ballots in the 2020 primary. 1173

SAN DIEGO (KGTV) — The race for California's 50th Congressional District is zeroing in on two candidates following Super Tuesday.Former City Councilmember Carl DeMaio conceded Tuesday, leaving the path clear for the March Primary's top two vote-getters Democrat Ammar Campa-Najjar and Former Republican Rep. Darrell Issa."While I am disappointed, I am filled with two other emotions: gratitude for supporters like you and pride in the incredible campaign we ran," DeMaio's statement read. "In the coming days I will share more details of how we will deploy our political operation as we pivot to the November election and hope you will be willing to continue to be involved in the fight."Campa-Najjar topped the nine-candidate field with 36 percent of the vote, followed by Issa with 23 percent, DeMaio with 20 percent, and Sen. Brian Jones with 11 percent. The traditionally conservative 50th Congressional District once led by Rep. SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened.
