SAN DIEGO (KGTV) - A brazen package theft — and attempt to stop it — was caught on surveillance video at a Pacific Beach home.Penny Ryan wasn't home when the scene on her porch unfolded, but it was all captured on her doorbell camera. A man walked up to the residence with a small green skateboard and bag before he lays down the board and walks up onto the porch. The man then begins stuffing his bag with packages left on the doorstep.But before he gets away, a concerned nearby resident comes across the man as he's leaving and tells him to put the bag down multiple times.MAP: Track crime in San Diego County neighborhoodsThe thief appears to be willing to put the bag down, telling the resident, "I'll put it down, sir. Sir, I'll put it down." But instead, the man runs away.Ryan said the incident highlights a rise in crime within Pacific Beach, and residents are worried. A look at CrimeMapping.com shows there have been about 30 thefts and burglaries in the Pacific Beach area in the past six months."It has escalated so much in the last 3 years that we are all quite worried about how bad it’s going to get," Ryan said. "This is not our first rodeo with brazen theft at our address."Ryan said she had submitted a police report and the video to San Diego Police Department. SAN DIEGO (KGTV) -- 33 San Diego County elementary schools were honored under the Distinguished Schools Program by State Superintendent of Public Instruction Tom Torlakson Monday.The program, which returned this year after a three-year break, replaces the California Gold Ribbon Schools Program.Schools were eligible based on test scores, suspension rates and English learner progress.Among those listed: Veterans Elementary (Chula Vista Elementary District), Green Elementary (San Diego Unified School District), Garfield Elementary (San Diego Unified School District), Monterey Ridge Elementary (Poway Unified), Ocean View Hills (San Ysidro Elementary), and Solana Pacific Elementary.“These schools implement outstanding educational programs and practices that help California students realize their potential, and put them on the path to achieve their dreams,” Torlakson said.“Every day at these schools, teachers, administrators and classified employees, working with parents, apply their dedication, creativity, and talents toward providing a great education for all their students.”According to the California Department of Education website, California is using a multiple measures accountability system to identify eligible schools based on their performance and progress on the state indicators as specified on the California School Dashboard. Eligible schools (Kindergarten thru eighth grade) were selected based on their performance and progress on the state indicators, which include test scores, suspension rates, and English learner progress.The Chula Vista Elementary School District was awarded CDE's 2018 California Exemplary Program Award. These award winners represent examples of not just excellent teaching, learning, and collaborating, but also highly successful school climate efforts, ranging from real time conflict resolution to positive behavior intervention. SAN DIEGO (CNS) - Two San Diego City Council members called Wednesday on California Attorney General Xavier Becerra and District Attorney Summer Stephan to investigate San Diego City Attorney Mara Elliott's possible role in an alleged child sexual abuse cover-up at the San Diego Junior Theatre.Council members Scott Sherman and Vivian Moreno sent a jointly written letter to Becerra and Stephan imploring them to investigate allegations made by attorney Matt Valenti that Elliott improperly shared information on the case with then-Junior Theatre Board member Gil Cabrera, who Valenti claims tried to silence the case's whistleblowers."We are writing to respectfully request your respective offices' review and consideration for appropriate action, as the authority to investigate these complaints falls under the jurisdiction of your departments," their letter states. "We believe a timely resolution to the matter is in the best interest of all parties."RELATED: San Diego Junior Theatre teacher convicted of sex with underage studentHilary Nemchik, spokeswoman for the city attorney's office, suggested Valenti's allegations against Elliott are a political attack intended to benefit his lawyer, Cory Briggs, who filed paperwork last month signaling his intent to run against her for city attorney."Mr. Valenti has repackaged allegations he sent to the City Council, the District Attorney and the Attorney General more than two years ago," Nemchik said in an emailed statement. "If any law enforcement agency thinks further review of the Junior Theatre is warranted, we support that decision."In 2017, shortly before former Junior Theatre teacher Eric von Metzke pleaded guilty to unlawful sexual intercourse with a minor, Valenti sent an email summary to Elliott, Becerra and Stephan outlining his claims that Cabrera tampered with the investigation into sexual abuse allegations at the theater.Elliott, Valenti alleges, sent that email to Cabrera, disclosing sensitive information in the process. SAN DIEGO (KGTV) -- A female sea lion Monday wandered onto the streets of Point Loma, prompting spectators to gather and springing a rescue team into action.According to a passerby, the sea lion was spotted in the middle of Garrison Street around 4 p.m.According to crews, the sea lion would’ve had to cross Rosecrans Street to get to Garrison. Rescuers from SeaWorld responded to the scene, adding that the sea lion appears health and at a normal body weight, but they’ll need to further examine her to learn more.SeaWorld also said it’s unusual for a sea lion to wander that far away from the bay, but the animals have been found on porches, inside hotels and on driveways. 683

  

SAN DIEGO (KGTV) – A Clairemont man is recovering after he said he was accidentally shot by his next-door neighbor.Walter Lam said he was at his dining room table inside his home on Sunday when he heard a gunshot.“As soon as I heard that shot, I felt something was really cold on the inside of my arm. And I was bleeding; I knew immediately I was shot and I called 911,” Lam said.Once at the hospital, Lam underwent surgery to remove the bullet.“If it had moved towards my heart, I would have been dead,” Lam told ABC 10News.San Diego police said the bullet was fired by his neighbor who lives right next door. The neighbor said he was cleaning his gun and did not even know it was loaded.Investigators took the neighbor’s gun into evidence, and while he was not arrested, investigators said the neighbor could face a misdemeanor gun-related charge.Lam is recovering and in a little bit of paint, but he said he’s ready to return to work as head of his nonprofit organization Alliance for African Assistance.Lam said this is a reminder that life is too short.“Life can end any time. Just a little more to the right and I would be dead. Right now, people would be planning my funeral,” Lam said.ABC 10News learned the case has been forwarded to the San Diego City Attorney's Office. They will ultimately decide if Lam’s neighbor will be charged with a crime. 1365
