CHULA VISTA, Calif. (KGTV) -- The Sweetwater Union High School District announced Thursday that it plans to reopen August 3.According to the district, only distance or virtual learning will be available on August 3. No on campus instruction will be available.On August 28, the district will transition to "Phase 1" where 10 percent of students will be allowed on campus at any given time.As public health orders permit, the campus will move into phase two, where 20 percent of students will be allowed on campus. Phase three will see 50 percent or more of students on campus plus "some activities." No timeline was given for phase two and three.According to the district, families who opt out will have the option to fully enroll in virtual instruction beginning August 28. 781

CHICO, Calif. (AP) — Another person killed in the deadliest wildfire in California history has been identified.The Butte County Sheriff's office said Friday it positively identified the remains of 68-year-old Judith Sipher of Paradise.That brings the total number of named dead to 81. Three people whose remains were recovered after the wildfire are tentatively identified but have not yet been named by the sheriff's office. Two of the 86 victims remain unknown.The fire in November last year destroyed nearly 15,000 homes in Paradise and surrounding towns. In the aftermath of the catastrophe, authorities used DNA testing to identify bone fragments and other remains of the victims. In some cases, it took months to positively identify the victims and notify their next of kin. 788

  

CHULA VISTA, Calif., (KGTV) -- No justice served. That is what a Chula Vista father said after he found out that the boys and young men who publicly attacked his son in April already got out of jail. Punch after punch. Kick after kick. Cell phone video shows 16-year-old Paul Martin being beaten while lying helplessly in the fetal position. "Our family changed since that day. It's not the same," Paul's father, Margarito Martin, told 10News. RELATED: Otay Ranch family upset over violent videoThey have not been the same since April 11, 2019. Margarito said his son was at the Cotixan Mexican Restaurant in Otay Ranch after school, defending a friend who had been bullied on social media. That is when seven people robbed and violently assaulted him. Police later arrested five minors and two adults. Investigators found that some of them were wearing cleats for maximum damage. Martin said miraculously, Paul only sustained scrapes, bruises, and a sprained wrist. "They knew what they were doing," Martin said. "They're not kids. They were 18, 19, and one of them was already 20."After a lengthy trial, the attackers were convicted of felony assault. But they were only sentenced to time served. 19-year-olds Aldrin Uy of Paradise Hills and Kent Pasunting of North Bay Terraces received years probation. All seven are now back on the street. The judge cited "restorative justice" for their lighter sentences. "If you injure anybody or assault anybody, [they should] be sentenced more heavily," Martin said. That is why the family is now fighting to change the law regarding juvenile and young adult offenders. They have started a change.org petition to lower the age for adult charges when dealing with serious felonies. "I know they are minors, and they need another chance," Martin said. "We've all been there. Bad stuff when we were kids. Graffiti and that stuff, you're only affecting property.
