SHANGHAI, Dec. 21 (Xinhua) -- A senior Chinese leader has urged Shanghai, the country's major economic hub, to use the global financial crisis as a driving force to pursue economic restructuring. BEIJING, Feb. 1 (Xinhua) -- Attracted by the real estate plunge on the other side of the globe, Chinese homebuyers are gearing up for visits to the United States in February to buy cheap homes, the English language newspaper China Daily reported in its weekend issue.     A pioneering house-buying team of 20 to 30 people, organized by Soufun.com, one of the largest real estate portals in China, is scheduled to leave for the United States on Feb. 12, according to an article on Soufun.com.     It is said more than 300 Chinese have registered so far on the website for a 10-day house-buying trip.     The U.S. mortgage crisis and the downturn in the global economy have presented people with a golden opportunity, said Liu Jian, an official of the Beijing-based real estate portal.     The trip, which costs up to 25,000 yuan (3,500 U.S. dollars) per person, will focus on cities with huge ethnic Chinese populations including San Francisco, Los Angeles, Las Vegas and New York, Liu said.     The prices of houses targeted by Chinese buyers are between 3 million to 5 million yuan (400,000 to 700,000 U.S. dollars), he said.     The applicants include real estate professionals who want to investigate in the U.S. real estate market, and parents who want to buy houses for their children studying or to study in the United States.

BEIJING, Nov. 28 (Xinhua) -- Chinese President Hu Jintao said Friday the top priority of the country's 2009 agenda on economic development is to maintain a "stable and relatively fast growth", amid the grim global economic downturn.     "We will ensure a quality and fast growth of the national economy next year," Hu said while sitting down with personages outside the ruling Communist Party of China (CPC) to seek their advice on the country's economic development.     He said the country would pursue an "all-rounded and sustainable" growth that stresses both quality and efficiency.     The world's fastest growing economy saw its growth slow sharply to nine percent year on year in the third quarter, the slowest pace in five years, as a result of slower export and investment growth.     The president said the country would continue to practice "active" fiscal and "moderately loose" monetary policies next year, and would in the meantime strengthen and improve macro controls according to changing conditions.     Such proactive policies is a transition made earlier this month against adverse global economic conditions from the earlier "prudent" fiscal and "tight" monetary policies aimed at curbing inflation and averting overheating.     He stressed the importance of boosting domestic demands, saying the country would bring consumption to play a bigger role in driving the economic growth, and the expansion of consumer spending would receive more prominent emphasis.     China would also increase its investment in rural areas, agriculture, and farmers "by a large extent" to guarantee the development of the agricultural sector and ensure the output of grain and other farm produce, according to the president.     Hu said the country would continue to promote economic restructuring. China has been working to reduce its heavy reliance on exports and investment over the past years.     "The country needs to take the challenges of the ongoing global financial crisis as opportunities to accelerate industrial restructuring to create new growth and foster other competitive edges," he said.     China would continue with its reform and opening up, Hu said. "The country will lose no chance to introduce reforms that can promote the development at the right time, and will take note of bringing the market into full play in allocating resources."     The country would actively develop the export-oriented sector and step up the diversification of exporting markets, Hu added.     He also said the country would stick to improving people's living conditions and building a stable society. The country would adopt "more active" employment polices next year, Hu said.     He pledged to improve urban and rural social security systems and vowed intensified efforts in supervision and inspection of food, drug and work safety.     "The country has great potential in economic development and has also accumulated strong capabilities to withstand risks over the past 30 years of reform and opening up," Hu told the non-Communist people.     The non-CPC personages said they endorsed the CPC and government's judgment on current situation as well as plans on next year's economic development. BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

    BEIJING, Jan. 13, 2009 (Xinhua) -- Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, on Tuesday urged the Party's anti-corruption body to "firmly correct official wrongdoings" that harm public interests.     Addressing a plenary session of the CPC Central Commission for Discipline Inspection (CCDI), the ruling Party's internal anti-corruption body, Hu said Party officials should maintain their political integrity and lead the people to overcome difficulties amid hardships. Officials should consciously adhere to socialist core value judgments as well as the Party's basic theories and policies.     Self-discipline and supervision must be relied on to cultivate clean and dedicated model leaders and the discipline organs should conduct unremitting education on virtue and morality, Hu said.     To realize the objectives, he urged the CCDI to carry out more education and supervision of Party officials, and ensure against abuse of authority.     Supervision and inspection should also be promoted and implemented in major decision making and deployment in accordance with the scientific outlook on development, Hu said.     The disciplinary organs should also push harder on investigations to corruption cases and deal with corruption problems in most high-risk departments or governmental affairs, he added.     Hu emphasized six aspects in the Party's anti-corruption work for immediate concentration:     -- Party officials should always ask the people for political advices, basic needs and suggestions for resolving social problems, and try harder to take practical measures to tackle public difficulties.     -- Officials should make more efforts to learn Party theories and policies and increase their capabilities to deal with complex situations by applying theory to practice.     -- Officials should always remember their duties and responsibilities endowed by the Party and people, and fulfill their assignment with more devotion.     -- Officials should hold a correct concept of political achievements by respecting and seeking truth in their work.     -- Officials should always prioritize people's interests and refrain from seeking personal gains or furthering their own interests.     -- Officials should maintain the Party's solidity and unity, and strictly abide by Party rules and regulations. They also should increase economic awareness to frugally conduct all undertakings.     Hu urged Party committees at all levels to regard strengthening education on integrity and honesty for officials as an important task in managing the Party by strict rules.     He also encouraged the Party's self-discipline organs to bravely fight all forms of corruption and illegalities, calling on Party committees to support anti-graft work.     Statistics from the commission showed that 4,960 officials above county head level were punished nationwide during the year ending last November.     The session was presided over by He Guoqiang, head of the CCDI. At present were other senior CPC officials Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang and Zhou Yongkang.
