CANBERRA, June 21 (Xinhua) -- Visiting Chinese Vice President Xi Jinping called here on Monday for deepening strategic cooperation with Australia on energy and resources. In a speech delivered to the Australia-China Economic and Trade Cooperation Forum in the Parliament House, Xi said the cooperation on energy and resources between China and Australia boast profound foundation and great potential, and it has become a shining point for the bilateral economic and trade cooperation.Currently, Australia is the biggest exporter of iron ore, alumina, coal and liquefied natural gas to China, and it is also the biggest supplier of wheat, sheep hair and live cow for China.China is Austria's biggest trading partner and biggest exporting market as well as biggest importer. Despite of global financial crisis, Australia's export to China still rose by 31 percent in 2009.Xi said China, which is still in the process of industrialization and urbanization, increasingly needs energy and mineral resources, while Australia is an important energy and resource producer and exporter, so there is a remarkable potential for Australia to set up strategic cooperation with a nation like China, which boasts huge and steady market demand.

BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday. The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority. The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations. The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year. The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years. The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns. To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage. The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

BEIJING, July 4 (Xinhua) -- China's weather forecast authorities on Sunday said the heat that had been bearing down on many parts of the country would continue for a few more days.Sweltering weather, with temperatures over 35 degrees Celsius, could be expected in at least 13 provinces and regions across China, the National Meteorological Center said.In Beijing, the local meteorological bureau upgraded the heat alert on Sunday from blue to yellow, two steps below the top alert. It said the maximum temperature on Monday might shoot up to 37 degrees.Sunday's temperatures did not exceed 36.8 degrees, but residents in the capital were already complaining.A girl plays at a fountain in Shenyang, capital of northeast China's Liaoning Province, on July 3, 2010. Hot weather swept most regions in northern, central and southern China these days, with temperature of some regions soaring to 39 degrees celsius."Since last Friday, it has been extremely hot outside from 8 o'clock in the morning to 10 o'clock in the evening. I have to turn on the air-conditioning at home all the time," said a Beijing resident surnamed Zhao.High temperatures were also reported in several provinces on Sunday. In eastern Zhejiang Province, temperatures in eight counties and cities reached 39 degrees. In Changchun, capital of northern Jilin Province, thousands of residents chose to spend their weekends in the city's libraries to dodge the heat.Meanwhile, the sales of air-conditioners became hot items in the northern Inner Mongolia Autonomous Region.

BEIJING, Aug. 15 (Xinhua) -- Beijing launched a one-month household registration survey on Sunday in preparation for the once-a-decade census of China, the world's most populous country, which begins in November.A total of 100,000 uniformed census takers will go door-to-door in Beijing from Aug. 15 to Sept. 15, along with policemen, to check each household's current residential information, said a spokesman with the sixth national population census' Beijing office.Foreigners and residents of Hong Kong, Macau and Taiwan will also be surveyed for the first time, except those on short-term business or sightseeing trips, according to a census regulation jointly issued by the State Council and the National Bureau of Statistics in May."This is because the upcoming national census seeks to survey 'every natural person' in China and Chinese citizens who live abroad but have not obtained long-term living permits," said Su Hui, director of the office. The survey aims to count the total number of Beijing residents and to correct false household registration information and provide accurate information for the sixth national census, he said.Experts say that many households do not unregister their deceased family members so they might continue collecting social insurance funds from the government. Also, some children born in violation of the country's "one child" policy were also not registered. All information collected in this survey will be kept confidential, and will not be used for other purposes, Su added.Since the founding of the People's Republic in 1949, China has conducted national population censuses in 1953,1964,1982,1990 and 2000.The last census, a decade ago, set China's population at 1.29533 billion people.
